Update: EPA Paper Manifests. As of June 30, 2021, the Environmental Protection Agency (EPA) is no longer accepting paper manifests. All manifests will now be required to be submitted electronically through the EPA’s e-manifest system. It is important to note that the EPA will allow scanned images of paper manifests to be uploaded into the system. Instructions on how to submit manifests into the system can be found here. If you have not registered as an e-manifest user, that will be the first step. Instructions on how to register as a user can be found here. Lastly, the Pipeline and Hazardous Materials Safety Administration (PHMSA), will still require a signed paper copy for all manifests that are also regulated under PHMSA. It is important to know and understand the requirements of both agencies to maintain compliance.
