IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM Issues Analysis of PHMSA NPRM HM-215R to amend the U.S. Hazardous Materials Regulations

Federal Register  Deadline April 13, 2026

According to the Federal Register from February 10, 2026, PHMSA issued NPRM HM-215R to amend the U.S. Hazardous Materials Regulations (HMR; 49 C.F.R. Parts 171–180) to maintain statutory alignment with updated international dangerous goods standards, as directed by 49 U.S.C. § 5120.

National Emission Standards for Hazardous Air Pollutants: Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review Reconsideration

On April 5, 2024, the U.S. Environmental Protection Agency (EPA) published the National Emission Standards for Hazardous Air Pollutants (NESHAP): Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review (2024 Final Rule). The 2024 Final Rule revised the Commercial Sterilization Facilities NESHAP based on a residual risk and technology review (RTR) pursuant to the Clean Air Act (CAA) sections. On March 12, 2025, the EPA announced that it was reconsidering the 2024 Final Rule. Based on its reconsideration of the RTR in the 2024 Final Rule, the EPA is proposing to amend the Commercial Sterilization Facilities NESHAP.

TSCA CBI Re-substantiation: When, Why, and How to Prepare

(B&C®) is pleased to present “TSCA CBI Re-substantiation: When, Why, and How to Prepare.” The Toxic Substances Control Act (TSCA) provides critical protections for commercially sensitive information related to a company’s business, processes, and chemicals. The 2016 Frank R. Lautenberg Chemical Safety for the 21st Century Act amendments included a ten-year cap on many confidential business information (CBI) claims, absent a U.S. Environmental Protection Agency (EPA)-approved extension request. As a result, these CBI claims will begin to expire on a rolling basis in June 2026 unless further reasserted and re-substantiated.

Workplace Safety News This Week: March 24-30, 2026

For the week of March 24–30, 2026, federal workplace safety activity reflected continued enforcement momentum, regulatory implementation efforts, and sustained research initiatives from the U.S. Department of Labor, the Occupational Safety and Health Administration, and the National Institute for Occupational Safety and Health.

  • OSHA has launched its “OSHA Cares” website to help businesses not only meet federal requirements, but also build stronger, more successful safety and health programs that benefit both employers and workers. That’s why we are strengthening our customer service and expanding compliance assistance, including during enforcement visits.

OSHA enforcement actions during the period remained concentrated on high-risk hazards, including fall protection violations, trenching and excavation failures, and inadequate lockout/tagout procedures. Several enforcement matters involved significant penalties following investigations of workplace fatalities and serious injuries, reinforcing OSHA’s continued reliance on the Severe Violator Enforcement Program and targeted inspections in construction and manufacturing sectors.

From a compliance perspective, OSHA emphasized the March 2 injury and illness electronic reporting deadline, with continued reminders regarding employer obligations for accurate submission of OSHA Form 300A data. The agency also advanced outreach tied to the revised Hazard Communication Standard, focusing on employer readiness for phased 2026 compliance requirements involving chemical classification, labeling, and safety data sheets.

NIOSH activity during the week highlighted ongoing federal research priorities, including respiratory protection, exposure assessment, and fall prevention, alongside continued coordination with OSHA on national safety campaigns.

Collectively, these developments demonstrate a consistent federal approach centered on vigorous enforcement, regulatory transition management, and evidence-based occupational health research supporting worker protection nationwide.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

What is a Safety Stand-Down?

A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign!   In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

Save the Date – Safe + Sound Week 2026 – August 10-16, 2026

As we enter a new year, encourage your members to recommit to safety and health. Invite them to make it a New Year’s resolution to reset their safety and health program and take time for proactive planning.

One way to recommit to safety and health is to recognize workers when they meet or exceed safety and health goals. This year, Safe + Sound Week is August 10–16, 2026, with a focus on safety and health recognition programs.

This focus gives associations and trade groups a platform to:

  • Demonstrate leadership across your sector by highlighting practices of employers and workers who get it right.
  • Engage member organizations with practical tools.
  • Show the value of safety and health.
  • Target issues that matter most in your industries.

United States: PHMSA Harmonization and Risk-Based Enforcement

In the United States, the Pipeline and Hazardous Materials Safety Administration continues to advance a dual-track regulatory agenda: international harmonization and data-driven enforcement. IHMM is preparing its response to the PHMSA issued NPRM HM-215R to amend the U.S. Hazardous Materials Regulations, with a deadline of April 13, 2026.

Most notably, PHMSA’s February 2026 Notice of Proposed Rulemaking (HM-215R) proposes sweeping amendments to the Hazardous Materials Regulations (49 C.F.R. Parts 171–180) to align with global standards, including the latest International Civil Aviation Organization Technical Instructions, the IMDG Code, and the United Nations.

Key legal implications include:

  • New classifications and shipping descriptions, including sodium-ion batteries
  • Expanded lithium battery state-of-charge limits (≤30%) for air transport
  • Revised hazard classifications (e.g., tetramethylammonium hydroxide toxicity)
  • Enhanced emergency response information requirements

Concurrently, PHMSA is operationalizing a data-driven inspection and enforcement framework, directing regulatory attention toward high-risk commodities and transport modes.

Additionally, federal guidance on hazmat transport via unmanned aircraft systems (UAS) signals an emerging regulatory frontier integrating aviation safety and DG compliance.
