IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs
As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.
These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.
The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM’s Collaboration platform contains a “Mentor Match” module [see below at right] that allows mentors to signup designating the hours, number of mentees, subject areas, and length of time they wish to mentor – as well as enabling mentees signup requesting assistance in specified areas. Regulatory Updates

IHMM Preparing Comments on National Emission Standards for Hazardous Air Pollutants: Ethylene Oxide Emissions Standards for Sterilization Facilities, Residual Risk and Technology Review Reconsideration
Deadline May 1, 2026
EPA’s March 17, 2026, proposal would materially reopen and narrow the 2024 ethylene oxide sterilization rule for commercial sterilization facilities. The Agency proposes to rescind the 2024 risk-based standards adopted under Clean Air Act section 112(f)(2), based on its new legal view that the statute authorizes only a one-time residual risk review for this source category, not a second discretionary review years later.
EPA would also relax the standard for new aeration room vents at facilities using at least 10 tons per year of EtO from 99.9 percent to 99.6 percent, creating a single uniform standard for new and existing vents at those facilities. It would further eliminate the prior requirement that certain facilities use EtO CEMS, instead allowing compliance to be shown through either annual performance testing with parametric monitoring or CEMS, and would rescind the nationwide permanent total enclosure requirement.
IHMM credentials most directly implicated by this proposed EtO sterilization rule are CHMM® and CHMP®. The CHMM is an environmental and hazardous materials management credential, and the CHMP is focused on front-line hazardous materials work and the proper handling and management of hazardous materials in the workplace. Because this EPA proposal concerns hazardous air pollutant controls, emissions monitoring, compliance options, and operational controls at commercial sterilization facilities, those two credentials align most closely with the rule’s subject matter.
A secondary impact would fall on CSHM® and CSMP® holders to the extent they manage workplace health, safety, exposure controls, and compliance systems at affected facilities, because EtO regulation has obvious occupational health and EHS-management implications even though the proposal itself is an EPA air rule rather than an OSHA standard.

IHMM Preparing Comments OSHA Walking-Working Proposed Rule
Deadline June 5, 2026
The proposal is narrow on its face, but potentially important in practice. OSHA is proposing to amend 29 C.F.R. § 1910.28(b)(9) by deleting the current November 18, 2036, compliance deadline that would otherwise require all fixed ladders extending more than 24 feet above a lower level to be equipped with a personal fall arrest system or ladder safety system. Under the proposal, existing pre-November 19, 2018 fixed ladders could continue to be equipped with a personal fall arrest system, ladder safety system, cage, or well, while new ladders and replaced ladder sections would still have to use a personal fall arrest system or ladder safety system.
OSHA is also expressly seeking comment on a broader alternative: whether it should go further and allow cages or wells to remain an acceptable long-term compliance option instead of requiring personal fall arrest or ladder safety systems on all such ladders.

IHMM, EHS Workplace Coalition Letter on Agencies Funding
This EHS Workplace Coalition letter is designed to persuade Congress, in the FY27 appropriations process, to preserve the federal occupational safety and health infrastructure by funding key agencies at no less than their FY26 enacted levels. In substance, it asks appropriators to maintain support for OSHA, MSHA, NIOSH, the Occupational Safety and Health Review Commission, and the Chemical Safety and Hazard Investigation Board, while also urging related oversight steps such as keeping NACOSH active, restoring OSHRC’s working quorum, and rejecting any effort to weaken or eliminate the CSB.
Legally and strategically, the letter frames these agencies as an interdependent worker-protection system: enforcement, research, adjudication, and chemical-incident investigation each serve distinct but mutually reinforcing public functions. The evident purpose is not merely budget preservation, but protection of the federal government’s capacity to prevent injuries, investigate catastrophic incidents, ensure due process, and support responsible employers through a stable and credible workplace safety regime. In short, the letter seeks to position these appropriations as modest but essential investments in national worker safety and regulatory integrity.
We succeeded in preserving funding for OSHA-NIOSH-CSB in FY2026, and we are working to do the same again.

Safety Champions Program
The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.
The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

What is a Safety Stand-Down?
A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign! In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

Safe +Sound in Schools – April 20 through May 1
OSHA’s Alliance and Safe + Sound partner CareerSafe is bringing the Safe + Sound initiative into classrooms through Safe + Sound in School Week 2026, taking place April 20 through May 1.
The campaign encourages educators to host a short Hazard Huddle with their students. During the discussion, students explore real workplace hazards, learn about their rights as young workers, and practice speaking up about safety concerns.
Classes that participate can share photos or highlights from their Hazard Huddle to receive a classroom certificate and be entered into a drawing for a classroom pizza party sponsored by CareerSafe and a virtual visit from OSHA leadership.

The week of April 14–21, 2026 reflects a transition from active rulemaking deadlines to regulatory digestion, enforcement alignment, and forward-looking implementation across North America. In the United States, regulators have moved beyond the close of a major harmonization docket and into internal deliberation. Canada continues to advance standards-driven regulatory change, while Mexico’s trajectory remains defined by modernization coupled with aggressive enforcement—particularly in fuel logistics. Collectively, these developments reinforce a regional trend toward international harmonization, documentation rigor, and expanded multi-agency oversight in dangerous goods transportation.
United States — Post–HM-215R Phase and Enforcement Alignment
The most important U.S. development this week is what did not happen publicly: following the April 13 close of comments on the PHMSA harmonization rulemaking (HM-215R), the Pipeline and Hazardous Materials Safety Administration (PHMSA) has now entered the internal review and adjudication phase of that rule.
