IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM Submits Formal Comments to PHMSA: Advancing Safety, Elevating the Profession, and Strengthening the Role of Certified Experts

IHMM is proud to announce that it has formally submitted comprehensive comments to the Pipeline and Hazardous Materials Safety Administration (PHMSA) in response to its Notice of Proposed Rulemaking (HM–215R), a sweeping regulatory update governing the transportation of hazardous materials and dangerous goods across all modes.

This rulemaking is not routine—it is foundational. PHMSA’s proposal implements critical updates to the Hazardous Materials Regulations (HMR), aligning U.S. requirements with international standards such as the UN Model Regulations, ICAO Technical Instructions, IMDG Code, and ADR. These changes directly affect how hazardous materials are classified, packaged, labeled, and transported in a global economy handling more than 3.3 billion tons of hazardous materials annually.

National Emission Standards for Hazardous Air Pollutants: Ethylene Oxide Emissions Standards for Sterilization Facilities, Residual Risk and Technology Review Reconsideration

Deadline May 1, 2026

EPA’s March 17, 2026, proposal would materially reopen and narrow the 2024 ethylene oxide sterilization rule for commercial sterilization facilities. The Agency proposes to rescind the 2024 risk-based standards adopted under Clean Air Act section 112(f)(2), based on its new legal view that the statute authorizes only a one-time residual risk review for this source category, not a second discretionary review years later.

EPA would also relax the standard for new aeration room vents at facilities using at least 10 tons per year of EtO from 99.9 percent to 99.6 percent, creating a single uniform standard for new and existing vents at those facilities. It would further eliminate the prior requirement that certain facilities use EtO CEMS, instead allowing compliance to be shown through either annual performance testing with parametric monitoring or CEMS, and would rescind the nationwide permanent total enclosure requirement.

In practical terms, EPA estimates the proposal would increase EtO emissions by 7.8 tons per year relative to the 2024 rule, while producing about $280 million in capital savings and roughly $50 million in annual compliance savings. Comments are due May 1, 2026.

IHMM credentials most directly implicated by this proposed EtO sterilization rule are CHMM® and CHMP®. The CHMM is an environmental and hazardous materials management credential, and the CHMP is focused on front-line hazardous materials work and the proper handling and management of hazardous materials in the workplace. Because this EPA proposal concerns hazardous air pollutant controls, emissions monitoring, compliance options, and operational controls at commercial sterilization facilities, those two credentials align most closely with the rule’s subject matter.

A secondary impact would fall on CSHM® and CSMP® holders to the extent they manage workplace health, safety, exposure controls, and compliance systems at affected facilities, because EtO regulation has obvious occupational health and EHS-management implications even though the proposal itself is an EPA air rule rather than an OSHA standard.

President’s FY2027 Budget to Congress Proposes Cuts

Last week, the Trump Administration released its budget proposal for Fiscal Year 2027. The budget is not binding – it is a blueprint for the President’s spending priorities for the coming year and a starting point for negotiations in Congress. Given the narrow margins in the House and the Senate and the persistent stalemates over appropriation bills, it is unlikely that many of these initiatives will be enacted as proposed.

The budget includes a 44% increase in funding for defense programs and a 10% cut for non-defense spending. Within those totals, here are some key infrastructure, transportation, as well as EHS program accounts of interest to the EHS communities of practice:

Important Stories for IHMM Certificants

Heat Safety Tool Released by OSHA-NIOSH

When you’re working in the heat, safety comes first. With the OSHA-NIOSH Heat Safety Tool, you have vital safety information available whenever and wherever you need it – right on your mobile phone.

The App allows workers and supervisors to calculate the heat index for their worksite, and, based on the heat index, displays a risk level to outdoor workers. Then, with a simple “click,” you can get reminders about the protective measures that should be taken at that risk level to protect workers from heat-related illness-reminders about drinking enough fluids, scheduling rest breaks, planning for and knowing what to do in an emergency, adjusting work operations, gradually building up the workload for new workers, training on heat illness signs and symptoms, and monitoring each other for signs and symptoms of heat-related illness.

Working in full sunlight can increase heat index values by 15 degrees Fahrenheit. Keep this in mind and plan additional precautions for working in these conditions.

Workplace Safety News This Week: April 6-13, 2026

For the week of April 6–13, 2026, federal workplace safety developments reflected active enforcement, continued regulatory implementation, and sustained research priorities across the U.S. Department of Labor, the Occupational Safety and Health Administration, and the National Institute for Occupational Safety and Health.

The Trump administration’s FY 2027 budget proposal seeks to cut the Occupational Safety and Health Administration (OSHA) budget by roughly 7.5%–8% (approx. $47 million) and proposes deep cuts to the National Institute for Occupational Safety and Health (NIOSH). Key plans include cutting OSHA enforcement, eliminating training grants:
  • OSHA Cuts: The proposal reduces OSHA’s budget from $629.3 million to $582.4 million, decreasing staff by over 200 positions and cutting the Susan Harwood Training Grant program.
  • NIOSH Cuts: The administration sought a massive reduction for NIOSH, with some reports suggesting an 80-percent reduction, aiming to eliminate Health Hazard Evaluations and training programs.

OSHA enforcement activity during the period remained focused on high-risk sectors, including construction, manufacturing, and warehousing. Recent actions cited employers for fall protection failures, trenching hazards, and machine-guarding violations, with several cases involving significant penalties following serious injuries and fatalities. These actions underscore OSHA’s continued reliance on targeted inspections and the Severe Violator Enforcement Program to address repeat and willful noncompliance.

On the regulatory front, OSHA advanced employer outreach tied to the revised Hazard Communication Standard, emphasizing preparation for upcoming phased compliance deadlines, particularly regarding chemical classification, labeling, and safety data sheet requirements. The agency also began review and analysis of submitted injury and illness data following the March reporting deadline, signaling potential future enforcement informed by employer-reported data trends.

Meanwhile, NIOSH highlighted ongoing research initiatives in respiratory protection, occupational exposure limits, and fall prevention, reinforcing its role in supporting evidence-based workplace safety standards.

Collectively, these developments reflect a consistent federal posture of robust enforcement, regulatory transition management, and continued investment in occupational safety and health research.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

What is a Safety Stand-Down?

A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign!   In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

Safe +Sound in Schools – April 20 through May 1

OSHA’s Alliance and Safe + Sound partner CareerSafe is bringing the Safe + Sound initiative into classrooms through Safe + Sound in School Week 2026, taking place April 20 through May 1.

The campaign encourages educators to host a short Hazard Huddle with their students. During the discussion, students explore real workplace hazards, learn about their rights as young workers, and practice speaking up about safety concerns.

Classes that participate can share photos or highlights from their Hazard Huddle to receive a classroom certificate and be entered into a drawing for a classroom pizza party sponsored by CareerSafe and a virtual visit from OSHA leadership.

The week of April 6–13, 2026, represents a consequential period in North American dangerous goods and hazardous materials transportation law, defined by regulatory convergence, active rulemaking milestones, and intensifying enforcement activity across the United States, Canada, and Mexico. While no single sweeping statutory change occurred, developments during this period collectively underscore a continued shift toward harmonization with international standards, heightened scrutiny of documentation, and expanded cross-agency enforcement exposure.

United States — PHMSA Harmonization Reaches a Critical Juncture

The most significant U.S. development this week is the April 13, 2026 close of the public comment period for the Pipeline and Hazardous Materials Safety Administration (PHMSA) Notice of Proposed Rulemaking known as HM-215R. This rulemaking proposes comprehensive updates to the Hazardous Materials Regulations (49 C.F.R. Parts 171–180) to align more closely with the UN Model RegulationsICAO Technical Instructions, and the IMDG Code (Amendment 42-24).

Key elements of the proposal include:

  • Updated hazard classifications, proper shipping names, and packing groups;
  • Recognition of emerging battery technologies, including sodium-ion batteries;
  • Revisions to packaging authorizations and vessel stowage requirements; and
  • Harmonization of air transport limitations and multimodal consistency provisions.
