In 2022 the IHMM Nominating Committee solicits candidates for three [3] director positions that will be open on January 1, 2021. [1] Certified Dangerous Goods Professional [CDGP], [1] Certified Safety and Health Manager [CSHM], and [1] At-Large, that can be either a CHMM, CDGP, CHMP, CSHM, or CSMP.

EPA Recognition of the IHMM CHMM as an Environmental Professional
IHMM’s Board approved an initiative to have the U.S. Environmental Protection Agency recognize the Certified Hazardous Materials Manager [CHMM] credential in the context of 40 CFR § 312.10, Definitions. The key element of this regulation includes,
“However, the Agency notes that any individual with a certification from a private certification organization where the organization’s certification qualifications include the same or more stringent education and experience requirements as those included in today’s final regulation will meet the definition of an environmental professional for the purposes of this regulation.”
IHMM has produced a crosswalk between 40 CFR § 312.10 Definitions and the CHMM Blueprint that documents how the EPA regulation aligns with the CHMM Blueprint and demonstrates that in each instance the blueprint meets or exceeds 40 CFR § 312.10 Definitions. The EPA definition of an Environmental Professional is in the Federal Register dated November 1, 2005 at page 66080. On that page is the instruction to private certifications being considered Environmental Professionals and how to compare 40 CFR § 312.10 to the certification.
IHMM Fellows Becoming Mentors
IHMM Fellows Committee Chair Atanu Das, CHMM, is leading the effort within the IHMM Collaboration networking platform to provide instruction to the more than 75 IHMM Fellows in becoming mentors.
Given the extraordinary experience Fellows have, this is a unique opportunity for IHMM Fellows to help guide more recent certificants in their professional development activities.
IHMM’s Collaboration platform contains a “Mentor Match” module [see below at right] that allows mentors to signup designating the hours, number of mentees, subject areas, and length of time they wish to mentor – as well as allowing mentees to signup requesting assistance in specified areas. The mentor match module does the rest by matching mentors and mentees.

World Day for Safety and Health at Work is April 28. It is an annual international campaign to promote safe, healthy and decent work conditions. It is estimated that work days lost to Occupational Safety and Health-related causes represent almost 4 percent of global GDP, in some countries as much as 6 percent.
By far the greatest proportion of current work-related deaths, 86 percent, come from disease. An estimated 6,500 people a day die from occupational diseases, compared to 1,000 a day from fatal occupational accidents.
Organizers stress that an occupational safety and health culture is one in which every worker has the right to a safe and healthy working environment. A healthy and safety culture is respected at all levels, where governments, employers, and workers actively participate in securing a safe and healthy working environment.

These workshops are offered with U.S. DOT PHMSA HMIT (Hazardous Materials Instructor Training) Grant support to the National Partnership for Environmental Technology Education (National PETE).
This training is FREE for employees and federal, state, county, and local government employees involved in DOT HazMat Shipping, Receiving and Handling via Ground, Air, and Vessel Transportation.
The workshop curriculum is in accordance with 49 CFR § 172.704 for General Awareness, Function-Specific, Safety, and Security Awareness training requirements.
Class size is limited to 10-15 students with mask/social distancing protocols, so act fast. Minimum of 6 attendees is needed to confirm the class.

2022 National Safety Stand-Down for Fall Prevention

As a reminder, anyone who wants to prevent hazards in the workplace can participate in the Stand-Down. Companies can conduct a Safety Stand-Down by taking a break to have a toolbox talk or another safety activity such as conducting safety equipment inspections, developing rescue plans, or discussing job specific hazards. NPDES BASIC PERMIT WRITERS’ COURSE

The U.S. EPA is pleased to announce the opening of registration for the National Pollutant Discharge Elimination System (NPDES) Basic Permit Writers’ Virtual Guided Learning Courses starting on May 5, 2022, with separate morning and afternoon sessions running for five weeks.
The objective of this course is to provide the basic regulatory framework and technical considerations that support the development of wastewater discharge permits required under the NPDES program. The course was designed for permit writers with about six months to one year of experience in the NPDES program, but experienced permit writers wanting a refresher course and other water program staff or interested parties wanting to learn more about the NPDES program also are welcome.
The 5-week course will begin on Thursday, May 5, 2022. Participants should anticipate a time commitment of approximately 8-10 hours per week and should seek supervisor approval before signing up. The course is scheduled to conclude on June 9th, however a “rain date” of June 16th should be reserved by the participants in case of technical issues.
Each week, participants will have assigned “homework” consisting of NPDES online modules and permit exercises. These modules and exercises will then be discussed in a live virtual classroom setting on Tuesday and Thursday of each week. Participants will have the opportunity to join live office hour discussions with instructors and other participants each Tuesday as well.
Microsoft Teams will be utilized for the virtual classroom and can be accessed through the desktop application or a web browser. Course materials will be provided electronically on the Microsoft Teams classroom site for download by the participants prior to the start date.
As a foundational course, the training does not address in detail specialized topics such as industrial and municipal stormwater, concentrated animal feeding operations, and pesticide discharges. For more information on these specialized topics, please visit EPA’s NPDES website at www.epa.gov/npdes

Army Corps of Engineers Proposes Changes in Occupational Safety and Health Programs for Federal Employees
The U.S. Army Corps of Engineers (USACE) Safety and Health Requirements Manual (EM 385-1-1) is the gold standard for Safety and Occupational Health regulations. The manual holds a long history dating back to 1941 and is designed to facilitate the standardization of all safety programs. The EM 385-1-1 prescribes the safety and health requirements for all Corps of Engineers activities and operations. The USACE is soliciting comments on the proposed revisions to EM 385-1-1. USACE intends to update the manual and periodically thereafter, to reflect such public input, experience, and innovation. The agency will address significant comments received in the next revision of this manual.
This is an opportunity for IHMM to expand the recognition of the CSHM already cited in the ACE manual, as well as expand recognition of the CHMM.

Specifically, USACE is soliciting assistance in the form of “data, comments, literature references, or field experiences, to help clarify the policy requirements for implementing Safety and Occupational Health activities” for both USACE and contractor personnel. More information on the nature of USACE needs is available in the notice.
The deadline for submitting written comments on the draft is June 13, 2022.
Notice of Public Meetings in 2022 for International Standards on the Transport of Dangerous Goods
The PHMSA Office of Hazardous Material Safety (OHMS) will host public meetings in advance of three international meetings to allow the public to give input on current proposals being considered by the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG) and the International Civil Aviation Organization’s (ICAO) Dangerous Goods Panel (DGP). These international meetings include:
- The 60th session of the UNSCOE TDG, scheduled for June 27 to July 6, 2022, in Geneva, Switzerland.
- The ICAO DGP Working Group 22, tentatively scheduled for November 21–25, in Montreal, Canada.
- The 61st session of the UNSCOE TDG, scheduled for November 28 to December 6, 2022, in Geneva, Switzerland.
Each of these public meetings will be held approximately two weeks before the corresponding international meeting. Specific information for each meeting, including date, time, conference call-in number, and details for advance registration will be posted when available on the PHMSA website under “Upcoming Events.” These meetings will be virtual, with concurrent in-person sessions possible, pending public health guidelines.

EPA Publishes Final Scope of D4 Risk Evaluation, Seeks Comment on Draft Revision to PV29 Risk Determination
On March 7, 2022, the U.S. Environmental Protection Agency (EPA) announced the availability of the final scope of the risk evaluation to be conducted for octamethylcyclotetra-siloxane (D4), a chemical substance for which EPA received a manufacturer request for risk evaluation under the Toxic Substances Control Act (TSCA). 87 Fed. Reg. 12696. The scope document includes the conditions of use (COU), hazards, exposures, and the potentially exposed or susceptible subpopulations (PESS) that EPA plans to consider in conducting the risk evaluation for this chemical substance. EPA also published a separate notice announcing the availability of and requesting public comment on a draft revision to the risk determination for the Colour Index Pigment Violet 29 (PV29) risk evaluation. 87 Fed. Reg. 12690. EPA states that the draft revision finds that PV29, as a whole chemical substance, presents an unreasonable risk of injury to health when evaluated under its COUs. The draft revision would supersede the COU-specific no unreasonable risk determinations in the January 2021 PV29 risk evaluation, would withdraw the associated order, and would make a revised determination of unreasonable risk for PV29 as a whole chemical substance. EPA notes that in addition, the draft revised risk determination does not reflect an assumption that workers always appropriately wear personal protective equipment (PPE). Comments on the draft revision to the PV29 risk determination are due April 21, 2022. For more information, please read the full memorandum.

CALL TO ACTION – Representative Spanberger of Virginia’s 7th Congressional District has drafted legislation entitled, H.R. 2171, “Freedom To Invest in Tomorrow’s Workforce Act.” This legislation expands the provisions of existing law with respect to the allowable uses of Section 529 education tuition accounts to include most expenses paid by the holders of private professional certifications. CHEMTREC Celebrates its 50 Years in Service to the Hazmat Industry
IHMM and HMS are pleased to recognize CHEMTREC for its 50 years of service to the hazardous materials management and dangerous goods transportation industry.
The CHEMTREC 2022 International Hazmat Summit will be held in New Orleans, Louisiana from September 12-14, 2022. The event will provide a one-of-a-kind forum for all interested parties involved in the safe transportation, handling, and use of hazardous materials, including shippers, carriers, and emergency and spill clean-up responders. Including both technical and professional development content, the 3-day Summit will be the premier destination to discuss the key topics of today and the trends of tomorrow.

If you are a vendor offering exam prep courses and your prep course is on the HMS site, IHMM applicants will find it. If you do not have an exam prep course on the HMS site, no applicant will find it.

Applications for the 2022 HMS Scholarship Awards Now Open
The HMS scholarship award is given annually to undergraduate and graduate students whose academic program and research studies have the potential to address the most serious issues in handling hazardous materials, dangerous goods, environmental issues, health & safety challenges. Applicants must be U.S. citizens or permanent residents enrolled in accredited U.S. academic institutions.
DEADLINE TO SUBMIT SCHOLARSHIP AWARD APPLICATIONS IS December 1, 2022. All submissions and associated materials must be submitted using the online form.
Scholarship Winners Will Be Announced at the HMS Annual Meeting.

One of the most important projects of the Hazardous Materials Society is our Scholarship Program.
HMS wants to make it as easy as possible for those who cannot always afford to participate in pursuing certification, or keeping up with professional development, or attending great conferences and receiving outstanding training. HMS does not solicit contributions from the general public. HMS does ask IHMM’s certificants and their companies and our education and training vendors to consider a contribution.

Retiring? IHMM Invites You to Become an Emeritus
You may have decided, after a long and successful career, to retire from active daily duty. Congratulations. That doesn’t mean you have to completely disengage from your profession. IHMM is pleased to offer Emeritus status to all certificants who will no longer be actively engaged in their communities of practice but who still want to stay in touch.
