I have earned a CHMP credential, but now I have finished my 4-year degree and qualify for the CHMM credential. Will I have to pay for a new application and exam, even though I have already paid for my CHMP application and exam?

Yes, you have to complete the CHMM application and pass the CHMM Exam. The CHMM is a different credential from the CHMP credential.
