IHMM At Environmental Compliance Navigator 2024 Conference

September 9-10, 2024, Nashville, Tennessee

IHMM will be exhibiting at the 2024 Environmental Compliance Navigator Conference in Nashville, Tennessee on September 9-10, 2024.

Creating the systems necessary to ensure uninterrupted compliance remains a challenge for US facilities. The environmental code of federal regulations is 16,687 pages, longer than the entire tax code and safety regulations combined. New requirements, evolving agency regulatory interpretations, facility backsliding, personnel turnover, and operational changes present a dynamic challenge.

Nearly 16,000 U.S. facilities have current environmental violations, and more than 4,000 currently have significant violations. Over the past three years, EPA has cited more than 27,000 facilities for environmental violations. Enforcement last year resulted in more than $700 million in penalties and restitution (a 58% increase over the previous year) and 199 criminal cases (up 70%). EPA is hiring more than 300 additional inspectors, attorneys, and technical staff this year.

IHMM Fellows Committee Chair Atanu Das, CHMM, is leading the effort within the IHMM Collaboration networking platform to engage both 26 IHMM Fellows as Mentors and anyone who seeks some assistance as Mentees.

Given the extraordinary experience Fellows have, this is a unique opportunity for IHMM Fellows to help guide more recent certificants in their professional development activities. This article from ASAE magazine outlines how a mentoring program can become more successful – engagement!

IHMM’s Collaboration platform contains a “Mentor Match” module [see below at right] that allows mentors to signup designating the hours, number of mentees, subject areas, and length of time they wish to mentor – as well as allowing mentees to signup requesting assistance in specified areas. IHMM Proposes Changes in Government Recognition of Credentials

IHMM Signs Letter Opposing Reductions in OSH Worker’s Pay – The IHMM Government Affairs Committee has agreed to sign a coalition letter opposing reductions in pay for IH and OSH employees. Here is the coalition letter we signed.

IHMM submitted comments on OSHA Advisory Committee on Construction Safety and Health (ACCSH): Notice of Meetings concerning OSHA-2024-0002-0007, and highlighted the creation of IHMM’s Certified Pandemic Preparedness Specialist [CPPS] credential.

State of Maine Department of Environmental Protection is proposing to update Chapter 851, Standards for Generators of Hazardous Waste. In the current regulation, work is required by a professional engineer. IHMM is proposing to include an environmental professional as defined by 40 CFR §312.10.

DNC Platform Previews Democratic Policy Priorities. The Democratic Party held its national convention this week in Chicago, Illinois, and workplace issues featured prominently in the party’s agenda. These workplace issues will undoubtedly be a focus of the Harris/Walz presidential campaign leading up to Election Day, and they will likely be policy priorities in the event that the Democratic ticket wins the White House in 2025. Here are a few tidbits that we picked up during the convention:

  • Labor Unions.
    • Political appointments. Officials from labor unions such as the AFL-CIO, United Autoworkers, Communications Workers of America, Service Employees International Union, Laborers’ International Union of North America, and the International Brotherhood of Electrical Workers all had brief speaking opportunities at the Democratic National Convention. This wasn’t a surprise, given that the 2024 Democratic Party Platform proclaims that the Biden administration has been the most “pro-union Administration in history” and notes that “President Biden named staunch labor allies and former union leaders to positions across the government.” A Harris/Walz administration would likely continue this relationship with organized labor.
    • Legislation. The platform states, “Democrats will keep fighting to pass the Protecting the Right to Organize (PRO) Act … and to hold abusive bosses accountable for violating workers’ rights.” It goes on to state, “We oppose state right-to-work laws, which drive down wages and leave workers unsafe; and we support penalizing employers who engage in union busting.”
    • Top-down organizing. The platform alludes to aligning union priorities—such as so-called neutrality agreements—with federal assistance programs. (“Consistent with the law, we will ensure that federal grants and other assistance to employers are contingent on recipients committing to not interfering with workers’ efforts to form a union.”)
  • Federal contractors. The platform touts the administration’s final rule on project labor agreements, and hints that a Harris/Walz administration would push for some form of federal contractor “blacklisting”: “Democrats will continue to create strong labor standards for jobs created with taxpayer dollars through legislation and with strong Buy American rules.”
  • Workplace Safety / Wage and Hour. The platform maintains that Democrats will “strengthen enforcement and penalties for safety, wage, and other labor and employment violations.” Obviously, this means stricter enforcement on the ground, but it could also allude to pushing for passage of bills like the PRO Act or the “Labor Enforcement to Securely (LET’S) Protect Workers Act.”
  • Immigration. According to the platform, Democrats will continue to push the U.S. Citizenship Act, which was introduced very early in the Biden administration but didn’t gain traction. The most recent U.S. House of Representatives version of the bill has 118 cosponsors and there is no companion bill in the U.S. Senate.

Suffice it to say, a Harris/Walz administration would, at a minimum, seek to continue the union-friendly policies of the current administration.

Court Blocks FTC Ban on Non-Competes. On August 20, 2024, the U.S. District Court for the Northern District of Texas enjoined the Federal Trade Commission (FTC) from enforcing its ban on non-compete agreements, which was scheduled to go into effect on September 4, 2024. The court determined that the rule not only exceeded the FTC’s statutory authority, but it was arbitrary and capricious because it was “based on inconsistent and flawed empirical evidence, fail[ed] to consider the positive benefits of non-compete agreements, and disregard[ed] the substantial body of evidence supporting these agreements.” This week’s action is unlikely to be the final word on the matter, as the FTC may appeal the decision and there are ongoing challenges in Pennsylvania and FloridaJames M. Barrett and Sean C. Urich have the details.

USCIS Releases “Parole in Place” Proposal. On August 20, 2024, the U.S. Department of Homeland Security (DHS) issued a notice implementing President Biden’s “parole in place” policy announced on June 18, 2024. The notice, which refers to the new process as “Keeping Families Together,” establishes a streamlined procedure by which certain noncitizen spouses and stepchildren of U.S. citizens can apply for adjustment of status to lawful permanent resident (LPR) while remaining in the United States. Currently, such individuals seeking LPR status must first depart the United States and apply for an immigrant visa at a U.S. embassy or consulate abroad.

To take advantage of this new process, a noncitizen spouse of a U.S. citizen must:

  • “Be present in the United States without admission or parole”;
  • “Have been continuously physically present in the United States since at least June 17, 2014 through the date of filing the parole in place request”;
  • “Have a legally valid marriage to a U.S. citizen on or before June 17, 2024”;
  • “Have no disqualifying criminal history”; and
  • “Submit biometrics, undergo required background checks and national security, public safety, and border security vetting, and be found not to pose a threat to national security or public safety.”

A requestor who is the stepchild of a U.S. citizen must:

  • “Be present in the United States without admission or parole”;
  • “Have a parent who entered into a legally valid marriage with a U.S. citizen on or before June 17, 2024 and before the child’s 18th birthday”;
  • “Have been continuously physically present in the United States since at least June 17, 2024 through the date of filing”;
  • “Have no disqualifying criminal history”; and
  • “Submit biometrics, undergo required background checks and national security and public safety vetting, and be found not to pose a threat to national security or public safety.”

This new process became effective on August 19, 2024.

Expected Changes for IATA DGR 2025

As we move into the second half of 2024, shippers of dangerous goods should be getting prepared for the new United Nations biennium. What’s that? The UN updates their model regulations, the UN Recommendations on the Transport of Dangerous Goods, on a regular two-year basis, and January 1, 2025, will be the start of a new cycle. If you ship by air, that means that you will have to be prepared for some significant updates, and if you don’t, your shipment may get left behind as non-compliant.

Fortunately, the governing body for commercial air carriers, the International Air Transport Association (IATA) has given us a preview of anticipated changes in the IATA Dangerous Goods Regulations (DGR) Appendix H. So, let’s take a look at what will likely be changed for next year. Note, of course, that these are proposed changes – IATA can decide to drop some controversial plans or add new changes before the final printing.

However, it’s likely that the following changes will be put into the 2025 edition of the DGR as they appear here.

FMCSA Aligns HMSP Regulations with CVSA Standards for Radioactive Material Inspections

The agency amended its Hazardous Materials Safety Permits (HMSP) regulations to incorporate by reference the updated Commercial Vehicle Safety Alliance (CVSA) handbook containing inspection procedures and Out-of-Service Criteria (OOSC) for inspections of shipments of transuranic waste and highway route-controlled quantities (HRCQs) of radioactive material (RAM). The OOSC provide enforcement personnel nationwide, including FMCSA’s State partners, with uniform enforcement tolerances for inspections. Through this final rule, FMCSA incorporates by reference the April 1, 2024, edition effective September 20, 2024.

Planning Ahead for Tax Reform in 2025

Earlier this month, the ASAE Board approved a strategic investment to allow ASAE to take the lead in advocating for associations as Congress shapes a tax reform package next year.

  • Sweeping Trump-era tax breaks established in the 2017 Tax Cuts and Jobs Act (TCJA) will expire in 2025.
  • This sets the table for a major tax reform battle in Congress.
  • There is disconcerting talk on Capitol Hill about targeting associations and other tax-exempt organizations for additional tax revenue.
  • This poses a significant threat to our community and we will need your support to fight off this legislative attack.

EPA Updates Safer Choice and DfE Standard

The U.S. Environmental Protection Agency (EPA) announced on August 8, 2024, the availability of the final updated Safer Choice and Design for the Environment (DfE) Standard (the Standard). 89 Fed. Reg. 64915. According to EPA, the update includes a name change to the title of the Standard, a revision to the packaging criteria, a new certification for cleaning service providers, a new provision allowing for preterm partnership termination under exceptional circumstances, and the addition of several product and functional use class requirements. EPA states that “Safer Choice helps consumers, businesses, and purchasers find products that perform and contain ingredients that are safer for human health and the environment.” DfE is a similar program that helps consumers and commercial buyers identify antimicrobial products that meet the health and safety standards of the normal pesticide registration process required by the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), as well as other EPA DfE criteria. EPA Promulgates Routine Methods Update Rule

On April 16, 2024, EPA promulgated a rule that updates its list of approved methods for measuring pollutants in wastewater and waterbodies under the Clean Water Act (CWA) (see Federal Register notice for the final Methods Update Rule). Industrial facilities, municipal wastewater treatment plants, and state governments use approved methods to identify the types and amounts of pollutants regulated under the CWA. This action adds new methods to Part 136 of Title 40 of the Code of Federal Regulations (CFR) and makes minor editorial or procedural changes to some existing methods that are already promulgated in 40 CFR Part 136.

How does this action help the regulated community?

Often, regulated entities have a choice in deciding which approved method they will use to measure a pollutant because more than one approved method is available under 40 CFR Part 136. This rulemaking increases flexibility by providing additional methods from which to select. New methods added under the Alternate Test Procedure (ATP) program reflect innovative technologies that are cheaper, faster, or greener than the other approved methods for that same parameter. This rule imposes no regulatory requirements or costs on any person or entity. The use of alternate methods is voluntary.

Is EPA required to establish analytical methods?

Yes, CWA Section 304(h) requires EPA to establish analytical methods to measure pollutants in NPDES permit applications and for reports required under NPDES permits. These CWA methods are found in 40 CFR Part 136 and are used to implement the NPDES program. This action proposes minor updates to 40 CFR Part 136.

What would EPA’s updates change?

The proposed changes are minor technical changes and clarifications to improve existing methods, new and/or revised methods published by voluntary consensus standard bodies (such as ASTM International and the Standard Methods Committee) that EPA seeks to publish in Part 136, and methods EPA has reviewed under its ATP program and found to be comparable to one or more methods currently in Part 136.

EPA Publishes NPDES Whole Effluent Toxicity Permit Writers’ Manual

On July 23, 2024, EPA published the National Pollutant Discharge Elimination System (NPDES) Whole Effluent Toxicity (WET) Permit Writers’ Manual, which provides the NPDES permit writer with information and resources that support writing NPDES permit WET requirements. This manual was designed for the NPDES permit writer, whether new to or experienced with the NPDES program, or anyone else interested in learning about the regulatory, programmatic, and technical aspects of developing and implementing WET provisions in an NPDES permit. It summarizes recommendations and requirements for developing NPDES WET permit requirements based on EPA guidance, policy, and regulations, as well as the Clean Water Act.

Maine Seeks Comments on Concept Draft Language for PFAS in Products Rule

The Maine Department of Environmental Protection (MDEP) announced on August 5, 2024, that its Per- and Polyfluoroalkyl Substances (PFAS) in Products Program has developed new concept draft language to implement the recently amended Title 38, Section 1614, the section addressing PFAS in products. MDEP has made the concept draft language available for an informal outreach process until August 30, 2024. After the informal outreach process, MDEP plans to proceed with rulemaking in fall 2024. According to MDEP, there will be an opportunity for public comment on a proposed draft rule during the rulemaking process. For more information, please read the full memorandum.

EPA Begins 90-Day Comment Period on Proposed High-Priority Substance Designations for Five Chemicals

The U.S. Environmental Protection Agency (EPA) announced on July 25, 2024, that it is proposing to designate acetaldehyde, acrylonitrile, benzenamine, vinyl chloride, and 4,4-methylene bis(2-chloroaniline) (MBOCA) as high-priority substances (HPS) for risk evaluation under the Toxic Substances Control Act (TSCA). 89 Fed. Reg. 60420. EPA is providing a 90-day comment period, during which interested persons may submit comments on the proposed designations of these chemicals as HPSs for risk evaluation. EPA states that it is interested in comments that would inform the exposure and hazard assessments and the identification of conditions of use (COU) for these chemicals.

Comments are due October 23, 2024.

As reported in our December 27, 2023, memorandum, in December 2023, EPA began the process to prioritize these five chemicals for risk evaluation. EPA requested relevant information for each, including but not limited to, the chemical’s hazard and exposure potential; the chemical’s persistence and bioaccumulation; potentially exposed or susceptible subpopulations relevant to the prioritization; whether there is any storage of the chemical near significant sources of drinking water; the chemical’s COUs or significant changes in COUs, including information regarding trade names; the chemical’s production volume or significant changes in production volume; and any other information relevant to the potential risks of the chemical that might be relevant to the designation of the chemical’s priority for risk evaluation. Professional Certification Coalition

IHMM is a member of the PCC. The PCC monitors state and federal legislative and regulatory activity affecting professional certification on an ongoing basis. The PCC has compiled several “Watchlists” identifying and analyzing provisions in pending legislation at both the state and federal level that, under applicable rules, may still be enacted in the current legislative session.  Depending on the carry-over rules in the relevant legislature, the charts listing current legislation may include bills introduced in a prior year.  In addition, the PCC compiles a chart of enacted legislation that affects certification each year. The charts include hyperlinks to every bill or executive order. Note that the Watchlist and the Enacted Legislation document do not include profession-specific legislation and do not include regulatory initiatives. The charts will be updated as needed based on new developments.

September is National Suicide Prevention Month

September is National Suicide Prevention Month, and September 9-13 is Construction Suicide Prevention Week, an annual event promoting awareness of the unique challenges faced by construction workers, how they can contribute to mental health challenges, including suicide risk, and what can be done to reduce risk and save lives.  Available resources include videos, toolbox talks, a social media toolkit and a sample Stand-Down agenda, and participants are encouraged to register their participation. Government Shutdown Threat Looms in September

The House adjourned last Thursday until mid-September with only five of 12 annual spending passed, ensuring that a short-term continuing resolution will be needed to avoid a government shutdown at the end of September.

What’s next: The Senate hasn’t passed any spending bills and will be adjourned next week. Speaker Mike Johnson (R-LA) vowed earlier in the year not to pass any more stopgap funding bills but will have little choice when Congress is back in session.

  • Johnson has reportedly not decided whether he prefers the House to pass a CR until December or January.

Some House conservatives want to push it to January when they hope former President Trump will be back in office.

What they’re saying: “There’s a lot of different ideas on the table and we’re trying to work through that – what makes the most sense,” Johnson said. “There’s good arguments for different approaches.”

Effective Utility Management (EUM), based on the Attributes of Effectively Managed Utilities, developed by utilities for utilities, is the most widely used water utility management framework in the country. First issued in 2008, and endorsed by EPA and other water associations, a modernized version of the EUM Primer has just been released by the EPA Office of Wastewater Management and the Collaborating Organizations listed below.

In support of the roll-out for the modernized EUM Primer, the EPA Office of Wastewater Management is hosting two webinars on the updates that have been made to the EUM Primer. The webinars will not only inform you of the changes that have been made to the EUM Primer, but you will also learn the first steps for implementing EUM at your utility and will also have the opportunity to ask questions of the EUM Steering Group who participated in the modernization process.

OSHA Emergency Response Standard Hearing

The Occupational Safety and Health Administration (OSHA) issued a notice scheduling an informal public hearing on its proposed rule ‘‘Emergency Response Standard’’ mentioned in the email below. The public hearing will begin on November 12, 2024, at 9:30 a.m., Eastern Time (ET), and will be held virtually. Information on how to access the informal hearing will be posted shortly at https://www.osha.gov/emergency-response/rulemaking.

National Emission Standards for Hazardous Air Pollutants From Hazardous Waste Combustors Malfunction and Electronic Reporting Amendments

The Environmental Protection Agency (EPA) is proposing to amend the National Emission Standards for Hazardous Air Pollutants (NESHAP) from Hazardous Waste Combustors (HWC) to remove the exemptions and revise other provisions associated with emission standard exemptions for periods of malfunction, to add electronic reporting provisions, to amend emergency safety vent provisions, and to correct other minor provisions. The removal of the exemption for periods of malfunction is predicated on the previous vacatur of emission standard exemptions for periods of startup, shutdown, and malfunction (SSM) from the applicable general provisions. We are also proposing to remove or revise some associated requirements that are unnecessary, inappropriate, or redundant in the absence of the malfunction exemption, such as in recordkeeping and reporting. Emission standards will apply during periods of malfunction as required under the Clean Air Act (CAA). The addition of electronic reporting provisions will provide for simplified reporting by sources and will enhance the availability of data on sources to the EPA and the public. In addition, the EPA is proposing amendments to emergency safety vent provisions and one correction to the rule to correct an inadvertent error in the Code of Federal Regulations (CFR) related to the use of Method 23 to determine compliance with the dioxin and furan standards.

OSHA Heat Standard Coming

The Occupational Safety and Health Administration (OSHA) has released a proposed rule that would protect approximately 36 million workers in indoor and outdoor work settings from extreme heat. The proposed rule would require employers to develop an injury and illness prevention plan to control heat hazards in workplaces affected by excessive heat. Among other things, the plan would require employers to evaluate heat risks and — when heat increases risks to workers — implement requirements for drinking water, rest breaks and control of indoor heat. It would also require a plan to protect new or returning workers unaccustomed to working in high heat conditions.

Perhaps the biggest takeaway is a new requirement that affected employers (there’s a list of exemptions, which are mostly office and telework employee related) must develop and deploy a written heat safety plan. Once the formal proposal is published, there will be a comment period and plenty of opportunity to provide feedback to OSHA before any rule is finalized.

Notice of Public Meetings: International Standards on the Transport of Dangerous Goods

PHMSA’s OHMS will be hosting public forums in advance of four international meetings to allow the public to give input on current proposals being considered by the International Civil Aviation Organization’s (ICAO) Dangerous Goods Panel (DGP) and the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG). The international meetings include:

  • ICAO TDG Working Group 24 (WG/24), tentatively scheduled for October, in Montreal, Canada.
  • The 65th session of the UNSCOE TDG, scheduled for November 25 to December 3, 2024, in Geneva, Switzerland.

Each of these public meetings will be held approximately two weeks before the corresponding international meeting at U.S. Department of Transportation (DOT) Headquarters in Washington, DC (1200 New Jersey Avenue SE, West Building), with a remote participation option available. Specific information for each meeting, including date, time, conference call-in number, and details for advance registration will be posted when available on PHMSA’s website under “Upcoming Events.

Planning for a Confined Space Rescue

In 1993, more than thirty years ago, OSHA published its standard codifying procedures and mandating use of a permit system for entering confined spaces in general industry, 29 Code of Federal Regulations 1910.146. In 2015, OSHA published 29 CFR 1926, Subpart AA, which expanded the requirements for use of a permit-based system for confined space entries to include the construction industry. In addition to these OSHA standards, organizations such as the National Fire Protection Association and the American National Standards Institute have published best practice guidelines such as NFPA 350, Guide for Safe Confined Space Entry and Work and ANSI/ASSP Z117, Safety Requirements for Entering Confined Spaces to provide additional guidance.

IHMM Credential Recognition

The highest priority of IHMM’s Government Affairs Committee is the recognition of IHMM’s credentials by government. We have made substantial progress in the two years we have undertaken this endeavor, as outlined in detail here > https://ihmm.org/credential-recognition/

In this project we have 45-in-5, increasing the number of states that recognize IHMM credentials.

  • We have already succeeded in 13 states – New York, Connecticut, Pennsylvania, Indiana, California, Colorado, Nebraska, Minnesota, Arkansas, Oklahoma. Ohio, North Dakota, and Georgia. [Red states in the map above]. These are states where IHMM credentials are cited or 40 CFR 312.10 is cited by reference.
  • We have partially succeeded in another 16 states – Alaska, Hawaii, Idaho, Montana, Arizona, Kansas, Iowa, Missouri, Illinois, Kentucky, Florida, Delaware, Rhode Island, Massachusetts, Vermont, and Maine. [Orange/Black Stripe states in the map above] These are states where the requirements of an “environmental professional” or QEP are cited that coincide with an IHMM credential so that relatively little work would need to be done to clarify the desired outcome.
  • We have 21 states where no reference to an IHMM credential is made in either statute or regulation, nor is there anything defined in the area of an environmental professional. These states will require legislation or regulatory work. [Yellow states in the map above].

in January 2022 Gene Guilford released the 40 CFR § 312.10 EPA regulation that states a private certification that meets or exceeds the requirements of the regulation is an Environmental Professional under the regulation. Here is the crosswalk between the 40 CFR § 312.10 EPA regulation and the Certified Hazardous Materials Manager [CHMM] blueprint. The CHMM meets or exceeds the requirements of an Environmental Professional.

Here’s what we ask each volunteer to do:

  • Watch legislative and regulatory developments in your state that provide an opportunity for us to create amendments or other interventions
  • Be willing to speak with regulators and legislators in your area about the recognition efforts we craft together

10 Facts About the State of Workplace Safety in the U.S.

While U.S. workplace safety has improved since the passage of the landmark Occupational Safety and Health (OSH) Act in 1970, progress has recently stalled — even as enduring problems like safety inequity continue and new hazards emerge.

The comprehensive annual report, “Death on the Job: The Toll of Neglect, 2024” published by the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) covers the state of workplace safety in the U.S., highlighting several key issues:

  • Black and Latino workers are at greater risk for injury, illness or death on the job.
  • New and worsening hazards such as workplace violence, heat and infectious disease must be addressed to reduce their growing threat to workplace safety and well-being.
  • Job safety agencies have been flat-funded for years, not even keeping up with inflation. Employees and resources have shrunk as responsibilities have grown.
  • The OSH Act is more than 50 years old now and needs updates, particularly to its whistleblower programs and protections, and to strengthen criminal prosecution and penalties.
  • Workplace injuries and illnesses remain underreported and costly, and changes to data reporting obscure the true scope of these problems.

IHMM and HMS Tie Exam Preparation Together for Applicants

Every IHMM certification that requires an examination has a section of its website entitled Examination Preparation.

Connected to the Examination Preparation panel is a companion panel that is Find a Course to Prepare for the Exam.

You see the Find a Course to Prepare for the Exam panel from the CHMM site at left.

When you click on the Find a Course to Prepare for the Exam panel it takes the applicant directly to the HMS site where all CHMM prep courses may be found and chosen.

For the 420 CHMM applicants IHMM had on July 30, 2024, all 420 applicants looking for CHMM prep courses could see and choose their favored CHMM exam prep course. If your course is not on the HMS platform, none of the 420 CHMM applicants could find you.

HMS Makes Finding Courses to Earn CMPs Easy

Every year more than 1,600 IHMM certificants have to recertify their credentials, evidenced their continuing commitment to improvement and learning to elevate their professional credential.

Earning Certification Maintenance Points [CMPs] is illustrated under Recertification of Your Credential, that includes the Recertification Claims Manual – Appendix A, that details all of the ways a certificant may earn CMPs > https://ihmm.org/recertification-claims/

Having mastered that manual, how does an IHMM certificant find courses to earn CMPs?

HMS has made that simple and easy.

  1. Go to https://hazmatsociety.org/education-training/
  2. Scroll down until you see a row of buttons…click on the CMPs button

The system will then generate all of the courses on the HMS E&T platform with IHMM CMPs already attached.

The next developments by the HMS E&T committee will refine available courses’ CMPs by individual credential!

HMS Certified Dangerous Goods Professional [CDGP] Exam Prep

The Columbia Southern University/HMS CDGP prep course is found here on the Hazardous Materials Society [HMS] education and training website > https://hazmatsociety.org/training/ce-1112-cdgp-exam-prep/2022-02-02/

The CSU CDGP exam prep course is delivered entirely online and may be initiated by any CDGP applicant at any time. The CDGP applicant has up to 10 weeks to complete the prep course, though an extension of the 10 weeks may be requested from CSU directly. The CSU CDGP exam prep course contains 8 modules covering the 4 principle texts involved in the CDGP exam, as follows:

  • UN Recommendations on the Transport of Dangerous Goods, and
  • International Civil Aviation Organization’s Technical Instructions (ICAO TI), and
  • International Air Transport Association’s Dangerous Goods Regulations (IATA DGR), and the
  • International Maritime Organization’s Dangerous Goods Code (IMDG Code).
