IHMM Certificant Recognition
IHMM has completed inserting new credential badges in every certificant’s MYIHMM account. Everyone may access those badges for use in their email signatures, LinkedIn accounts, and other social media and communications media. With a link from your credential badge to the IHMM website [see above] you can not only stand out as an IHMM-certified professional, you can also promote IHMM credentials to others. Right-click on the badge of choice, save as to your computer, then load it to whatever medium you choose.
Throughout our certificant’s MYIHMM accounts are also now placed 10 Year, 20 Year, and 30 Year badges signifying their longevity as an IHMM certified professional.
IHMM has also added Distinguished Diplomates and Fellows of the Institute badges to the appropriate people in the MYIHMM database. These two badges will be accompanied by new lapel pins to be sent to each of those distinguished by holding these designations.

IHMM AHMM Scheme Committee – Call for Volunteers
The IHMM Associate Hazardous Materials Manager [AHMM] Scheme Committee has an immediate vacancy for membership. We are also seeking Subject Matter Experts who are CHMMs, CHMPs, as well as those with some military service.
Charter: The Associate Hazardous Materials Manager [AHMM] Scheme Committee shall consist of subject matter experts whose responsibilities are twofold: To develop and maintain valid, legally defensible, and credible certification examinations in accordance with the latest approved policies and procedures; and to recommend and maintain standards for recertification, to evaluate activities that may be claimed for recertification, and to hear appeals of recertification decisions, in accordance with the latest approved policies and procedures. Initially, IHMM will not seek accreditation for this credential until the population attracted to this new credential reaches a critical mass capable of sustaining the investment in accreditation, while this committee nonetheless is aware that accreditation will eventually be sought.
The committee membership is awarded in 2-year increments. It requires that members attend virtual meetings, participate in the test specification process, review the draft blueprint and finalize the blueprint according to best practices. Also, develop the examination and write items, participate in the content validation and technical review, and set the cut score. The reward is recognition for your contribution to the continued vitality of the Institute and 10 certification maintenance points (CMPs) per year toward your recertification for your participation and an additional 10 CMPs for developing the final blueprint. In addition, volunteers agree to adhere to the appropriate IHMM Code of Ethics and the IHMM Volunteer Code of Conduct, all members of the scheme committee shall execute an Agreement of Confidentiality at the beginning of each term.

CSHM-CSMP Credential Holders – Good News
We have great news for all CSHM and CSMP credential holders with IHMM. The paper CoC recertification worksheets you have had to do are now history. This week IHMM staff started beta-testing the new system with a handful of CSHMs and CSMPs.
We are pleased to inform you that an entirely secure, web-based recertification system that allows you to input your Certification Maintenance Points [CMPs] and keep track of where you are throughout your 5-year recertification cycle is now ready for you to use – no more paper!
You are used to a 30 point or 20 point system over 5 years, and the new system still allows you to enter those points and it will automatically convert them to the IHMM 200-point system. You lose nothing in the transition.

- Start your recertification application today, no need to wait. We will walk you through the MENU in your account to get to RECERTIFICATION, then start your application. Jimmy, Jim, Kaylene, and Mikki can assist you with how to use the Recertification system. You can contact any one of them using the emails above.
Once you are in your recertification application we will show you how to enter your points based on the blueprint of your credential. This is all the same as what you used to do on paper – except with the electronic version you can keep track of your progress anytime you wish.
This is a great system that, once you see it and use it a bit, will be easy for you to update as you go.
We will soon conduct the survey validation that will lead to the new blueprints. The new blueprints for the CSHM and CSMP will be released after the holidays. IHMM To Launch $32,000 Scholarship Program in 2022
The IHMM Board of Directors is pleased to announce that in 2022 the Institute will launch a $32,000 annual scholarship program to support students pursuing Environment, Health, and Safety as well as Hazardous Materials and Dangerous Goods disciplines in undergraduate as well as graduate studies.
Spearheading the new program is Jan Rosenberg, CSHM, currently serving on the IHMM Board as well as Chair of the ASHM Committee. Jan’s committee will also be working on creating a new Student ASHM credential, also launching in 2022. Jan is forming the IHMM Scholarship Committee now and is expected to be joined initially by Pinkie Wood, CSHM, Sarath Seneviratne, CHMM, Emily Lucas, CSHM, and Robin Spencer, CHMM. The National Institute for Occupational Safety and Health (NIOSH), within the Centers for Disease Control and Prevention (CDC), is soliciting public comment on the need to establish centers of excellence to address research and practice needs in the area of personal protective technology (PPT), including personal protective equipment. HMS Education and Training to Launch New Training Initiative
Diane Lundelius, Chair of the HMS Education and Training Committee [https://hazmatsociety.org/education-training-committee/] is pleased to announce the committee’s intention to organize Annual Training Agendas for each IHMM Blueprint.
Every IHMM certificate has to recertify their credential every 5 years. Recertification is done by following the Recertification Claims found here > https://ihmm.org/recertification-claims/. The activities involved in recertification are tied to the credential’s blueprint. Each blueprint is made up of domains and subdomains that outline the core competencies and tasks of the credential.
In creating an Annual Training Agenda for each blueprint, the HMS Education and Training Committee will ask training vendors to propose training programs that directly relate to each domain in each blueprint – creating a roadmap of essential, recommended training programs pre-approved with Certification Maintenance Point [CMP] credits for each course of training. This will vastly strengthen each credential and make it easier for each credential holder to find programs specifically related to their credential for recertification.
Hazardous Materials Society now has 6,347 education and training programs on its website, with more coming every week. Certificants will note that most of these programs carry a CMP value, making it easier to know in advance what to expect. The HMS Education and Training platform also provides a wide variety of courses for professional development across all of IHMM’s credentials – and more are being developed by the HMS Education and Training Committee.
IHMM applicants and certificants are free to search the landscape for training. IHMM wanted to make that task easier by aggregating training in one place if you choose to use it. Among these more than 11.000 programs are webinars delivered online and virtually all carry IHMM CMPs values with them for your annual / 5-year CMP planning.

Beltway Buzz – Ogletree & Deakins
Congress: Always in Crisis Mode. The U.S. Congress returned this week for a three-week sprint to the end of the legislative year. With so much on its plate, it is quite possible that Congress will be working up to and around both Christmas and New Year’s Eve. Here is what Congress has been contending with and what it will face in the next few weeks.
- Shutdown averted. With less than 36 hours left before funding to keep the federal government open expired, Congress approved R. 6119, the “Further Extending Government Funding Act,” to keep the government running through February 18, 2022. President Joe Biden signed the short-term funding legislation into law today, December 3, 2021. This means that at the start of 2022 the federal government will continue to operate under spending limits determined during the Trump administration.
- Military spending. Spending authorization for the U.S. Armed Forces will expire at the end of the calendar year, if Congress does not act. The annual National Defense Authorization Act, which establishes spending levels for defense programs, has continuously passed every year since it was introduced in 1961. This defense budget bill will be a congressional priority and will take up legislative time.
- Debt limit. Remember the October 2021 political battle over the federal government’s borrowing limit? Well, because Congress merely kicked the can down the road, we are quickly approaching the deadline for addressing the borrowing limit. Treasury Secretary Janet Yellen has notified Congress that the United States’ borrowing limit will be reached on December 15, 2021, unless Congress acts.
- Build Back Better Act. Senate Democrats are hoping to come to an agreement on their version of the $1.75 trillion reconciliation package that the U.S. House of Representatives passed on November 19, 2021. On the table is a new federal paid leave program, as well as increased and new civil penalties for employer violations of various federal labor and employment laws.
Federal Vaccine Mandate Update. Legal challenges to various federal vaccine requirements have had success.
- OSHA ETS. There is no ruling yet from the Sixth Circuit Court of Appeals on the consolidated challenges to the Occupational Safety and Health Administration’s (OSHA) COVID-19 Vaccination and Testing Emergency Temporary Standard (ETS). The court will entertain briefing on whether to lift the Fifth Circuit Court of Appeals’ stay of the ETS through December 10, 2021, meaning that the stay is likely to remain in place until at least that date. Further, OSHA extended the deadline for the public to submit comments in response to the ETS has been extended from December 6, 2021, to January 19, 2022. The U.S. Department of Labor (DOL) stated that the purpose of the comment deadline extension is “to allow stakeholders additional time to review the ETS and collect information and data necessary for comment.” As of this writing, nearly 94,000 comments on the ETS have already been filed.
- CMS requirements. The Centers for Medicare and Medicaid Services’ (CMS) interim final rule requiring vaccination of employees working in facilities receiving Medicare or Medicaid funding has been enjoined nationwide pursuant to a court order issued by the U.S. District Court for the Western District of Louisiana. Greg Guidry, Dee Anna D. Hays, and James M. Paul have the scoop.
- Federal contractor requirements. On November 30, 2021, a federal district court in Kentucky enjoined the implementation of Executive Order 14042, which requires some federal contractors and subcontractors to comply with COVID-19 workplace safety protocols issued by the Safer Federal Workforce Task Force. The preliminary injunction prevents the executive order from taking effect in Kentucky, Ohio, and Tennessee. Leigh M. Nason has the details.
OFCCP to Require AAP Verification. On December 2, 2021, the Office of Federal Contract Compliance Programs (OFCCP) finalized its Affirmative Action Program Verification Interface (referred to as the “Contractor Portal”). The initiative got its start during the Trump administration, and it will require covered federal contractors, through submission via an online portal, “to certify, on an annual basis, whether they have developed and maintained an affirmative action program for each establishment and/or functional unit, as applicable.” The following are key implementation and compliance dates:
- February 1, 2022: Registration opens for access to the portal.
- March 31, 2022: Employers may begin submitting certifications of their affirmative action plans.
- June 30, 2022: “[E]xisting contractors must certify whether they have developed and maintained an affirmative action program for each establishment and/or functional unit, as applicable,” by this deadline.

Belva Lockwood, Pioneer. November 30, 2021, marked the 141st anniversary of the first time a female attorney argued before the Supreme Court of the United States. Belva Lockwood was a Washington, D.C., attorney and an early pioneer in the struggle for women’s rights. In 1879, she successfully lobbied Congress to pass the “Lockwood Bill,” which permitted female attorneys to practice law in any federal court. One year later, Lockwood made history when she argued Kaiser v. Stickney (1880) before the Court, a case that concerned a $16,000 debt owed by Lockwood’s client, Caroline Kaiser. Lockwood presented arguments before the Court again in United States v. Cherokee Nation (1906), a landmark case in which she argued that her client, the Cherokee Nation, was owed payment by the U.S. government pursuant to an 1835 treaty. Lockwood lost Kaiser, won Cherokee Nation, and was a key figure in the advancement of civil rights.
