The IHMM Foundation’s Professional Development Committee has partnered with Nova Southeastern University to offer this grant-funded, FREE 49CFR Train the Trainer program for 3 days, October 12-14, 2026, ONLY in person, at IHMM’s Offices at 9200 Corporate Blvd, “The Boss Room”, Rockville, MD 20850.

This FREE 49 CFR course is tailored for anyone involved in the transportation, handling, shipping, receiving, packaging, or management of hazardous materials under the U.S. Department of Transportation (DOT) regulations, as outlined in Title 49 of the Code of Federal Regulations (49 CFR)Attendance at all 3 [three] days is mandatory. Upon registration, each attendee will receive a link to the required course materials and documentation.

IHMM Foundation Seeks to Expand CDGP Professional Development Programs

As part of the IHMM Foundation’s continuing commitment to building a stronger, deeper, and more valuable professional development ecosystem for IHMM credential holders, the Foundation is now turning its attention to the Certified Dangerous Goods Professional (CDGP®) credential.

Following the recent work comparing the CHMM and CSHM blueprints against the education and training programs currently available through the IHMM Foundation, we are now undertaking the same focused review for the CDGP. This effort will compare the CDGP blueprint domains and subdomains against existing professional development offerings to identify where new or expanded courses can strengthen the knowledge base, practical skills, and career value of the CDGP credential.

This is an important opportunity. Dangerous goods transportation is a highly regulated, technically demanding, and globally significant field. CDGP credential holders operate at the intersection of safety, compliance, logistics, emergency preparedness, and international regulatory systems. Expanding CDGP-aligned training will help professionals stay current, employers build stronger compliance programs, and the Foundation deliver greater value to the hazardous materials and dangerous goods community.

The IHMM Foundation Professional Development Committee will begin by working with the 29 education and training vendors with whom we have existing relationships, giving preference to vendors who are Friends of the Institute, to identify priority programs that will strengthen and expand our CDGP course offerings.

IHMM Releases 2026 Certificant Salaries Survey Reports

IHMM’s Collaboration platform contains a “Mentor Match” module [see below at right] that allows mentors to signup designating the hours, number of mentees, subject areas, and length of time they wish to mentor – as well as enabling mentees signup requesting assistance in specified areas. EPA Seeks Information to Develop TSCA Regulation for Legacy Uses and Associated Disposals of Asbestos

The U.S. Environmental Protection Agency (EPA) announced on June 23, 2026, that it seeks information “to develop a durable Toxic Substances Control Act (TSCA) regulation for legacy uses and associated disposals of asbestos, non-chrysotile and chrysotile asbestos fiber types, and asbestos-containing talc” (Asbestos Part 2). EPA evaluated these materials in its 2024 risk evaluation. EPA notes that “[e]xposure risk arises whenever asbestos-containing materials are disturbed — during renovation, demolition, or repair — which is precisely where EPA is focusing its data collection.” Responses are due August 24, 2026. Challenges to New Mexico’s PFAS Rule Filed in State and Federal Court

The New Mexico Environment Department (NMED) published in the May 5, 2026, issue of the New Mexico Register a final rule on per- and polyfluoroalkyl substances (PFAS) in consumer products. On May 22, 2026, Diamond Vogel, Inc., a paint manufacturer, filed a Notice of Appeal in the New Mexico Court of Appeals (Diamond Vogel v. New Mexico, Ct. App. No. A-1-CA-43483). Diamond Vogel is challenging the final rule’s labeling and fee provisions. On July 1, 2026, a coalition of industry associations filed suit in the U.S. District Court for the District of New Mexico (American Chemistry Council (ACC) v. Kenney, Case No. 1:26-cv-02130). The coalition argues that the final rule is unconstitutional and that its enforcement should be permanently enjoined. For more information, read our full memorandum.

Workplace Safety News This Week: July 8-14, 2026

For the week of July 8–14, 2026, workplace safety developments in the United States were dominated by significant OSHA enforcement actions, congressional consideration of OSHA and NIOSH funding, extreme heat hazards, and several fatal workplace incidents.

The U.S. Department of Labor announced that OSHA is making nearly $13 million available through the Susan Harwood Training Grant Program to expand workplace safety and health training, even as Congress continued debating the Administration’s FY 2027 proposal to eliminate the program and reduce OSHA funding.

OSHA also cited a Texas building contractor and staffing company following the fatal crushing of a worker operating a mini-excavator beneath an elementary school, reinforcing the agency’s continued emphasis on excavation safety, heavy equipment operations, and employer responsibility for temporary workers.

Meanwhile, OSHA intensified nationwide heat illness prevention outreach as dangerous temperatures persisted across much of the country, reminding employers of their obligations under the General Duty Clause to provide water, rest, shade, acclimatization, and employee training.

Significant worker safety news during the week included multiple fatal construction incidents, highway work-zone crashes, and industrial equipment accidents that prompted OSHA or state investigations. These events reinforced that falls, struck-by hazards, trenching, heavy equipment, electrical safety, and heat exposure remain among the nation’s leading causes of occupational fatalities and serious injuries. Collectively, the week’s developments underscore that both vigorous enforcement and sustained federal investment remain essential to protecting America’s workforce.

On July 13, OSHA cited a Texas contractor and staffing agency after a temporary worker was fatally crushed while operating a mini-excavator in an elementary-school crawl space. The case underscores that host employers and staffing firms may share responsibility for training, hazard assessment, equipment operation, and protection of temporary workers.

DOL also announced a $174,000 settlement with Monro Inc., resolving seven violations at a New York automotive service facility. The agreement requires safeguards addressing electrical, machine, chemical, and related workplace hazards.

Extreme heat remained a national enforcement concern under OSHA’s updated Heat National Emphasis Program. Employers must evaluate recognized heat hazards and provide appropriate hydration, rest, acclimatization, training, and emergency procedures.

NIOSH emphasized prevention of tickborne diseases among outdoor workers, recommending protective clothing, repellents, vegetation management, worker education, and prompt tick removal.

Together, these developments demonstrate continuing federal attention to caught-between hazards, temporary-worker protection, repeat noncompliance, heat illness, and emerging biological exposures.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

This reporting period is particularly noteworthy because it coincides with the opening of the 68th Session of the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG) in Geneva that concluded on July 8th. Although the Sub-Committee is an international body, its work ultimately drives amendments adopted by PHMSA in the United States, Transport Canada, Mexico’s Secretaría de Infraestructura, Comunicaciones y Transportes (SICT), the ICAO Technical Instructions, the IMDG Code, ADR, RID, and other international dangerous-goods regulatory systems. For the period of July 8–14, 2026, dangerous-goods and hazardous-materials transportation policy in North America was shaped principally by the conclusion of the latest United Nations technical session, a significant U.S. special-permit deadline, implementation of PHMSA’s revised rules for certain energetic materials, and continuing Canadian and Mexican efforts to modernize their national systems in alignment with international standards.

The week did not produce a sweeping new North American hazardous-materials code. Its importance lies instead in the movement of international proposals toward the next edition of the UN Model Regulations and in national regulators’ increasing reliance on digital approvals, special permits, technical standards, and targeted controls for batteries, explosives, fuels, and liquefied petroleum gas.

At the AIHA Guideline Foundation, emergency response planning for chemical and radiological incidents is undergoing a profound transformation, and Emergency Response Planning Guidelines (ERPGs) are at the center of it.

ERPGs are airborne concentration thresholds developed by the Guideline Foundation to support emergency planning for short term, one time exposures to toxic chemicals. They estimate the concentrations at which nearly all members of the public (excluding the most sensitive) are expected to experience specific tiers of health effects over about one hour of exposure.
