Fiscal Years 2026 and 2027 User Fees

The table below lists the user fees for fiscal years 2026 and 2027 (October 1, 2025, through September 30, 2027) for the e-Manifest system.

EPA sets user fees based on the manifest usage and processing costs for each manifest type in accordance with its user fee calculation methodology in Title 40 of the Code of Federal Regulations parts 264/265 subpart FF. EPA consulted with the e-Manifest Advisory Board on the FY 2026 and 2027 user fees during the September 17-19, 2024 e-Manifest Advisory Board meeting entitled “Meeting the Needs of the User Community: e-Manifest Program Priorities and User Fees for Fiscal Year 2026 and 2027.”
