What Is a “529” Plan – How Does It Work – Why IHMM Certificants Benefit

On July 4, 2025, President Trump signed into law a major workforce development victory championed by the Tomorrow’s Workforce Coalition, of which IHMM is proud to be a member. This landmark legislation expands the permissible uses of 529 plans to include certain expenses associated with earning and maintaining professional certifications—an important step forward for credentialed professionals, employers, and the future of America’s skilled workforce.

A 529 plan is a powerful tax-advantaged savings tool created under Section 529 of the Internal Revenue Code to help individuals and families prepare for future education and career-development costs. Traditionally associated with college expenses, 529 plans are administered by states or eligible educational institutions and provide valuable tax benefits when funds are used for qualified expenses. With this new expansion, 529 plans can now play an even greater role in helping professionals invest in the credentials that demonstrate competence, advance careers, strengthen industries, and protect public health, safety, and the environment.

Oakland University Joins the IHMM Student ASHM Program

Oakland University EHS and MSSM programs are proud to partner with the Institute of Hazardous Materials Management (IHMM) and be recognized as an IHMM-approved undergraduate and graduate school.

Enrollment in an IHMM-approved undergraduate or graduate school with a minimum of 30 credit hours of associated undergraduate school courses allows students to apply for the Student Associate Safety and Health Manager (ST/ASHM) designation.

IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM Drafts Comments on EPA Ethylene Oxide Rule – AHMMs, CHMMs, CHMPs, CSHMs, CSMPs

Deadline: May 1, 2026

EPA has proposed to reconsider its 2024 ethylene oxide rule for commercial sterilization facilities. The proposal would rescind the 2024 rule’s risk-based standards under Clean Air Act section 112(f)(2), relax some control and monitoring requirements, remove the permanent total enclosure requirement, and retain certain technology-based standards. EPA says the changes would reduce compliance costs and help protect medical-device sterilization capacity, but it also acknowledges increased ethylene oxide emissions and resulting health disbenefits. IHMM’s comments support technical fixes and practical compliance flexibility, while opposing unjustified rollbacks and urging legally durable, science-based protections that safeguard workers, nearby communities, and the environment.

IHMM outlines the roles of AHMMs, CHMMs, CHMPs, CSHMs, and CSMPs in implementing this proposed rule and in environmental and workplace safety and protection.

IHMM Preparing Comments OSHA Walking-Working Proposed Rule

Deadline June 5, 2026

The proposal is narrow on its face, but potentially important in practice. OSHA is proposing to amend 29 C.F.R. § 1910.28(b)(9) by deleting the current November 18, 2036, compliance deadline that would otherwise require all fixed ladders extending more than 24 feet above a lower level to be equipped with a personal fall arrest system or ladder safety system. Under the proposal, existing pre-November 19, 2018 fixed ladders could continue to be equipped with a personal fall arrest system, ladder safety system, cage, or well, while new ladders and replaced ladder sections would still have to use a personal fall arrest system or ladder safety system.

OSHA is also expressly seeking comment on a broader alternative: whether it should go further and allow cages or wells to remain an acceptable long-term compliance option instead of requiring personal fall arrest or ladder safety systems on all such ladders.

DOJ-FTC Seek New Antitrust Guidance: Why It Matters to Nonprofits and Business

DOJ-FTC Letter of Inquiry

The Department of Justice and Federal Trade Commission have issued a joint public inquiry seeking comment on whether to replace the withdrawn 2000 competitor-collaboration guidelines with modern guidance for businesses and nonprofits that work together while still competing in some respects. The inquiry is important because many collaborations are lawful and beneficial, but others can create antitrust risk, especially in areas like joint licensing, conditional dealing, algorithmic pricing, data sharing, and labor collaborations.

IHMM’s comments urged the agencies to provide practical, example-driven guidance and adopt a narrowly tailored safe harbor for nonprofit mission-related information sharing with strong antitrust safeguards.

Workplace Safety News This Week: April 22-27, 2026

For the week of April 22–27, 2026, federal workplace safety developments centered on fall protection, whistleblower rights, and prevention culture.

OSHA cited a Florida roofing company after one worker died and another was seriously injured in a fall from a two-story residence. OSHA alleged the employer willfully allowed employees to work more than 20 feet high without personal fall protection, failed to train workers on fall hazards, and lacked a hazard communication program, proposing $172,324 in penalties.

The Department of Labor also ordered a New Mexico inspection company to reinstate and compensate an inspector fired after using stop-work authority and reporting pipeline-safety concerns during natural gas pipeline installation in Oklahoma. OSHA found retaliation under the Pipeline Safety Improvement Act and ordered more than $35,000 in back wages, interest, and damages.

NIOSH’s April communications emphasized Workers Memorial Day, firefighter safety, respirator approval, health hazard evaluations, coal-worker surveillance, and prevention research, reinforcing the federal policy link between enforcement and evidence-based worker protection.

Together, these developments show continued federal focus on fatal fall prevention, anti-retaliation enforcement, and occupational health research.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

What is a Safety Stand-Down?

A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign!   In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

For the week of April 22–27, 2026, North American dangerous-goods regulation was marked by international harmonization planning, interpretive clarification, standards-based Canadian oversight, and Mexico’s continued tightening of hazardous-cargo controls. The week did not produce a sweeping new hazmat code, but it did produce several legally important signals for shippers, carriers, and compliance professionals.

United States

PHMSA’s most important hazmat action this week was its April 22 notice of 2026 public meetings on international standards for the transport of dangerous goods. PHMSA announced meetings tied to the UN Sub-Committee of Experts on the Transport of Dangerous Goods and the ICAO Dangerous Goods Panel, including work on the 25th Revised Edition of the UN Model Regulations, which may be implemented into domestic and international rules beginning January 1, 2029. This is significant because it places U.S. stakeholders directly into the next UN/ICAO amendment cycle.

PHMSA also issued an April 23 interpretation concerning intermediate bulk containers (IBCs) connected by hoses to an induction tank while still on a motor vehicle. The interpretation addresses how the HMR apply when hazardous material is discharged from IBCs while they remain on the transport vehicle, an important clarification for agricultural, utility, fuel, and industrial service operations using mobile transfer systems.

Separately, DOT/PHMSA announced the opening of a new LNG Safety Center on April 22. While principally connected to energy infrastructure and LNG safety, it is relevant to hazardous materials transportation because LNG supply chains involve high-consequence hazardous cargo, emergency-response planning, and multimodal risk.

National Youth Violence Prevention Week

National Youth Violence Prevention Week is a moment to recognize the ongoing, collective work of creating environments where young people can thrive, and a reminder that that work is making a difference. For us at the NCSS, that work is year-round, and it’s shaped by educators, administrators, families, and community partners, including you.

For those working in schools, spring brings a familiar urgency to this work. Youth violence tends to increase as the school year winds down, making this week a particularly meaningful time to come together around what’s working.

This year, we wanted to uplift the work happening in communities across the country. That’s the idea behind From the Field, a new video series where we sit down with school safety practitioners to hear about the work they’re doing, the challenges they’ve navigated, and the wins worth sharing. Our first video, “From the Field: Expanding Student Support and Community Partnerships,” will be available 5/6.
