Joint Meeting of the RID Committee of Experts and the Working Party (WP) on TDG (September 2021) – Summary for Days 5 & 6

The Joint Meeting of the RID Committee of Experts and the Working Party on the Transport of Dangerous Goods is being held virtually in Switzerland from September 21 to October 1, 2021. The Secretariat of the Joint Meeting is on-site at the Palais de Nations in Geneva with a limited number of delegates while most other participants are virtual. Interpretation is available for the morning sessions of the meeting, thus all sessions are not official as the afternoon sessions don’t have interpretation. The following summary is provided to allow you to follow the discussions at the meeting.

  • INF.45 – Refrigerating machines and heat – Revision of document ECE/TRANS/WP.15/AC.1/2021/25 (IASA)
    • Proposal in INF.45 adopted as amended

 WP/30 – Amendment to special provision 668 (IASA)

    • Delegations find the proposal too broad and there is no general support for the proposal
    • Paper withdrawn

 INF.44 – Supplement to ECE/TRANS/WP.15/AC.1/2021/40: containers for carriage in bulk (Switzerland)

    • Proposal in INF.44 adopted as is

Item 6 – Interpretation for amendments to RID/ADR/AND

The following papers were presented in plenary and discussed:

  • WP/26 – Clarification on RID/ADR 5.3.2.2.1 – specifications for the orange-coloured plates (United Kingdom)
    • Spain has a procedure to fulfill this requirements; will share w/ the UK
  • INF.4 – Interpretation issue concerning special provision 249 and transport related to the recycling of lighters (France)
    • No delegation has ever encountered a similar issue

 INF.7 – Competent authority approvals for organic peroxides and self-reactive substances not listed and interpretation of “not listed” and “country of origin” (CEFIC)

    • Country of origin is deemed to be the country of manufacture, unless not a Contracting Party (then 1st Contracting Party)
  • INF.20 – Section 1.5.1 of RID/ADR/ADN Multilateral agreements (Germany)
    • Paper withdrawn

 INF. 34 – Clarification on the UN Model Regulations (and ADR) 6.2.2.7.5 – placement of cylinder marking groups (WLPGA/Liquid Gas Europe)

    • INF. paper contains a proposal, which did not get a lot of support, that has also been submitted to the UNSCETDG
