IHMM In-Person or Remotely Proctored Exams
The American National Standards Institute [ANSI] has approved Kryterion Remotely Proctored Exams for IHMM’s CHMM, CHMP, and CDGP exams. IHMM has been using the Kryterion Remotely Proctored Exams for the CSHM and CSMP exams since April 2020.
76% of Kryterion in-person testing centers have reopened. If you prefer the comfort and convenience of taking your exam from your home or office instead of at a Kryterion center, IHMM is ready to enroll you in a remotely proctored examination.

IHMM Certified School Safety Manager® [CSSM®] Credential
Mike Howe, CSSM, Chair of the CSSM-CSSS Committee, is pleased to announce that the committee now releases its credential blueprint. When IHMM took over the CSSM credential in 2019 it had no blueprint or examination. Thanks to the outstanding leadership of Mike Howe leading his committee not only do we have a credential blueprint, we are almost ready to begin finalizing the CSSM examination as well.
Identifying all of the threats and vulnerabilities likely to impact a K-12 school district or post-secondary schools is a critical part of the emergency operations planning process for all schools. One only has to look at the day’s news to understand the importance of having professional, certified school safety managers in place guiding the planning and execution of sound safety programs. Colonel Chris Owens, a CSSM committee member, is already at work with the Georgia Sheriffs’ Association and the Georgia Emergency Management and Homeland Security Agency on how what IHMM is creating can be incorporated into the operations of Georgia schools.
This IHMM committee is making the CSSM credential real, and is starting to engage their communities with efforts to make schools safer using professionally certified school safety managers. Look for the new CSSM examination before the end of 2022.

IHMM Certified Pandemic Preparedness Specialist® [CPPS®] Credential
Dan Blankfeld, CSHM, CSMP, Chair of the Microcredential Task Force, is pleased to announce the release of the IHMM Certified Pandemic Preparedness Specialist [CPPS] credential blueprint. The Task Force received more than 200 suggestions for microcredentials that could be used in conjunction with existing IHMM credentials to add depth to specific knowledge and experience areas. Microcredentials are short, focused credentials designed to provide in-demand skills, know-how and experience.
A Certified Pandemic Preparedness Specialist® (CPPS®) Microcredential holder is first a CHMM or CSHM credentialed professional who has demonstrated, through education, experience, and examination, the ability to identify and assess the risks associated with pathogens and their effect on public health, commerce, industry, and/or government operation. The focus of the CPPS microcredential is to: assess and provide guidance concerning the preparedness levels of different entities, and develop and implement risk-reduction strategies.
The Task Force is making progress on the construction of the CPPS examination at this writing. We look forward to the completion of the examination and launch of the credential to the IHMM community and then begin working with federal officials from the CDC, NIH, and White House Pandemic Innovation Task Force on being better prepared for the next pandemic. On September 22, 2022, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published an Advance Notice of Proposed Rulemaking (ANPRM) to solicit feedback on potential adjustments to the hazardous materials registration and fee assessment program.

SUMMARY: PHMSA is publishing this ANPRM to solicit feedback on potential adjustments to the statutorily mandated hazardous materials registration and fee assessment program. Actions such as the potential adjustment of fees or the addition of other entities among those required to register may be necessary to fund PHMSA’s national emergency preparedness grant programs at the newly authorized level in accordance with the Infrastructure Investment and Jobs Act of 2021. To fully engage with stakeholders, this ANPRM solicits comments and input on questions related to the scope of the registration and fee assessment program. Any comments, data, and information received will be used to evaluate and draft proposed amendments.

IHMM-AHMP 45 in 5 Credential Recognition During Its First 18 Months
Mark Bruce and Gene Guilford launched 45 in 5 in January 2021, so about 18 months ago. The “45” was a target to add 45 states recognizing our credentials, as we had 5 at the time, and the “5” was for 5 years. How are we doing after the first 18 months? Note: IHMM intends on engaging in this work on behalf of ALL of our credentials.

After having Connecticut, New York, Pennsylvania, Washington, and Indiana, we added Nebraska, Colorado, Minnesota, Arkansas, Oklahoma, Ohio, California, and Georgia. By the fall of 2021, the group wanted us to focus on federal agencies, so we embarked on some research to add to the 9 federal agencies that already recognized the CHMM.
The states highlighted in yellow in the map above are where we have legal research being conducted now. Last week IHMM began working with Alaska, Arizona, and Puerto Rico as well.

Harmonizing with IAEA Standards
The Nuclear Regulatory Commission is proposing to amend its regulations for the packaging and transportation of radioactive material to match the standards of the International Atomic Energy Agency (IAEA). Relatedly, the Pipeline and Hazardous Materials Safety Administration is proposing to adopt changes to the IAEA standards and to amend internal regulatory review processes to update, clarify, correct, or streamline certain requirements applicable to the transportation of Class 7 (radioactive) materials. Comments due November 28 and December 12, respectively.
EPA’s Industrial Stormwater Sector-Specific Fact Sheet Stakeholder Meetings
The U.S. Environmental Protection Agency (EPA) is hosting a series of public meetings in Fall 2022 to inform updates to EPA’s industrial stormwater fact sheet series. Last updated in 2006, EPA developed a fact sheet to provide guidance to each of the 29 industrial sectors covered under the Multi-Sector General Permit (MSGP), which authorizes stormwater discharges from industrial activity in areas where EPA is the National Pollutant Discharge Elimination System (NPDES) permitting authority. Each fact sheet describes the types of facilities included in the sector, typical pollutants associated with the sector, and types of stormwater control measures used to minimize the discharge of the pollutants. These resources are an important part of EPA’s industrial stormwater program to assist facilities in managing their stormwater discharges. The industrial stormwater fact sheet series is used by a variety of other stakeholders, including facilities covered under state industrial stormwater permits and other industry groups.
Since industries and stormwater control measures may evolve over time, EPA is undertaking an effort to review and update the fact sheets. In January 2022, the Agency published a Federal Register Notice seeking written comments on the fact sheets. EPA received many valuable comments, as well as input that highlighted areas in need of further clarification and interest in continuing the dialogue with EPA on these resources. In response to this request, the Agency will be hosting a series of public meetings focused on certain industrial sectors to hear more about stakeholders’ individual real-life experiences with industrial stormwater management. Through these meetings, EPA would also like to engage those stakeholders who may not have had the chance to submit comments to attend and share their thoughts.
EPA is particularly focused on hearing stakeholder’s input on: common activities, pollutant sources, and associated pollutants at facilities in these sectors; and stormwater control measures or best management practices, including source control and good housekeeping/pollution prevention measures for potential pollutant sources at facilities in the sector.

PHMSA Extension of Time to Comment
PHMSA published an extension to the comment period for the Request for Information (RFI) on Electronic Hazard Communication Alternatives published July 11, 2022. PHMSA has identified electronic “hazard communication” to include shipping papers, train consists, dangerous goods manifests, notifications to the pilot in command, and emergency response information. In addition, they are including any administrative documents such as Approvals, DOT Special Permits and registrations.
Comments are now due to the docket by October 24, 2022.

IHMM Launches Scholarship Program
IHMM is pleased to announce the launch of the IHMM Scholarship program.
The Institute of Hazardous Materials Management is pleased to have created $32,000 in academic scholarships, divided equally between $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student CHMMs, and $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student ASHMs.
IHMM seeks to foster the growth and academic success of students whose courses of education, and participation in one of our Student certifications, will lead to those students becoming fully-certified IHMM credential holders later in their professional lives.

These workshops are offered with U.S. DOT PHMSA HMIT (Hazardous Materials Instructor Training) Grant support to the National Partnership for Environmental Technology Education (National PETE).
This training is FREE for employees and federal, state, county, and local government employees involved in DOT HazMat Shipping, Receiving and Handling via Ground, Air, and Vessel Transportation.
The workshop curriculum is in accordance with 49 CFR § 172.704 for General Awareness, Function-Specific, Safety, and Security Awareness training requirements.
Class size is limited to 10-15 students with mask/social distancing protocols, so act fast. Minimum of 6 attendees is needed to confirm the class.

OSHA Broadens Criteria for “Severe Violators.” On September 15, 2022, the Occupational Safety and Health Administration (OSHA) announced updates to its Severe Violator Enforcement Program (SVEP) to “broaden the program’s scope with the possibility that additional industries will fall within its parameters.” According to OSHA’s announcement, the SVEP focuses “enforcement and inspection resources on employers who either willfully or repeatedly violate federal health and safety laws or demonstrate a refusal to correct previous violations.” OSHA also maintains a public inspection list of employers that are included in the program. The expanded SVEP criteria now includes violations of all OSHA hazards and standards. (The previous criteria were limited to incidents involving fatalities, multiple hospitalizations, etc.) According to a blog post by Assistant Secretary of Labor Douglas L. Parker, “Employers will be placed in the program if OSHA finds at least two willful or repeated violations or issues failure-to-abate notices based on the presence of high gravity serious violations.” The changes are effective immediately. FTC Outlines Gig Work Enforcement. The Buzz previously discussed the July 19, 2022, memorandum of understanding (MOU) between the National Labor Relations Board (NLRB) and the Federal Trade Commission (FTC). Following on the MOU, on September 15, 2022, the FTC issued its “Policy Statement on Enforcement Related to Gig Work.” According to the statement, “The Commission will use the full portfolio of laws it enforces to prevent unfair, deceptive, anticompetitive, and otherwise unlawful practices affecting gig workers.” The statement outlines particular ways that the FTC could enforce its laws and regulations relating to gig work, such as by combating “deceptive earnings claims and opaque compensation criteria,” scrutinizing noncompete agreements, and ensuring that algorithmic tools are used lawfully.
Vote on Administration Nominees Postponed. The U.S. Senate Committee on Health, Education, Labor and Pensions was scheduled to vote this week on the nominations of Karla Gilbride to be general counsel of the U.S. Equal Employment Opportunity Commission (EEOC) and Jessica Looman to be administrator of the U.S. Department of Labor’s Wage and Hour Division. That vote has been rescheduled for next week. The delayed vote is an example of the challenge the Biden administration has in moving its nominees through an evenly divided Senate.
EEOC Holds Meeting on Enforcement Priorities. On September 22, 2022, the EEOC held a public meeting on “Shaping the EEOC’s Strategic Enforcement Priorities.” The meeting was the third in a series of sessions designed to gather feedback from stakeholders to inform the EEOC’s Strategic Enforcement Plan (SEP) for fiscal years 2022–2026. According to an agency announcement, “The SEP will set forth long term priorities for the federal civil rights agency.”
Congress Wants Report on Immigrant Employment Opportunities. The Buzz hopes you all find someone who loves you as much as the U.S. Congress loves reports and studies. This week, Congress passed the Bridging the Gap for New Americans Act (S. 3157), which would require the secretary of labor to “conduct a study of the factors affecting employment opportunities in the United States for applicable immigrants and refugees who have professional credentials that were obtained in a country other than the United States.” The legislation would require the secretary of labor to complete a report within eighteen months that also includes “policy recommendations for better enabling applicable immigrants and refugees who have professional experience and qualifications obtained outside of the United States to obtain skill-appropriate employment in the United States.” President Joe Biden is expected to sign the bill.

When you click on the Find a Course to Prepare for the Exam panel it takes the applicant directly to the HMS site where all CHMM prep courses may be found and chosen.
For the 397 CHMM applicants IHMM had on August 31, 2022, all 397 looking for CHMM prep courses could see and chose their favored CHMM exam prep course. If your course is not on the HMS platform, none of the 397 CHMM applicants could find you.

HMS Certified Dangerous Goods Professional [CDGP] Exam Prep

The CSU CDGP exam prep course is delivered entirely online and may be initiated by any CDGP applicant at any time. The CDGP applicant has up to 10 weeks to complete the prep course, though an extension of the 10 weeks may be requested from CSU directly. The CSU CDGP exam prep course contains 8 modules covering the 4 principle texts involved in the CDGP exam, as follows:
- UN Recommendations on the Transport of Dangerous Goods, and
- International Civil Aviation Organization’s Technical Instructions (ICAO TI), and
- International Air Transport Association’s Dangerous Goods Regulations (IATA DGR), and the
- International Maritime Organization’s Dangerous Goods Code (IMDG Code).

Applications for the 2022 HMS Scholarship Awards Now Open
The HMS scholarship award is given annually to undergraduate and graduate students whose academic program and research studies have the potential to address the most serious issues in handling hazardous materials, dangerous goods, environmental issues, health & safety challenges. Applicants must be U.S. citizens or permanent residents enrolled in accredited U.S. academic institutions.
DEADLINE TO SUBMIT SCHOLARSHIP AWARD APPLICATIONS IS December 1, 2022. All submissions and associated materials must be submitted using the online form.
Scholarship Winners Will Be Announced at the HMS Annual Meeting.

One of the most important projects of the Hazardous Materials Society is our Scholarship Program.
HMS wants to make it as easy as possible for those who cannot always afford to participate in pursuing certification, or keeping up with professional development, or attending great conferences and receiving outstanding training. HMS does not solicit contributions from the general public. HMS does ask IHMM’s certificants and their companies and our education and training vendors to consider a contribution.
