IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM Files Comments on OSHA Walking-Working Proposed Rule, Effects on CSHMs, CSMPs, CHMMs, CHMPs

OSHA’s April 6, 2026, proposed rule would amend the Walking-Working Surfaces standard by removing the November 18, 2036 deadline requiring existing fixed ladders extending more than 24 feet above a lower level to be retrofitted with personal fall arrest or ladder safety systems, while retaining the requirement that new fixed ladders be equipped with such systems. OSHA frames the proposal as a cost-saving and flexibility measure, allowing employers to upgrade ladders at the end of their service lives.

IHMM’s comments recognize OSHA’s authority to modernize standards but urge the agency to ensure that regulatory flexibility does not dilute worker protection. Falls remain among the most serious workplace hazards, and OSHA’s walking-working surfaces standards are intended to reduce deaths and injuries from slips, trips, and falls. IHMM’s position is that any final rule should preserve enforceable safety expectations, require competent hazard assessment, encourage documented inspection and training programs, and recognize the practical role of qualified credential holders.

IHMM emphasized four credentials: CSHMCSMPCHMM, and CHMP. CSHMs and CSMPs are directly engaged in workplace safety systems, fall prevention, inspections, and compliance management. CHMMs and CHMPs are critical where fixed ladders, elevated work, tanks, process areas, hazardous materials, and emergency conditions intersect.

Workplace Safety News This Week: May 12-18, 2026

For the week of May 12–18, 2026, federal workplace safety developments reflected continued enforcement activity, seasonal hazard prevention efforts, and ongoing occupational health research initiatives from the U.S. Department of Labor, the Occupational Safety and Health Administration, and the National Institute for Occupational Safety and Health.

OSHA enforcement activity during the period continued to target high-risk construction and manufacturing hazards, particularly fall protection deficiencies, trenching violations, and failures to implement machine guarding and lockout/tagout procedures. Several enforcement matters announced during the week involved significant penalties following investigations into serious injuries and fatalities, underscoring OSHA’s continued emphasis on deterrence and repeat violator accountability.

With warmer weather conditions emerging nationwide, OSHA and NIOSH increased outreach concerning heat illness prevention, reminding employers of obligations to provide water, rest, shade, acclimatization, and training for outdoor and indoor workers exposed to elevated temperatures. These efforts continue to signal heightened federal attention toward occupational heat hazards and potential future rulemaking activity.

NIOSH also continued emphasizing research and guidance relating to respiratory protection, occupational exposure monitoring, and construction fall prevention, reinforcing its role in supporting evidence-based workplace safety standards and prevention initiatives.

Collectively, the week reflected a federal posture focused on active enforcement, seasonal hazard preparedness, and continued investment in occupational safety and health research and prevention strategies.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

For the period May 12–18, 2026, North American dangerous-goods and hazardous-materials transportation law continued to evolve through a combination of PHMSA harmonization activity, Canadian standards modernization, and Mexican fuel and LPG enforcement initiatives. The common theme across the United States, Canada, and Mexico is the continued movement toward international alignment, risk-based enforcement, and enhanced technical oversight of high-consequence cargoes, particularly batteries, fuels, and energy products.

United States

In the United States, the most significant ongoing legal development remains the Pipeline and Hazardous Materials Safety Administration (PHMSA) harmonization initiative under HM-215R, which continues moving through internal agency review following the April 13 close of comments. The proposal would align the Hazardous Materials Regulations (49 C.F.R. Parts 171–180) more closely with the UN Model Regulations, ICAO Technical Instructions, and IMDG Code standards governing classification, shipping names, packaging, air limitations, and vessel stowage.

PHMSA also continued work related to LNG and energy-transport oversight. During this period, PHMSA’s pipeline safety and LNG activities remained relevant to the broader hazardous-materials transport framework because LNG supply chains, storage, and transfer operations are increasingly integrated into multimodal hazardous-cargo risk management.

One of the most important practical U.S. compliance themes this week involved hazard communication and documentation defensibility. Industry compliance discussions and recent PHMSA interpretation activity continue emphasizing that shipping-paper accuracy, proof of classification, and consistency between domestic and international documentation are becoming central enforcement priorities.

Important News Development — Battery and Energy Shipment Scrutiny

Battery and energy-storage shipments continue to dominate transport risk discussions. The broader 2026 ICAO/IATA and IMDG battery frameworks are now fully operational, and U.S. exporters remain exposed to carrier acceptance requirements involving:

  • Lithium-ion batteries,
  • Sodium-ion batteries,
  • Battery-powered equipment, and
  • State-of-charge limitations.

Legal Significance

For U.S. shippers and carriers, the standard of care increasingly requires:

  • Defensible classification records,
  • Verified battery testing documentation,
  • Accurate shipping papers, and
  • Alignment with international carrier acceptance standards.

The legal risk associated with undeclared or improperly documented battery shipments remains high.

Desk Reference Update Volunteers Needed – The AHMP Professional Development Committee and the Board of Directors are collaborating to facilitate a comprehensive update to the Desk Reference and EHMM Course. With content across our 47 chapters now six years old, this project is more than just a “face-lift”; we are integrating new material, correcting errors, and developing a sustainable system for more frequent updates. To streamline this ambitious task, we have formed seven expert-led teams—each headed by an AHMP Board Member—to review pre-researched recommendations and refine technical content. We have set a lofty goal to complete all updates by the end of 2026, with a “stretch goal” of October 1, 2026, to facilitate a grand rollout at the EHS HazMat Summit. Volunteers who join a team will receive official credit as an editor, earn contact hours toward their CEUs, and those who contribute to at least five chapter updates will receive a complimentary PDF copy of the finished Desk Reference. Public transit systems play a vital role in connecting workers to their jobs and are also workplaces in themselves. More than 430,000 people worked for the nation’s roughly 6,700 public transit organizations in 2023, the American Public Transit Association states. 

According to Doug Fallon, MSPH, CIH, CSP, and Trenell Boggans, MSPH, CIH, CSP, many occupational and environmental health and safety professionals are unfamiliar with the scale of work undertaken by public transit workers, as well as the hazards they encounter.
