IHMM and the Intersociety Forum are working with Congress to restore funding for the Chemical Safety Board for 2026.
The President’s FY 2026 budget request proposes $0 funding for the CSB, signaling the administration’s intent to begin closing down the agency during FY 2025. An emergency fund of approximately $844,145 would be used to cover shutdown costs. The White House’s justification describes CSB as duplicative of EPA and OSHA functions. The administration also directed that any unused emergency funds be permanently canceled by September 30, 2026.
House and Senate Appropriations Activity
House Appropriations Committee (July 22, 2025): Approved a bill containing approximately $8.2 million for CSB for FY 2026.
Senate Appropriations Committee (July 24, 2025): Advanced a competing bill that would maintain CSB’s funding at the current level of $14.4 million.
Here are two communications that IHMM and ISF have sent to both Congressional appropriators and the Committees of jurisdiction in Congress to secure funding for the CSB and keep it open.
The Intersociety Forum (ISF), of which IHMM is a member, is a coalition of organizations, including ASSP, dedicated to safeguarding worker safety and health and promoting the fact that safety practices create a strategic advantage that powers enduring business success while fostering innovation and protecting workers.
