The American National Standards Institute [ANSI] has approved Kryterion Remotely Proctored Exams for IHMM’s CHMM, CHMP, and CDGP exams. IHMM has been using the Kryterion Remotely Proctored Exams for the CSHM and CSMP exams since April 2020.

76% of Kryterion in-person testing centers have reopened. If you prefer the comfort and convenience of taking your exam from your home or office instead of at a Kryterion center, IHMM is ready to enroll you in a remotely proctored examination.

The 2021 winner of the IHMM Excellence in EHS Management Award is Daniel S. Blankfeld, CSHM, CSMP, and Vice President of Safety at GIC Madison / CBG Building Company.

Dan serves on two IHMM committees as chairman, Ethics and Microcredential. He served previously on the ISHM board of directors as Vice Chair. Dan serves on the NFPA 241 Committee, previously chaired the DC metro ABC Safety Committee, and the DCMSA Safety Committee, served on the Montgomery County (MD) Volunteer Fire Rescue Association Board of Directors, and is an active professional member of the ASSP. Dan also currently serves as the Deputy Fire Chief of the Bethesda Fire Department.

Beryllium and Worker Health and Safety

The Department of Energy proposed to amend its worker safety and health program regulation related to beryllium and beryllium compounds. The proposed rule is to ensure “accuracy and consistency with DOE’s Chronic Beryllium Disease Prevention Program regulation” and to “clarify that DOE did not intend to adopt the 2016 American Conference of Governmental Industrial Hygienists threshold limit value.” Comments due October 3.

Contractors & Union Solicitations at GSA Sites

The General Services Administration published a final rule clarifying that activities related to worker organizing and collective bargaining among contractors’ employees working in federal government facilities are not covered or restricted by the general prohibition on soliciting, posting and distributing materials in or on GSA-controlled property. The rule is effective September 2.

NLRB on the Joint-Employer Status

The National Labor Relations Board proposed to “rescind and replace the final rule entitled ‘Joint Employer Status Under the National Labor Relations Act,’ which was published on February 26, 2020 and took effect on April 27, 2020.” The proposed rule would “revise the standard for determining whether two employers…are joint employers of particular employees within the meaning of section 2(3) of the Act.” Comments due November 7 and reply comments due November 21.

OSHA Focusing On Trenching Hazards

OSHA had released CPL 02-00-161 on October 1, 2018, continuing its National Emphasis Program on Trenching and Excavation, (“NEP”), and requiring agency compliance safety and health officers (“CSHO”) to “initiate inspections under this NEP whenever they observe an open trench or an open excavation, regardless of whether or not a violation is readily observed.” The NEP established procedures for prompt Area Office involvement and provided for a national online system to track trenching and excavation inspections.

OSHA’s alert on trench collapses explains that these “collapses, or cave-ins, are more likely than other excavation-related incidents to result in worker fatalities” because “[i]t only takes seconds to become buried in thousands of pounds of soil.

National Advisory Committee on Occupational Safety and Health (NACOSH) Meeting on September 13

The National Advisory Committee on Occupational Safety and Health (NACOSH) will meet on Tuesday September 13, 2022 from 10:00 a.m. to 4:30 p.m., ET, by teleconference and WebEx . In conjunction with the committee meeting, the NACOSH Heat Injury and Illness Prevention Work Group will meet separately on Monday September 12, 2022 from 1:00 p.m. to 2:00 p.m., ET. Comments and request to speak at the NACOSH committee meeting must be submitted by September 6, 2022. Individuals may submit comments and requests to speak, identified by Docket No. OSHA-2022-0002, electronically at https://www.regulations.gov, which is the Federal e-Rulemaking Portal. Congress Closing In on Short-Term Government Funding Bill

Congress has just weeks to pass a short-term funding patch to keep government agencies open past Sept. 30, when current funding expires.

Democratic and Republican leaders are downplaying the possibility of a government shutdown, but a bipartisan bill could be problematic if it includes certain energy permitting provisions tied to the $740 billion health care, climate and tax package that Democrats passed without Republican support last month. The energy permitting provisions are part of a promise Senate Majority Leader Chuck Schumer (D-NY) made to secure Sen. Joe Manchin’s (D-WV) support for the big reconciliation package. Manchin and other centrist Democrats are concerned about new climate and infrastructure projects getting held up by red tape.

Republicans may seek a stopgap government funding bill that would put Congress back at the negotiating table after the midterm elections this fall, which could put Republicans back in control of the House.

A continuing resolution of some length is undoubtedly the path to keeping the government funded past Sept. 30 because bipartisan negotiations on fiscal 2023 spending bills haven’t even begun. Top Senate negotiators have been deadlocked on top spending levels for defense and domestic spending bills for months.

OSHA Training Registration Is Now Open!

The Lawrence County Workforce Coalition and Stone City Products, Inc. are partnering with Purdue MEP and local manufacturing employers to offer OSHA training in a workshop format to their employees. Training will include the option of an OSHA 10-Hour General Industry or a 30-Hour General Industry course.

Why Should Tech Businesses Prioritise Occupational Health?

Statistics show that the risks of occupational injuries in the tech sector are lower compared to other industries. A tech career doesn’t sound like something that poses significant risks. So, the question is, should tech businesses be concerned about employees’ health and safety?

The simple answer is yes! Even if the risks are lower, that doesn’t mean they don’t exist at all. Providing a safe work environment is not only beneficial for the employees’ wellbeing but also a legal obligation – and no business is an exception from the rule.

More often than not, safety is an afterthought in the tech sector. However, it’s worth mentioning that individuals working in this industry are not invulnerable to injuries. Therefore, businesses operating in the tech sector should prioritise occupational health, just like any other company. Regardless of the industry, employees are an invaluable asset, and it is paramount to ensure they are healthy and fulfilled.

Construction Workers Spotlighted During Suicide Prevention Week

Construction Suicide Prevention Week, Sept. 5-9, raises awareness of unique mental health challenges construction workers face by asking employers to pause work for a moment to share resources and urge employees to seek help.

Not only is construction a strenuous job with the potential of physical injuries, the work presents many challenges to mental health, as well.

“Construction workers cope with unique causes of stress, such as uncertain seasonal work; remote work and job travel that keeps workers away from home and support systems; long, hard days and completion schedules; and the job-related risks of serious injuries,” explained Assistant Secretary for Occupational Safety and Health Doug Parker. “Left unchecked, these stressors can affect mental health severely and lead to anxiety, depression, substance abuse and – in some cases – suicide.”

To raise awareness of these risks, the Occupational Safety and Health Administration (OSHA) and other groups is encouraging industry employers to share and discuss available resources with their workers.

Coinciding with Construction Suicide Prevention Week, the task force is calling on construction industry employers, trade groups and other stakeholders to join OSHA’s Suicide Prevention Safety Stand-Down, Sept. 5-9, 2022. This week-long event seeks to raise awareness of unique mental health challenges construction workers face by asking employers to pause work for a moment to share information and resources and urge employees to seek help if needed.

IHMM-AHMP 45 in 5 Credential Recognition During Its First 18 Months

Mark Bruce and Gene Guilford launched 45 in 5 in January 2021, so about 18 months ago. The “45” was a target to add 45 states recognizing our credentials, as we had 5 at the time, and the “5” was for 5 years. How are we doing after the first 18 months? Note: IHMM intends on engaging in this work on behalf of ALL of our credentials.

After having Connecticut, New York, Pennsylvania, Washington, and Indiana, we added Nebraska, Colorado, Minnesota, Arkansas, Oklahoma, Ohio, California, and Georgia. By the fall of 2021, the group wanted us to focus on federal agencies, so we embarked on some research to add to the 9 federal agencies that already recognized the CHMM.

The states highlighted in yellow in the map above are where we have legal research being conducted now. Last week IHMM began working with Alaska, Arizona, and Puerto Rico as well.

EPA Issues Draft Revision to Risk Determination for Carbon Tetrachloride and Finds Carbon Tetrachloride, as a Whole Chemical Substance, Presents an Unreasonable Risk

On August 29, 2022, the U.S. Environmental Protection Agency (EPA) announced the availability of and requested public comment on a draft revision to the risk determination for the carbon tetrachloride risk evaluation issued under the Toxic Substances Control Act (TSCA). 87 Fed. Reg. 52766. EPA states that the draft revision to the carbon tetrachloride risk determination reflects its announced policy changes to ensure the public is protected from unreasonable risks from chemicals in a way that is supported by science and the law. In the draft revision, EPA finds that carbon tetrachloride, as a whole chemical substance, presents an unreasonable risk of injury to health when evaluated under its conditions of use (COU). IHMM Fellows Becoming Mentors

IHMM Fellows Committee Chair Atanu Das, CHMM, is leading the effort within the IHMM Collaboration networking platform to provide instruction to the more than 75 IHMM Fellows in becoming mentors.

Given the extraordinary experience Fellows have, this is a unique opportunity for IHMM Fellows to help guide more recent certificants in their professional development activities.

IHMM’s Collaboration platform contains a “Mentor Match” module [see below at right] that allows mentors to signup designating the hours, number of mentees, subject areas, and length of time they wish to mentor – as well as allowing mentees to signup requesting assistance in specified areas. The mentor match module does the rest by matching mentors and mentees.

Publication of the Spring 2022 Unified Agenda of Federal Regulatory and Deregulatory Actions represents a key component of the regulatory planning mechanism prescribed in Executive Order (“E.O.”) 12866, “Regulatory Planning and Review,” (58 FR 51735) and reaffirmed in E.O. 13563, “Improving Regulation and Regulatory Review,” (76 FR 3821). The Regulatory Flexibility Act requires that agencies publish semiannual regulatory agendas in the Federal Register describing regulatory actions they are developing that may have a significant economic impact on a substantial number of small entities (5 U.S.C. 602).

HMS Makes Finding Courses to Earn CMPs Easy

Every year more than 1,600 IHMM certificants have to recertify their credentials, evidenced their continuing commitment to improvement and learning to elevate their professional credential.

Every IHMM credential page has a section providing guidance on Exam Preparation.

In each credential’s Exam Preparation section is the graphic at left, linked to the section of the Hazardous Materials Society [HMS] website where the applicant can find the exam prep courses being offered to assist the applicant with preparing for the IHMM exam.

If you are a vendor offering exam prep courses and your prep course is on the HMS site, IHMM applicants will find it. If you do not have an exam prep course on the HMS site, no applicant will find it.
