IHMM Foundation Seeks to Expand CDGP Professional Development Programs

As part of the IHMM Foundation’s continuing commitment to building a stronger, deeper, and more valuable professional development ecosystem for IHMM credential holders, the Foundation is now turning its attention to the Certified Dangerous Goods Professional (CDGP®) credential.

Following the recent work comparing the CHMM and CSHM blueprints against the education and training programs currently available through the IHMM Foundation, we are now undertaking the same focused review for the CDGP. This effort will compare the CDGP blueprint domains and subdomains against existing professional development offerings to identify where new or expanded courses can strengthen the knowledge base, practical skills, and career value of the CDGP credential.

This is an important opportunity. Dangerous goods transportation is a highly regulated, technically demanding, and globally significant field. CDGP credential holders operate at the intersection of safety, compliance, logistics, emergency preparedness, and international regulatory systems. Expanding CDGP-aligned training will help professionals stay current, employers build stronger compliance programs, and the Foundation deliver greater value to the hazardous materials and dangerous goods community.

IHMM Releases 2026 Certificant Salaries Survey Reports

IHMM is pleased to announce the release of the 2026 IHMM Salary Surveys, presenting powerful new data on the professional value, job-market strength, and economic performance associated with IHMM credentials.

EPA – PFAS Drinking Water Standards and Compliance Deadlines – The EPA issued two related notices of proposed rulemaking: Extended Compliance Deadlines and Rescission of Certain PFAS Drinking Water Standards. The proposals would revise federal drinking water requirements for certain per- and polyfluoroalkyl substances (PFAS) under the Safe Drinking Water Act. Comments due July 20th

DOT, EPA, and OSHA Freeze Civil Penalty Increases for 2026

In a noteworthy development for regulated industries, the U.S. Department of Transportation (DOT), U.S. Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA) will not increase their civil monetary penalties in 2026, marking the first interruption in the annual inflation-adjustment process since Congress enacted the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.

The unusual decision stems from the federal government funding lapse during the fall of 2025. Because the shutdown prevented the U.S. Bureau of Labor Statistics from publishing the required October 2025 Consumer Price Index for All Urban Consumers (CPI-U), federal agencies lacked the statutory data necessary to calculate annual penalty adjustments. In April 2026, the Office of Management and Budget (OMB) formally directed federal agencies to cancel the 2026 inflation adjustment and continue using 2025 penalty levels.

As a result, OSHA’s maximum penalties remain at $16,550 per violation for serious violations and $165,514 per violation for willful or repeat violations. OSHA confirmed there will be no inflation-based increase for 2026.

Similarly, DOT’s Pipeline and Hazardous Materials Safety Administration (PHMSA) and EPA will maintain their existing civil penalty structures throughout 2026 rather than implementing the annual upward adjustment.

While many employers, hazardous materials shippers, and environmental compliance professionals may welcome the temporary pause in escalating penalties, organizations should not mistake the freeze for reduced enforcement. Existing penalty levels remain substantial, and federal agencies retain full authority to investigate violations and pursue enforcement actions. Compliance with OSHA, EPA, and DOT requirements

P2R Consortium | Bloodborne Pathogen Training – June 26

China Proposes Major Expansion of New-Chemical Registration Requirements

China’s Ministry of Ecology and Environment has proposed a substantial revision of its Measures for the Environmental Management Registration of New Chemical Substances. The proposal would replace MEE Order No. 12 and align China’s chemical-registration system with the country’s newly enacted Ecology and Environment Code.

The proposed rule represents more than a technical revision. It would restructure the system governing chemicals that are not listed in the Inventory of Existing Chemical Substances in China and certain listed substances subject to new-use controls.

Most significantly, China would eliminate the existing “filing” pathway. Under the current system, chemicals produced or imported below one metric ton annually generally require only a filing. The proposed rule would require a government-issued registration certificate at every commercial volume: regular registration for quantities of one metric ton or more annually and simplified registration for quantities below one metric ton.[1]

The proposal nevertheless reduces the documentation required for many lower-volume substances. Simplified registration would require only an application form. Regular registrations involving nationwide aggregate production and imports below ten metric tons annually would be exempt from submitting a pollution-risk assessment and, for highly hazardous chemicals, a socioeconomic-benefit analysis. Low-concern polymers and polymers containing no more than two percent new monomer or reactant would receive additional data exemptions.[1]

The draft also appears to eliminate the existing mechanism allowing a foreign manufacturer or trader to act as the registration applicant through a Chinese agent. Applicants would instead be limited to legally established Chinese entities that manufacture or import the substance. Foreign suppliers may therefore need to rely more heavily on Chinese importers, with corresponding implications for control of confidential business information, data ownership, supply continuity and registration strategy.[2]

Another potentially important change is the omission of the current regulation’s express exclusions for pharmaceuticals, pesticides, cosmetics, food products, feed, fertilizers and related products. The proposal does not clearly state that every such product would become subject to the new-chemical program, because other Chinese regulatory statutes may continue to govern them. The deletion, however, warrants close examination by companies operating in those sectors.[2]

China is also proposing substantially stronger post-registration controls. Producers, importers and users would be required to maintain activity records and upload annual information concerning quantities, uses and implementation of risk-control measures by March 31. Registration information and environmental-control requirements would have to be transmitted contractually through the supply chain. Producers and users of regularly registered substances would also be required to disclose implementation of applicable controls through publicly accessible channels.[3]

Administrative timelines would become shorter. Technical review periods would fall from 60 to 45 working days for regular registrations and from 30 to 20 working days for simplified registrations. More consequentially, applicants asked to supplement a dossier would have only 20 working days, replacing the current period of as much as six months.[1]

The proposal also tightens enforcement. Fraudulent registrations and false testing reports could result in fines of up to RMB 100,000, credit-related sanctions and a three-year prohibition on submitting or supporting new applications. More serious violations—including manufacturing or importing without the required certificate—would be punished under the new Ecology and Environment Code.[4]

Existing registration certificates would remain valid. Existing filing holders, however, would be required to obtain registration certificates by December 31, 2026. The draft states that the revised measures would take effect August 15, 2026, the same day the new Ecology and Environment Code becomes effective.[3]

Workplace Safety News This Week: June 9-16, 2026

For the week of June 9–16, 2026, workplace safety developments in the United States were dominated by federal budget deliberations, heat-related hazard prevention, and continued OSHA enforcement activity.

The most significant policy issue remained congressional consideration of the FY 2027 budgets for OSHA and NIOSH. House appropriators continued reviewing Administration proposals that would reduce OSHA funding, eliminate the Susan Harwood Training Grant Program, and significantly restructure or reduce portions of NIOSH’s occupational safety and health research portfolio. Safety professionals, labor organizations, and industry stakeholders continued to express concern regarding the potential impact on enforcement capacity, worker training, and occupational health research.

OSHA intensified its annual heat illness prevention campaign as elevated temperatures spread across much of the country. The agency reminded employers of their obligations under the General Duty Clause to protect workers from recognized heat hazards through acclimatization, hydration, rest breaks, shade, and employee training. Heat-related illnesses remain a growing enforcement priority, particularly in construction, agriculture, transportation, warehousing, and manufacturing.

Enforcement activity continued to focus on OSHA’s longstanding priorities, including fall protection, trenching and excavation safety, machine guarding, and lockout/tagout compliance, with significant penalties proposed in cases involving serious injuries and fatalities.

Meanwhile, NIOSH continued advancing research related to occupational heat exposure, silica control, respiratory protection, and workplace injury prevention, underscoring the agency’s central role in supporting evidence-based worker protection policies and standards.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

For the period June 9–16, 2026, North American dangerous-goods and hazardous-materials transportation law continued to evolve through registration modernization, special-permit activity, emergency-reporting obligations, standards development, and fuel/LPG enforcement. Because this report is prepared on June 13, 2026, items for June 14–16 are limited to announced, pending, or already-published actions.

United States

In the United States, PHMSA’s most important current administrative development remains the opening of the 2026–2027 hazardous-materials registration year on June 1, 2026. PHMSA states that early registration for 2026–2027 opened June 1 and that registrants should plan accordingly. PHMSA also announced in its April–June 2026 Hazardous Matters update that it is modernizing the Hazmat Registration Program and moving toward an online-only registration and payment system through DOT’s MOTUS platform.

PHMSA also published two June 12, 2026 Federal Register notices involving hazardous-materials special permits: one for applications to modify special permits and another for actions on special permits. Special permits matter because they are often where PHMSA first authorizes novel or alternative methods for moving hazardous materials, provided an equivalent level of safety is demonstrated under the hazardous-materials transportation law.

The broader U.S. harmonization agenda remains active. PHMSA’s HM-215R rulemaking continues as the central pending HMR initiative to align U.S. rules with international standards governing proper shipping names, hazard classes, packing groups, special provisions, packaging, air quantity limits, and vessel stowage.

Legal significance: U.S. shippers and carriers should treat this period as one of implementation discipline. Current registration, accurate shipping papers, defensible classification, and careful use of any special permit are now essential compliance controls. PHMSA’s direction also confirms that hazmat compliance is moving toward more digital, integrated, and internationally aligned systems.

Keeping Up with SDS and Label Requirements

Safety data sheets and chemical product labels are important tools for ensuring the safe transport, storage, handling, and use of hazardous substances. But attaining a solid understanding of SDSs and product labelling requirements is complicated by the near-constant stream of regulatory changes. Since the first revision was published in 2005, the GHS has been updated every two years. In recent years, OSHA has revised its HCS, Canada has made changes to its Workplace Hazardous Materials Information System, and the EU has updated two of its main chemical regulations.
