IHMM Elections 2025
The 2025 election for a seat on the IHMM Board is to fill the seat of the CHMP representative. June Brock-Carroll is coming to the end of her second, 4-year term on December 31, 2025, as the CHMP representative on the Board, and we cannot express enough our profound thanks to June for her service to IHMM.
IHMM solicited CHMP nominees between March and July this year. The IHMM Nominating Committee received one CHMP nomination, Mr. Kevin Herron, CHMP of Dublin, Ohio. Now Kevin’s name will appear on the IHMM Board of Directors Election Ballot for the election that began on October 8, 2025, and concludes on November 8, 2025.
Every eligible IHMM certificant will receive a personal, numbered ballot with which to cast one vote this year.

The Institute of Hazardous Materials Management is pleased to have created $32,000 in academic scholarships, divided equally between $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student CHMMs, and $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student ASHMs.
IHMM seeks to foster the growth and academic success of students whose courses of education and participation in one of our Student certifications will lead to those students becoming fully-certified IHMM credential holders later in their professional lives.

Congratulations. After hard work and dedication, you earned your professional credential. Now, every 5 years, you will need to recertify your valuable credential. Over 5 years, you need to earn 200 certification maintenance points or CMPs. You receive 100 CMPs for the job you perform, and then need to earn a minimum of another 100 CMPs in a variety of ways, demonstrating your commitment to continuous improvement and remaining current with the demands of your profession and our communities of practice.
Considering everything you did to achieve certification, don’t let it go to waste by failing to recertify.

IHMM’s Collaboration platform contains a “Mentor Match” module [see below at right] that allows mentors to signup designating the hours, number of mentees, subject areas, and length of time they wish to mentor – as well as enabling mentees signup requesting assistance in specified areas. The mentor match module does the rest by matching mentors and mentees.

Regulatory Updates

Dept of Labor – OSHA – IHMM Collects Comments
The U.S. Department of Labor’s Occupational Safety and Health Administration [OSHA] published 4 rulemakings for public comment in which IHMM has chosen to participate. IHMM requested certificant input on whether to submit comments on one or more of these proposal rulemakings and what specific comments to submit. Each proposed rulemaking is briefly described below. The newly extended deadline is November 1, 2025.
- USDOL – OSHA – Rescission of Coordinated Enforcement Regulations
Deadline: November 1, 2025
The Department of Labor (the Department or DOL) proposes to remove the regulations that set forth the procedures within the Department for the coordination of enforcement activities by the Wage and Hour Division (WHD), the Occupational Safety and Health Administration (OSHA), and the Employment and Training Administration (ETA) relating to migrant farmworkers. The Department is proposing this removal because these regulations limit the Department’s discretion, impose unnecessary and duplicative internal procedures, and prevent the Department’s agencies from coordinating with regard to migrant farmworkers in more efficient, effective ways.
- USDOL – OSHA – Construction Illumination Standards
Deadline: November 1, 2025
OSHA is seeking comment on fully rescinding the construction illumination rules found in 29 CFR 1926.26 and 1926.56, citing that current lighting standards are “not reasonably necessary” to reduce significant risk.

Phasedown of Hydrofluorocarbons: Reconsideration of Certain Regulatory Requirements Promulgated Under the Technology Transitions Provisions of the American Innovation and Manufacturing Act of 2020
The Environmental Protection Agency is proposing changes to regulations promulgated under the Technology Transitions section of the American Innovation and Manufacturing Act of 2020, which authorizes the Administrator to restrict the use of particular hydrofluorocarbons in the sectors and subsectors in which they are used.

- ADR Multilateral agreements: Poland signed M359 and M361; France signed M366
- M359 – Marking of non-UN acetylene cylinders carrying UN No 1001 acetylene, dissolved and UN No 3374 acetylene, solvant free
- M361 – Carriage of dangerous goods in used articles, machinery or apparatus
- M366 – Environmentally hazard of metal alloys containing lead
- ADR Multilateral agreements: Hungary signed multilateral agreement M368 initiated by Austria on carriage of certain wastes containing dangerous goods
- Audit Initiated of FRA and PHMSA’s Oversight of Rail Tank Car Facilities. Approximately 280 facilities manufacture, repair, inspect, test, qualify, or maintain rail tank cars, which are the largest hazardous material containers in surface transportation. Over 6,000 rail tank cars carried 247 million tons of hazardous materials (hazmat) across the country in 2022. The Pipeline and Hazardous Materials Safety Administration (PHMSA) issues regulations requiring each facility to have a Quality Assurance Program (QAP) to detect and prevent failures in rail tank cars. PHMSA’s regulations delegate approval of QAPs to the Association of American Railroads while the Federal Railroad Administration (FRA) enforces the regulations for hazmat transit by rail, which includes overseeing tank car facilities.
- U.S. FAA Report Highlights Overcharged Power Banks in Air Shipment. The FAA recently released a report, “A State of Charge Analysis of Power Banks (38.5 Wh) Shipped by Air,” summarizing a test conducted after a power bank in a shipment caused a thermal event. The analysis revealed that all tested power banks were charged well over the 30% state-of-charge (SoC) limit, measuring at more than 90%. This finding underscores the safety and compliance risks associated with improperly prepared lithium-ion batteries in air transport. (October 2025 – FAA)
- Using Lithium Batteries Safely – OSHA FactSheet. Lithium-ion batteries are increasingly used in everyday devices and industrial applications, but their widespread use comes with important health and safety risks. This OSHA guide outlines key hazards and safety controls for facilities that manufacture, install, store, or recycle lithium-ion batteries.

- Join AHMP for our November Webinar: Legionella – Strategies for Evaluation and Management on Thursday, November 6, 2025 from 3:30 pm to 4:30 pm Eastern. This session will provide an overview of the challenges for a qualified professional when performing a Legionella evaluation. The differences between a routine sampling and outbreak response investigation will be reviewed, as well as discussions regarding the various types of Legionella bacteria, emergency remediation, and susceptible populations. Finally, current guidance for water management in buildings will be presented including both potable and non-potable systems and a case study, if time allows. The goal of this presentation is for the attendee to increase their knowledge of potential sources of Legionella and impact on public health. Learn More

Learning Pathways: A New Approach to OEHS Education

In September, AIHA launched the Fatigue Management Learning Pathway, the first of a new type of educational resource. Like other educational materials offered by the association, it presents the knowledge of subject matter experts so that people less experienced in occupational and environmental health and safety can improve their understanding of a topic. But learning pathways differ from traditional online courses and webinars by being designed for learners at three levels of skill—technician, practitioner, and professional—as well as by offering greater variety and flexibility of content. Learners choose which level they start at. Then, they may work through articles, research papers, interactive content, and recorded lectures at one, two, or all three levels at their own pace.
