On behalf of the IHMM Board of Directors, we congratulate June Brock-Carroll as a Fellow of the Institute—one of the highest honors the Institute can bestow.
This distinguished recognition celebrates her exceptional contributions to hazardous materials management and her lasting impact on the profession. June’s accomplishments, leadership, and commitment bring tremendous credit to her, to the Institute, and to the Certified Hazardous Materials Practitioner® (CHMP®) credential.
Throughout her career, she has demonstrated extraordinary dedication to advancing the value, visibility, and recognition of the hazardous materials management profession. Her drive, ambition, and leadership have played an important role in promoting the CHMP credential throughout the environmental, health, and safety communities. June has served on the IHMM Board of Directors. as a member of the 2018 Executive Director hiring committee, as Vice Chair of the Board, and as Treasurer and Chair of the IHMM Finance Committee.
She has earned the widespread respect of your colleagues through exemplary service in numerous leadership positions. Your peers recognize you not only for your professional accomplishments, but also for your integrity, sound judgment, and unwavering commitment to doing what is right—even when confronted with difficult decisions.

When Normal Operations Assumptions No Longer Apply: Rethinking Job Hazard Analysis in Operating Facilities

Most operating facilities perform some form of job hazard analysis (JHA), activity hazard analysis (AHA), or pre-job briefing before work begins. These tools are indispensable for identifying hazards and communicating controls to the workforce.
Yet one question is often left unasked:
Is the worker performing this task operating within the assumptions under which the facility was designed to be safe?
That distinction matters.
Facilities are designed around normal operating conditions. Operators follow established routes, occupy designated work areas, and interact with equipment in predictable ways. Engineering controls, administrative controls, and operating procedures are developed with these routine interfaces in mind.

The IHMM Foundation’s Professional Development Committee has partnered with Nova Southeastern University to offer this grant-funded, FREE 49CFR Train the Trainer program for 3 days, October 12-14, 2026, ONLY in person, at IHMM’s Offices at 9200 Corporate Blvd, “The Boss Room”, Rockville, MD 20850.
This FREE 49 CFR course is tailored for anyone involved in the transportation, handling, shipping, receiving, packaging, or management of hazardous materials under the U.S. Department of Transportation (DOT) regulations, as outlined in Title 49 of the Code of Federal Regulations (49 CFR). Attendance at all 3 [three] days is mandatory. Upon registration, each attendee will receive a link to the required course materials and documentation.
This course will be taught by an instructor from Nova Southeastern University
This course is delivered at IHMM’s offices in Rockville, MD, at 9200 Corporate Blvd, the “Boss” room, 1st floor. This is ONLY in person; all times cited are Eastern Time, US. Classes will begin at 8.30 am and run to 5.30 pm each day.

At IHMM, Professional Certification Is a Beginning, Not an End
Earning an IHMM professional certification is a significant achievement. It demonstrates that an individual has satisfied established eligibility requirements, acquired a defined body of knowledge, and successfully met an independent standard of professional competence. Certification, however, should not be viewed as the final destination in a professional’s development. Rather, it marks the beginning of an ongoing commitment to continuous improvement, ethical practice, and professional growth.
The knowledge required to enter a profession does not remain static. Laws change. Regulations are revised. Standards are updated. Technologies evolve. New scientific information emerges, and accepted practices are continually tested against experience. A professional who relies exclusively on the knowledge possessed at the time of certification risks becoming less effective—and potentially less competent—as the profession advances.
IHMM Issues New 2026 Global Dangerous Goods Compliance Resources
The Institute of Hazardous Materials Management has published two substantially revised dangerous-goods transportation resources designed to assist IHMM certificants and other qualified professionals in navigating the increasingly complex legal requirements governing domestic, international, and multimodal shipments.
The IHMM Global Dangerous Goods Transport Compliance Matrix—2026 Update and the IHMM Certificant Dangerous Goods Transportation Compliance Checklist—2026 Update replace earlier materials that no longer adequately reflected the governing regulatory environment. Both documents are current through July 20, 2026, and should be used together as complementary compliance and risk-management tools.
ISO Standards In the IHMM Certified Safety and Health Manager [CSHM] Credential

ISO Standards Related to the Technical Blueprint
The CSHM Blueprint requires candidates to understand and apply management systems; occupational safety, health, security, and environmental standards; risk identification and control; and organizational goals and objectives. It expressly requires candidates to identify the appropriate ISO or other consensus standard and specifically names ISO 45001 as an example of a compliance-management program.
Important current-edition notes
As of July 2026:
- ISO 45001:2018, including Amendment 1:2024, remains the current OH&S management-system standard, although a second edition is under development. ISO states that it replaced OHSAS 18001.
- ISO 14001:2026 is now the current environmental-management-system standard; ISO 14001:2015 has been withdrawn.
- ISO 19011:2026 is now the current management-system auditing guidance; ISO 19011:2018 has been withdrawn.
- ISO 9001:2015 remains current, but its replacement is scheduled for publication in September 2026.

NPDES BASIC PERMIT WRITERS’ COURSE
Virtual Course
August 18 – September 24, 2026
The U.S. EPA is pleased to announce the opening of registration for the National Pollutant Discharge Elimination System (NPDES) Basic Permit Writers’ Course starting on August 18th with separate morning and afternoon sessions running for six weeks.
The objective of this course is to provide the basic regulatory framework and technical considerations that support the development of wastewater discharge permits required under the NPDES program. The course was designed for permit writers with about six months to one year of experience in the NPDES program, but experienced permit writers wanting a refresher course and other water program staff or interested parties wanting to learn more about the NPDES program also are welcome.
As a foundational course, the training does not address in detail specialized topics such as industrial and municipal stormwater, concentrated animal feeding operations, and pesticide discharges. For more information on these specialized topics, please visit EPA’s NPDES website at www.epa.gov/npdes.
The 6-week course will begin on Tuesday, August 18th, 2026. Participants should anticipate a time commitment of approximately 8-10 hours per week and should seek supervisor approval before signing up. The course is scheduled to conclude on September 24th, however a “rain date” of September 29th should be reserved by the participants in case of technical issues.
Each week, course participants will complete a self-paced review of recorded online sessions and assigned permit writing exercises. On Thursdays, participants will attend a live virtual classroom where NPDES instructors will review the week’s material and introduce the permit writing exercise for that week. On Tuesdays, participants will review the permit writing exercise live with the NPDES instructors and have the opportunity to join a live office hours session. Participants will be expected to complete some pre-course assignments the week of August 10th prior to the course start.
Microsoft Teams will be utilized for the virtual classroom and can be accessed through the desktop application or a web browser. Course materials will be provided electronically on the Microsoft Teams classroom site for download by the participants prior to the start date.

We are offering separate AM and PM sessions for this course offering. Please see the Eventbrite registration page for the agenda with dates and times for each session and only register for one session. Please note that all times are in the Eastern Time Zone.

Registration does not guarantee you have a position in the course as there is limited space in each course. Workplace Safety News This Week: July 22-28, 2026
During the week of July 22–28, 2026, federal workplace safety activity focused on fall protection, heat exposure, and continued enforcement against employers exposing workers to recognized hazards.
On July 23, the U.S. Department of Labor announced that OSHA cited a Florida roofing contractor for willful and repeated fall-protection violations, proposing more than $349,000 in penalties after investigators found employees working at residential construction sites without required fall safeguards. The action reinforces OSHA’s continued emphasis on compliance with 29 C.F.R. Part 1926, particularly Subpart M governing fall protection in construction.
OSHA also continued nationwide implementation of its Heat National Emphasis Program, encouraging employers to evaluate heat risks, provide water, rest, shade, acclimatization, emergency response procedures, and employee training as extreme summer temperatures persisted across much of the United States.
Significant worker safety news during the week included continuing investigations into fatal construction and industrial accidents reported earlier in July, with renewed attention to falls from elevation, excavation hazards, confined spaces, and material-handling incidents. Safety organizations also highlighted the heightened risks facing roofing, utility, and outdoor workers during prolonged heat events. Collectively, the week’s developments demonstrate that fall prevention, heat illness mitigation, and rigorous hazard assessment remain among OSHA’s highest enforcement priorities and continue to represent the leading causes of serious occupational injuries and fatalities in the United States.
Safety Champions Program
The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.
The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.
