IHMM-AHMP 45 in 5 Credential Recognition During Its First 18 Months

Mark Bruce and Gene Guilford launched 45 in 5 in January 2021, so about 18 months ago. The “45” was a target to add 45 states recognizing our credentials, as we had 5 at the time, and the “5” was for 5 years. How are we doing after the first 18 months?  Note: IHMM intends on engaging in this work on behalf of ALL of our credentials.

After having Connecticut, New York, Pennsylvania, Washington, and Indiana, we added Nebraska, Colorado, Minnesota, Arkansas, Oklahoma, Ohio, California, and Georgia.  By the fall of 2021, the group wanted us to focus on federal agencies, so we embarked on some research to add to the 9 federal agencies that already recognized the CHMM.

The states highlighted in yellow in the map above are where we have legal research being conducted now. Last week IHMM began working with Alaska, Arizona, and Puerto Rico as well.

45 in 5 – Alaska

IHMM is working with the State of Alaska’s Department of Environmental Conservation [DEC] on recognition of the CHMM under its treatment of “Qualified Environmental Professionals.”

Alaska handles “Qualified Environmental Professionals” as outlined here > https://dec.alaska.gov/spar/csp/qualified-professionals/ as well as in 18 Alaska Administrative Code § 78.088 and § 75.333.

The education and experience prerequisites to sit for the IHMM CHMM examination are stringent as follows:

1. Baccalaureate degree (or higher) from an accredited college or university, with a preference for disciplines in applied science or related field, chemistry, biology, geology, hazardous materials management, environmental science, environmental management, physical or life science or environmental technology, and
2. A minimum of four years of relevant experience in the field of hazardous materials management or a related field.

“Relevant experience” is further defined as follows:

Relevant experience includes, but is not limited to, the following examples:
1. Hazardous materials identification and handling in compliance with applicable laws and regulations.
2. Planning and preparing for and responding to hazmat emergencies and incidents.
3. Sampling and analysis (of air, water, soil, waste) for potential contaminants.
4. Site investigation and remediation.
5. Hazmat program or project management.

As has been outlined for minimum qualifications here > https://dec.alaska.gov/spar/csp/qualifiedprofessionals/ it would appear that the prerequisites and relevant experience requirements for the CHMM meet or exceed the minimum qualifications considered for the Alaska Qualified Environmental Professional.

Alaska does not retain a list or database of Qualified Environmental Professionals. When the state is working with a responsible party on an environmental project, the responsible party must hire a qualified environmental professional who drafts a workplan addressing the work to be performed. In the workplan the QEP outlines their qualifications and experience to perform the work.

National Advisory Committee on Occupational Safety and Health (NACOSH) Meeting on September 13

The National Advisory Committee on Occupational Safety and Health (NACOSH) will meet on Tuesday September 13, 2022 from 10:00 a.m. to 4:30 p.m., ET, by teleconference and WebEx . In conjunction with the committee meeting, the NACOSH Heat Injury and Illness Prevention Work Group will meet separately on Monday September 12, 2022 from 1:00 p.m. to 2:00 p.m., ET. Comments and request to speak at the NACOSH committee meeting must be submitted by September 6, 2022. Individuals may submit comments and requests to speak, identified by Docket No. OSHA-2022-0002, electronically at https://www.regulations.gov, which is the Federal e-Rulemaking Portal. EPA CSO Tools Published on Website

EPA has posted beta versions of three CSO tools that are intended to help communities with combined sewer overflows and permitting authorities with the planning and management of different aspects of CSO programs. Links to the tools can be found below:

• Long-Term Control Plan (LTCP) Review Checklist: Checklist designed to help CSO permittees and NPDES authorities determine if LTCPs meet the requirements of the CWA and CSO Control Policy, and conform with EPA guidance on developing LTCPs.
• Post-Construction Compliance Monitoring (PCCM) Checklist: Checklist designed to help CSO permittees and NPDES authorities develop and evaluate PCCM programs to meet the requirements of the CWA and CSO Control Policy, and conform with EPA guidance on PCCM.
• Combined Sewer Overflow (CSO) Model for Small Communities: Planning tool for small CSO communities that want a reasonably simple approach for estimating a CSO occurrence, as well as treated or untreated CSO volume over a 24-hour period, and have limited resources to invest in more advanced CSO monitoring and modeling.

Each tool consists of an interactive spreadsheet, fact sheet or user guide, and two recorded trainings (with the third coming soon). These tools, which are currently in beta test versions, do not present new or changed requirements but rather attempt to help break down information in a more digestible and interactive fashion. EPA is requesting feedback via web form on how to further improve the utility of these tools in the future. Please submit your suggestions by December 31, 2022.

EPA Releases New Construction Inspection Training Course for CGP Operators

Construction site operators permitted under EPA’s 2022 Construction General Permit (CGP) are required to ensure that any individual conducting site inspections is a “qualified person.” The 2022 CGP includes new requirements for qualified persons that apply to all sites that receive permit coverage on or after February 17, 2023. After this date, an individual may be considered a qualified person only if they:

1. Complete EPA’s construction inspector training course and pass the exam, or
2. Hold a current valid construction inspection certification or license from a program that, at a minimum, covers principles and practices of erosion control and pollution prevention practices at construction sites; proper installation and maintenance of erosion and sediment controls and pollution prevention practices used at construction sites; and performance of inspections, including the proper completion of required reports and documentation.

EPA’s construction inspection training course and exam are now available for use by any interested individual. The course is available at https://www.epa.gov/npdes/construction-inspection-training-course. Although the 2022 CGP’s new training requirements do not take effect until February 17, 2023, interested individuals are welcome to complete the EPA course any time prior to that date. The training is provided at no cost to the public.

If an individual completes the EPA course and passes the exam, that person will be considered qualified to conduct inspections under Part 4 of the 2022 CGP, and will be provided with documentation showing their successful completion of the EPA course. The course is being provided in both English and Spanish; the Spanish language version will be available in late 2022.

IHMM Launches Scholarship Program

IHMM is pleased to announce the launch of the  IHMM Scholarship program.

The Institute of Hazardous Materials Management is pleased to have created $32,000 in academic scholarships, divided equally between $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student CHMMs, and $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student ASHMs.

IHMM seeks to foster the growth and academic success of students whose courses of education, and participation in one of our Student certifications, will lead to those students becoming fully-certified IHMM credential holders later in their professional lives.

The 2022 deadline for submitting applications to the IHMM Scholarship Committee is October 15, 2022!

IHMM Fellows Becoming Mentors

IHMM Fellows Committee Chair Atanu Das, CHMM, is leading the effort within the IHMM Collaboration networking platform to provide instruction to the more than 75 IHMM Fellows in becoming mentors.

Given the extraordinary experience Fellows have, this is a unique opportunity for IHMM Fellows to help guide more recent certificants in their professional development activities.
