IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

IHMM Issues Analysis of PHMSA NPRM HM-215R to amend the U.S. Hazardous Materials Regulations

Federal Register  Deadline April 13, 2026

According to the Federal Register from February 10, 2026, PHMSA issued NPRM HM-215R to amend the U.S. Hazardous Materials Regulations (HMR; 49 C.F.R. Parts 171–180) to maintain statutory alignment with updated international dangerous goods standards, as directed by 49 U.S.C. § 5120.

IHMM has begun its review of the PHMSA NPRM on HM-215R. Below is an outline of where we are as of today. We seek certificant input into what will become IHMM comments filed with PHMSA on or before April 13, 2026.

I. Statutory and Regulatory Purpose

A. Statutory Authority

The proposed rule is issued pursuant to the Hazardous Materials Transportation Act (HMTA), 49 U.S.C. §5120, which directs the Secretary of Transportation to ensure that U.S. hazardous materials transportation regulations remain generally consistent with international standards unless doing so would reduce safety or conflict with national interests.

B. Core Objectives

The NPRM seeks to:

  1. Maintain alignment between the U.S. Hazardous Materials Regulations (HMR) and international dangerous goods regulations.

  2. Facilitate international trade and multimodal transportation.

  3. Reduce compliance costs by eliminating regulatory discrepancies.

  4. Maintain or enhance transportation safety.

C. Regulatory Framework

The rule proposes amendments across multiple HMR parts governing:

  • Hazardous materials classification

  • Packaging requirements

  • Hazard communication

  • Air transport limits

  • Vessel stowage provisions

These amendments incorporate updates from international regulatory bodies and codes.

IHMM Joins Coalition Urging OSHA to Modernize PPE Standards

The Institute of Hazardous Materials Management (IHMM) has joined a coalition of national safety and occupational health organizations in submitting a formal petition to the Occupational Safety and Health Administration (OSHA) requesting expedited updates to several critical Personal Protective Equipment (PPE) standards incorporated into federal workplace safety regulations.

The letter, submitted under the rulemaking provisions of the Administrative Procedure Act and the Occupational Safety and Health Act, urges OSHA to update regulatory references for three widely used consensus standards: eye and face protection (ANSI/ISEA Z87.1), industrial head protection (ANSI/ISEA Z89.1), and workplace first aid kits (ANSI/ISEA Z308.1). Many of the standards currently referenced in OSHA regulations date back decades—some as early as 1989—despite substantial technological and safety improvements in newer editions.

Clean Water Act Hazardous Substance Facility Response Plans: Compliance Date Delay and Changes To Reflect Administration Policy

The Environmental Protection Agency (EPA) is proposing to delay the compliance date for Facility Response Plan (FRP) requirements as well as to make language modifications to align with the Administration’s climate change and environmental justice policies in Executive Order 14148 of January 20, 2025. These requirements are for onshore non-transportation-related facilities that could reasonably be expected to cause substantial harm to the environment from a CWA hazardous substance worst-case discharge to navigable waters, adjoining shorelines, or the exclusive economic zone. This delay action is necessary to allow the Agency to consider implementation and compliance assistance tools that regulated parties may be able to take advantage of when complying with the new requirements. EPA notes that it cannot quantify the number, nature, and magnitude of covered discharges that may occur during the proposed rule delay period.

Environmental News for This Week: March 11-17, 2026

During the week of March 11–17, 2026, U.S. environmental policy developments centered on EPA regulatory proposals, ongoing deregulatory initiatives, and emerging litigation risk.

Most prominently, the Environmental Protection Agency (EPA) proposed easing air-emissions restrictions on ethylene oxide (EtO)—a carcinogenic gas widely used to sterilize medical equipment. The proposal would provide sterilization facilities with greater compliance flexibility and reduce regulatory costs, though public-health advocates warn the change could elevate cancer risks in surrounding communities.

EPA also advanced rulemaking activity affecting chemical accident prevention programs, proposing to roll back certain compliance requirements under the Clean Air Act Risk Management Program (RMP) applicable to facilities handling hazardous substances. The proposal reflects another shift in federal chemical-safety policy and may materially alter compliance obligations for industrial operators.

Separately, federal policy debates intensified over environmental provisions in the proposed 2026 Farm Bill, including measures that could delay pesticide safety reviews and potentially preempt certain state warning-label litigation involving herbicides such as glyphosate.

Finally, controversy arose regarding reported communications between EPA leadership and chemical manufacturers amid ongoing litigation concerning glyphosate liability, raising concerns about regulatory independence.

Implications: regulated entities face evolving air-toxic standards, shifting chemical-safety requirements, and expanding litigation exposure across federal and state environmental law frameworks.

Workplace Safety News This Week: March 11-17, 2026

For the week of March 11–17, 2026, federal workplace safety activity reflected continued enforcement actions, regulatory implementation efforts, and research initiatives emerging from the U.S. Department of Labor, the Occupational Safety and Health Administration, and the National Institute for Occupational Safety and Health.

OSHA enforcement releases during the week continued to focus on recurring high-hazard violations, particularly fall protection failures in construction, unsafe trenching operations, and machine-guarding deficiencies in manufacturing. Several enforcement actions involved significant penalties issued after investigations into serious injuries and workplace fatalities, underscoring OSHA’s continued reliance on targeted inspections and the Severe Violator Enforcement Program to address repeat or willful violations.

On the regulatory front, OSHA continued stakeholder outreach regarding implementation of the revised Hazard Communication Standard, including guidance to manufacturers, distributors, and employers concerning upcoming compliance obligations tied to updated chemical classification, labeling, and safety data sheet requirements. Employers are also finalizing preparations for OSHA’s annual electronic injury and illness reporting deadlines.

Meanwhile, NIOSH communications highlighted ongoing federal research priorities in occupational health, including respiratory protection technologies, exposure science, and construction fall-prevention initiatives. Agency officials emphasized the importance of maintaining research capacity to support evidence-based safety standards and workplace health guidance.

Collectively, the week reflected steady federal enforcement activity, continued regulatory transition planning, and sustained investment in occupational safety research and prevention.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

What is a Safety Stand-Down?

A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign!   In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

As we enter a new year, encourage your members to recommit to safety and health. Invite them to make it a New Year’s resolution to reset their safety and health program and take time for proactive planning.

This focus gives associations and trade groups a platform to:

Week of March 11 -March 17, 2026

For the week of March 11–17, 2026, the regulatory picture for dangerous goods and hazardous materials transportation is being shaped more by active dockets, enforcement activity, and implementation measures than by any single new treaty text. Because today is March 15, 2026, this summary covers developments reported through March 15, and notes scheduled items through March 17 where those are already officially announced.

United States

In the United States, the most concrete new federal development this week is PHMSA’s March 12 notice announcing its 2026 Hazardous Materials Safety Research, Development, and Technology Forum, to be held March 31–April 2, 2026, in the Washington area. PHMSA said the forum will focus on research priorities, including efficient safety standards, risk reduction for emergency response, safe energy storage technologies, and innovative packaging, and will solicit industry input on future hazardous-materials transportation research needs. That is not a substantive rule amendment, but it is a meaningful regulatory signal because it shows where PHMSA intends to concentrate technical development and, likely, future rulemaking and guidance.

At the same time, PHMSA’s HM-215R harmonization NPRM remains the principal live rulemaking affecting U.S. hazmat transport. That proposal, published February 10, would update the HMR to better align with international standards on proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air quantity limits, and vessel stowage. For U.S. shippers moving cargo internationally, the legal significance this week is that the comment period remains open and the agency is still clearly moving toward closer integration with the UN/ICAO/IMDG framework.
