IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM Issues Analysis of PHMSA NPRM HM-215R to amend the U.S. Hazardous Materials Regulations

Federal Register  Deadline April 13, 2026

According to the Federal Register from February 10, 2026, PHMSA issued NPRM HM-215R to amend the U.S. Hazardous Materials Regulations (HMR; 49 C.F.R. Parts 171–180) to maintain statutory alignment with updated international dangerous goods standards, as directed by 49 U.S.C. § 5120.

IHMM, EHS Coalition Writes to Congress Concerning OSHA Funding

The Institute of Hazardous Materials Management (IHMM), alongside a broad national coalition of safety, health, labor, and industry organizations, has taken a firm and forward-looking stand in support of robust federal investment in workplace safety. In this letter to congressional appropriators, we are urging no less than Fiscal Year 2026 funding levels for the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH) in Fiscal Year 2027—a position grounded not in abstraction, but in urgent, data-driven reality.

The facts are stark. Every day in America, 12 workers lose their lives on the job, and more than 10,800 suffer injuries serious enough to require medical attention. These incidents collectively impose a staggering $176.5 billion annual burden on the U.S. economy.

This letter makes clear: OSHA and NIOSH are not mere regulators—they are indispensable partners in prevention, innovation, and workforce resilience. OSHA’s compliance assistance, training, and cooperative programs help employers proactively reduce risks, while NIOSH’s research, certification programs, and training pipelines ensure that science and evidence drive workplace protections across every major industry sector.

For IHMM and its certificants—CSHMs, CSMPs, ASHMs, CHMMs, and others—this funding is mission-critical. It underpins the regulatory frameworks, scientific guidance, and professional ecosystems within which credentialed practitioners operate.

At its core, this effort is about safeguarding America’s workforce, strengthening economic stability, and reaffirming a national commitment: that every worker deserves to return home safely at the end of the day.

EHS Workplace Coalition Letter on OSHA Funding for FY2027

National Emission Standards for Hazardous Air Pollutants: Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review Reconsideration

On April 5, 2024, the U.S. Environmental Protection Agency (EPA) published the National Emission Standards for Hazardous Air Pollutants (NESHAP): Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review (2024 Final Rule). The 2024 Final Rule revised the Commercial Sterilization Facilities NESHAP based on a residual risk and technology review (RTR) pursuant to the Clean Air Act (CAA) sections. On March 12, 2025, the EPA announced that it was reconsidering the 2024 Final Rule. Based on its reconsideration of the RTR in the 2024 Final Rule, the EPA is proposing to amend the Commercial Sterilization Facilities NESHAP.

TSCA CBI Re-substantiation: When, Why, and How to Prepare

(B&C®) is pleased to present “TSCA CBI Re-substantiation: When, Why, and How to Prepare.” The Toxic Substances Control Act (TSCA) provides critical protections for commercially sensitive information related to a company’s business, processes, and chemicals. The 2016 Frank R. Lautenberg Chemical Safety for the 21st Century Act amendments included a ten-year cap on many confidential business information (CBI) claims, absent a U.S. Environmental Protection Agency (EPA)-approved extension request. As a result, these CBI claims will begin to expire on a rolling basis in June 2026 unless further reasserted and re-substantiated.

Workplace Safety News This Week: March 18-24, 2026

For the week of March 18–24, 2026, federal workplace safety developments reflected active enforcement, continued regulatory implementation, and sustained research priorities across the U.S. Department of Labor, the Occupational Safety and Health Administration, and the National Institute for Occupational Safety and Health.

OSHA enforcement activity remained focused on high-risk industries, with citations issued in construction and manufacturing involving fall protection failures, trenching hazards, and lockout/tagout violations. Several cases involved significant proposed penalties following investigations of serious injuries and fatalities, reinforcing OSHA’s continued prioritization of its Severe Violator Enforcement Program and deterrence-based enforcement strategy.

On the regulatory front, OSHA continued advancing compliance efforts tied to the revised Hazard Communication Standard, including employer outreach on classification, labeling, and safety data sheet obligations as phased deadlines approach. Employers were also reminded of impending electronic injury and illness reporting deadlines, emphasizing accuracy and timeliness in submissions.

From a research and policy perspective, NIOSH highlighted ongoing initiatives in respiratory protection, occupational exposure limits, and construction safety, including continued support for the upcoming National Safety Stand-Down to Prevent Falls in Construction. These efforts underscore the federal commitment to evidence-based prevention strategies.

Collectively, the week’s developments reflect a consistent federal posture: targeted enforcement, regulatory follow-through, and sustained investment in occupational safety and health research infrastructure.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

What is a Safety Stand-Down?

A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign!   In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

As we enter a new year, encourage your members to recommit to safety and health. Invite them to make it a New Year’s resolution to reset their safety and health program and take time for proactive planning.

Week of March 18 -March 24, 2026

For the week of March 18–24, 2026, the law of dangerous goods and hazardous materials transportation is being shaped less by a single new code and more by a combination of PHMSA special-permit activity, UNECE/OTIF agenda-setting, maritime emergency response, and government action on transport traceability and hazardous-cargo controls. Because today is March 23, 2026, this summary covers developments reported through today and notes scheduled items on March 24 that were officially announced.

United States

In the United States, the clearest week-of development came from PHMSA’s March 18 Federal Register notices on hazardous-materials special permits. PHMSA published notices covering new special-permit applications, modifications, and actions, with live matters including prototype and low-production lithium batterieshydrogen in non-DOT cylinderswastewater containing explosive materials from submerged munitions recovery, authorization of electronic train consist and shipping-paper information in lieu of paper, and expanded battery-recycling movements by ferry vessel. Those notices do not amend the HMR directly, but they matter because special-permit practice often shows where PHMSA is willing to authorize innovation before broader rulemaking catches up.

The broader U.S. legal backdrop also remains PHMSA’s open HM-215R harmonization NPRM, which would align the HMR more closely with international standards on proper shipping names, classifications, packaging authorizations, air quantity limits, and vessel stowage. In parallel, PHMSA’s recently announced Hazardous Materials Safety Research, Development, and Technology Forum continues to signal agency priorities in safe energy storage technologies, emergency-response risk reduction, and innovative packaging. Taken together, the message to U.S. shippers is straightforward: batteries, alternative-energy systems, digital documentation, and multimodal consistency remain the agency’s center of gravity.

Strengthening School Violence Prevention

Developed by the RAND Corporation in partnership with the U.S. Secret Service National Threat Assessment Center, this report examines how schools can strengthen violence prevention through behavioral threat assessment and management (BTAM). It highlights how concerning behaviors can signal a need for support and explains why relying on removal alone can be ineffective, emphasizing the value of responses like counseling and mental health services. Informed by research and practitioner insights, it offers practical tools to help schools match interventions to student needs and make more consistent, informed decisions.

Readings in Psychosocial Hazards

On March 25, an AIHA University webinar will present a comprehensive introduction to psychosocial hazards for OEHS professionals. NIOSH defines these hazards as factors in the work environment that can cause stress, strain, or interpersonal problems for workers. Examples of psychosocial hazards include ineffective leadership, harassment, excessive workloads, and exposure to traumatic events. The webinar presenter, Reginald J. Richards, DrPH, CIH, is a semi-retired occupational health psychologist with experience at OSHA, MSHA, and the United States Army.
