Senate Removes DHS – Passes Smaller Appropriations – House Next

IHMM is a part of the EHS Workplace Coalition that has fought for OSHA and NIOSH funding since early 2025, most recently in December here. At the start of passing legislation on the floor, we have largely protected both agencies. We are not done!

The House Appropriations Committee has assembled a “minibus” of agency appropriations, which includes Labor HHS appropriations for 2026. This legislation passed the House 341-88 on January 22, 2026. Everyone was up against the January 30th expiration of the continuing resolution.

On Friday, January 30, 2026, the U.S. Senate passed an amended minibus appropriations bill with a 71-29 bipartisan vote, temporarily funding major government agencies and averting a shutdown. This minibus included the Labor-HHS appropriation for OSHA and NIOSH. The package was sent back to the House for final consideration, having been amended to include a stopgap for the Department of Homeland Security.  The House is expected to vote on the scaled-back Senate appropriations bill, excluding DHS, on Tuesday, the 3rd of February.

Key Actions on Friday:
  • Passage of Amended Package: The Senate approved an amended funding package, separating some agencies to ensure passage, following intense negotiations.
  • DHS Stopgap: Democrats successfully pushed to handle the Department of Homeland Security (DHS) funding via a short-term stopgap, separating it from other agency funding.
  • Return to House: The bill was returned to the House of Representatives to review the changes made by the Senate, with final passage expected Tuesday..
  • Finalizing Funding: The scaled-back HR 7148 passed by the Senate is different from the HR 7148 passed by the House. The following agencies have a temporary shutdown until the House can pass the new version and send it to the President.

The Department of Homeland Security was voted in a Continuing Resolution for two weeks so Senators, and then the House, can make changes in the DHS appropriations.
