IHMM Foundation Seeks to Expand CDGP Professional Development Programs

As part of the IHMM Foundation’s continuing commitment to building a stronger, deeper, and more valuable professional development ecosystem for IHMM credential holders, the Foundation is now turning its attention to the Certified Dangerous Goods Professional (CDGP®) credential.

Following the recent work comparing the CHMM and CSHM blueprints against the education and training programs currently available through the IHMM Foundation, we are now undertaking the same focused review for the CDGP. This effort will compare the CDGP blueprint domains and subdomains against existing professional development offerings to identify where new or expanded courses can strengthen the knowledge base, practical skills, and career value of the CDGP credential.

This is an important opportunity. Dangerous goods transportation is a highly regulated, technically demanding, and globally significant field. CDGP credential holders operate at the intersection of safety, compliance, logistics, emergency preparedness, and international regulatory systems. Expanding CDGP-aligned training will help professionals stay current, employers build stronger compliance programs, and the Foundation deliver greater value to the hazardous materials and dangerous goods community.

The IHMM Foundation Professional Development Committee will begin by working with the 29 education and training vendors with whom we have existing relationships, giving preference to vendors who are Friends of the Institute, to identify priority programs that will strengthen and expand our CDGP course offerings.

IHMM Files Comments on Two Proposed EPA Water Regulations

EPA – PFAS Drinking Water Standards and Compliance Deadlines – The EPA issued two related notices of proposed rulemaking: Extended Compliance Deadlines and Rescission of Certain PFAS Drinking Water Standards. The proposals would revise federal drinking water requirements for certain per- and polyfluoroalkyl substances (PFAS) under the Safe Drinking Water Act.

EPA Announces Next Step in TSCA Review of Five Chemicals

The U.S. Environmental Protection Agency (EPA) announced on June 17, 2026, that it is advancing its review of five chemicals under the Toxic Substances Control Act (TSCA) — 1,1,2-trichloroethane; 4,4′-(1-methylethylidene)bis[2,6-dibromophenol] (TBBPA); 1,2-dichloropropane; ethylene dibromide; and trans-1,2-dichloroethylene — by sending the underlying science to the Science Advisory Committee on Chemicals (SACC) for peer review and opening it for public comment. The draft documents and draft charge questions are available in the peer review docket EPA-HQ-OPPT-2026-2246 at www.regulations.gov. SACC will consider comments on the draft technical support documents and draft charge questions that are submitted by July 23, 2026. Workplace Safety News This Week: June 24-30, 2026

For the week of June 24–30, 2026, workplace safety developments in the United States were dominated by extreme heat, congressional budget deliberations affecting federal worker protection agencies, and several high-profile workplace incidents.

The U.S. Department of Labor and Occupational Safety and Health Administration intensified nationwide messaging on heat illness prevention as dangerous temperatures spread across much of the country. OSHA reminded employers that, under the General Duty Clause, they must protect employees from recognized heat hazards through hydration, rest breaks, shade, acclimatization, emergency planning, and employee training. Heat-related inspections and enforcement activity are expected to increase throughout the summer.

Congress continued reviewing the Administration’s FY 2027 budget proposals affecting OSHA and the National Institute for Occupational Safety and Health. Proposed reductions in OSHA funding and restructuring of NIOSH research programs remained a principal concern for employers, labor organizations, and occupational safety professionals.

Several significant worker-safety incidents also occurred during the week. Fatal and serious-injury investigations were opened following construction falls, industrial equipment entanglements, roadway work-zone incidents, and electrical-contact accidents, reinforcing OSHA’s continued emphasis on fall protection, lockout/tagout procedures, machine guarding, struck-by hazards, and electrical safety.

Meanwhile, NIOSH continued publishing research and guidance on occupational heat stress, silica exposure, respiratory protection, and injury prevention. Collectively, the week’s developments underscored the continuing importance of both robust enforcement and sustained federal investment in workplace safety research and prevention.

The week also included significant worker-safety incidents and enforcement developments. OSHA reported a major Houston chemical-spill response case, proposing more than $3.5 million in penalties against three employers for allegedly failing to protect workers during cleanup at BWC Terminals in Channelview, Texas. OSHA also announced a free Aug. 4–6 federal-agency safety training program, reinforcing compliance assistance for public-sector worker protection.

In Pennsylvania, OSHA opened an investigation after an East Penn Manufacturing employee reportedly lost both legs while performing maintenance in a smelter area; the incident highlights continuing hazards involving industrial maintenance, energy control, and molten-metal operations.

State-plan activity also mattered. Cal/OSHA cited a San Jose sheet-metal company more than $212,000 after a repeat machine-guarding failure caused another amputation, referring the matter for possible criminal investigation.

Together with extreme heat concerns and FY 2027 OSHA/NIOSH budget debates, the week reflected acute risks involving chemical response, maintenance, machine guarding, amputations, and heat exposure.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

For the period of June 24–30, 2026, dangerous goods and hazardous materials transportation regulation across North America continued to evolve through administrative modernization, special-permit activity, incident-reporting obligations, fuel and LPG safety enforcement, and continued alignment with international dangerous-goods standards.

Because June 30 falls just after the preparation date of this report, developments for June 30 should be understood as scheduled, pending, or already-announced matters rather than completed regulatory action.

United States

PHMSA Registration, Special Permits, and Digital Modernization

In the United States, the Pipeline and Hazardous Materials Safety Administration continued moving hazardous-materials compliance toward more digital, data-driven administration. This matters legally because registration is not merely an administrative formality. Entities required to register under the Hazardous Materials Regulations must ensure timely registration, accurate business information, correct activity reporting, and retention of records demonstrating compliance.
