The Intersociety Forum [ISF], of which IHMM is a part, is writing to Congress concerning the looming shutdown, as it will have a substantial impact on protections for workers. Here is the letter to Congress.
Impact on health agencies, research, courts, and grants
The Department of Health and Human Services (HHS) anticipates furloughing ~41% of its workforce, severely constraining public health activities, oversight, research, communication, etc.
Within HHS, the CDC would furlough a higher proportion (64%), and the NIH (national research operations) up to 75%.
The judiciary (federal courts) warns that it may not be able to sustain full operations past October 3 without further appropriations, meaning many court staff and functions could be paused.
Grants and contracts (e.g., to states, universities, small businesses) could be delayed or suspended.
Health care / ACA subsidies
One of the central divisive issues is whether a funding bill should include an extension (or permanent reauthorization) of Affordable Care Act premium tax credits (which reduce health insurance premiums for low- and middle-income people). Democrats are insisting, Republicans (and the White House) are resisting inclusion of new policy mandates or expansions in a short-term funding bill. If those subsidies expire, analysts warn that more than 4 million Americans could lose support, and the health sector could face big revenue losses.
If Congress does not act, a partial government shutdown could begin at 12:01 a.m. ET on October 1
