Congratulations. After hard work and dedication, you earned your professional credential. Now, every 5 years, you will need to recertify your valuable credential. Over 5 years, you need to earn 200 certification maintenance points or CMPs. You receive 100 CMPs for the job you perform, and then need to earn a minimum of another 100 CMPs in a variety of ways, demonstrating your commitment to continuous improvement and remaining current with the demands of your profession and our communities of practice.
Considering everything you did to achieve certification, don’t let it go to waste by failing to recertify.

I have been a CHMM certificant since 1990, so I am one of your older members. I always need help with recertification, and I had a lot of trouble with the completion of my recertification requirements.
To my surprise, Jelian Larbi was kind enough to reach out to me earlier this spring with a phone call to remind me of the need to complete my CHMM recertification. It was a difficult year for me with the death of three family members; I was not focused on completing my recertification. Jelian’s gentle reminders, both by phone and by email, helped keep me on my recertification track. Her patience and professionalism in helping me enter and complete the professional development information are greatly appreciated.

Dept of Labor – OSHA – IHMM Collects Comments
The U.S. Department of Labor’s Occupational Safety and Health Administration [OSHA] published 4 rulemakings for public comment in which IHMM has chosen to participate. IHMM requested certificant input on whether to submit comments on one or more of these proposal rulemakings and what specific comments to submit. Each proposed rulemaking is briefly described below. The newly extended deadline is November 1, 2025.

- USDOL – OSHA – Amending the Medical Evaluation Requirements in the Respiratory Protection Standard for Certain Types of Respirators
Deadline: November 1, 2025. The U.S. Department of Labor/ posted a notice on July 1, 2025, concerning amendments to the Medical Evaluation Requirements in the Respiratory Protection Standard for Certain Types of Respirators.
- USDOL – OSHA – Interpretation of the General Duty Clause: Limitation for Inherently Risky Professional Activities
Deadline: November 1, 2025. The U.S. Department of Labor/ posted a notice on July 1, 2025, concerning Interpretation of the General Duty Clause: Limitation for Inherently Risky Professional Activities
- USDOL – OSHA – Rescission of Coordinated Enforcement Regulations
Deadline: November 1, 2025
The Department of Labor (the Department or DOL) proposes to remove the regulations that set forth the procedures within the Department for the coordination of enforcement activities by the Wage and Hour Division (WHD), the Occupational Safety and Health Administration (OSHA), and the Employment and Training Administration (ETA) relating to migrant farmworkers. The Department is proposing this removal because these regulations limit the Department’s discretion, impose unnecessary and duplicative internal procedures, and prevent the Department’s agencies from coordinating with regard to migrant farmworkers in more efficient, effective ways.
- USDOL – OSHA – Construction Illumination Standards
Deadline: November 1, 2025
OSHA is seeking comment on fully rescinding the construction illumination rules found in 29 CFR 1926.26 and 1926.56, citing that current lighting standards are “not reasonably necessary” to reduce significant risk.

The Joint Meeting of the RID Committee of Experts and the Working Party on the Transport of Dangerous Goods
The Joint Meeting of the RID Committee of Experts and the Working Party on the Transport of Dangerous Goods was held at the Palais des Nations in Geneva from September 17 to 25, 2025. Amendments adopted during this session (4/4) are to be published in the 2027 edition of the regulations (RID\ADR\ADN).
The following summary is provided to allow you to follow the discussions at the meeting. After Week 2, there was a total of 21 formal working papers and 40 informal documents (attached summary contains links to documents on the UN Website).
Important Stories for IHMM Certificants

EPA Proposes to Amend TSCA Risk Evaluation Framework
On September 23, 2025, the U.S. Environmental Protection Agency (EPA) proposed highly anticipated amendments to the procedural framework rule for conducting existing chemical risk evaluations under the Toxic Substances Control Act (TSCA). 90 Fed. Reg. 45690. Comments on the proposed rule are due November 7, 2025. EPA states that under the Paperwork Reduction Act, “comments on the information collection provisions are best assured of consideration if the Office of Management and Budget (OMB) receives a copy of your comments on or before October 23, 2025.” The proposed rule is well crafted and the changes to the risk evaluation framework are unsurprising. U.S. Chemical Safety Board Releases Update on its Investigation of Fatal Explosion at U.S. Steel Clairton Coke Works
Washington D.C. September 29, 2025 — Today, the U.S. Chemical Safety and Hazard Investigation Board (CSB) released an update on the agency’s ongoing investigation into the August 11, 2025, fatal explosion at the U.S. Steel Clairton Coke Works facility in Clairton, Pennsylvania.
Two U.S. Steel employees were killed in the explosion. Five other workers were seriously injured and hospitalized—four U.S. Steel employees and one employee of Veolia Water North America Operating Services. Six additional workers — five U.S. Steel employees and an employee of MPW Industrial Services, Inc. (MPW) — were treated for injuries but not hospitalized.

Federal Government Shutdown Looms – September 30 Update
The Intersociety Forum [ISF], of which IHMM is a part, is writing to Congress concerning the looming shutdown, as it will have a substantial impact on protections for workers. Here is the letter to Congress.
Impact on health agencies, research, courts, and grants
The Department of Health and Human Services (HHS) anticipates furloughing ~41% of its workforce, severely constraining public health activities, oversight, research, communication, etc.
Within HHS, the CDC would furlough a higher proportion (64%), and the NIH (national research operations) up to 75%.
The judiciary (federal courts) warns that it may not be able to sustain full operations past October 3 without further appropriations, meaning many court staff and functions could be paused.
Grants and contracts (e.g., to states, universities, small businesses) could be delayed or suspended.
Health care / ACA subsidies
One of the central divisive issues is whether a funding bill should include an extension (or permanent reauthorization) of Affordable Care Act premium tax credits (which reduce health insurance premiums for low- and middle-income people). Democrats are insisting, Republicans (and the White House) are resisting inclusion of new policy mandates or expansions in a short-term funding bill. If those subsidies expire, analysts warn that more than 4 million Americans could lose support, and the health sector could face big revenue losses.
If Congress does not act, a partial government shutdown could begin at 12:01 a.m. ET on October 1

The Intersociety Forum (ISF) is a coalition of approximately 40 organizations, including IHMM, dedicated to safeguarding worker safety and health, and promoting the fact that effective safety practices create a strategic advantage that powers enduring business success, fosters innovation, and protects workers.
The ISF has issued “Driving Business Growth and Profitability,” reflecting that modern occupational environmental, health and safety (EHS) practices are key to driving economic growth. This document, developed by the Intersociety Forum (ISF), a coalition of organizations dedicated to safeguarding worker safety and health, highlights the many ways safety practices create a strategic advantage that powers enduring business success while fostering innovation and protecting workers.
We all share these principles and share them with the government and the private sector.

- Join AHMP for our November Webinar: Legionella – Strategies for Evaluation and Management on Thursday, November 6, 2025 from 3:30 pm to 4:30 pm Eastern. This session will provide an overview of the challenges for a qualified professional when performing a Legionella evaluation. The differences between a routine sampling and outbreak response investigation will be reviewed, as well as discussions regarding the various types of Legionella bacteria, emergency remediation, and susceptible populations. Finally, current guidance for water management in buildings will be presented including both potable and non-potable systems and a case study, if time allows. How the Updated Chemical Protective Clothing Helps You Protect Workers

Robert N. Phalen, PhD, CIH, CSP, FAIHA, is now a professor and program director of occupational safety and health at the University of Houston-Clear Lake. But years ago, he worked in automotive repair and service. Exposure to vehicle oils led to his developing contact dermatitis, a painful condition that occurs when irritants or allergens cause the skin to become inflamed. Because Phalen’s employer did not provide him with gloves to protect his hands, he had to buy his own.
Lack of protective clothing is also an issue he has observed throughout his industrial hygiene career. “I’ve seen plenty of people affected by contact with chemicals,” he told SynergistNOW
