After receiving a recommendation from the IHMM Fellows Nominating Committee, on Friday August 18, 2023 the IHMM Board voted to bestow one of the Institute’s highest honorary designations on two new worthy candidates.
IHMM Names Warren K. Brown, CSHM, a Fellow of the Institute
William M. Diesslin, Chair of the Board of the Institute of Hazardous Materials Management, is pleased to announce that the IHMM Board of Directors has named Warren K. Brown, CSHM, of Fairborn, Ohio as a Fellow of the Institute. Being designated a Fellow of the Institute is one of the highest awards recognizing life-long contributions to the Institute and the environment, health, and safety professions and community of practice. Warren K. Brown has been a Certified Safety and Health Manager [CSHM] since 2000 and throughout his 23-year service to the profession has exemplified extraordinary integrity and volunteer service. Warren now serves on the IHMM ASHM Committee and Professional Standards Committee, where he encourages recent college graduates to participate in workplace safety certifications enriching their futures as well as enforcing the IHMM Code of Ethics.

IHMM Names Sarath Seneviratne, CHMM, a Fellow of the Institute
William M. Sarath has been a Certified Hazardous Materials Manager [CHMM] since 1992. For the past 31 years, Sarath has achieved great distinction in service to the Transportation Security Administration as an Occupational Safety Health Manager and is a health expert in chemical, physical, and biological safety programs. As a uniformed commissioned officer in the U.S. Public Health Service [retired], and U.S. Army, Sarath is assigned as a HAZMAT advisor to the Armed Forces Radiobiology Research Institute (Defense Nuclear
Agency).

Michael R. Howe, CSHM, CSSM – Experienced Environmental Health & Safety Manager at Riverland Community College, Austin, Minnesota. Primary career responsibilities within industry (e.g., manufacturing), and Education/Academics (e.g., Community & Technical College) for: EHS management, regulatory consultation and compliance, security and protective services, loss prevention, emergency preparedness and response, strategic planning and continuity-of-operations, ISO 9001 certification, leadership, employee management, progressive discipline, training & development, and other related HR functions.
With IHMM, Michael is the Steering Committee Chair for, “Certified School Safety Manager (CSSM) & Certified School Safety Specialist (CSSS) Credentials.” – (Start 2020). As the primary leader of the CSSM-CSSS committee, Michael worked with us to take a credential that had no blueprint and no examination and with his committee created both from square one, leading to the launch of the Certified School Safety Manager (CSSM) credential just before Memorial Day, 2023. Eric C. Vega, CSHM – works as a safety officer for Puerto Rico OSHA and has conducted Safety and Health inspections for more than 15 years, during this period he investigated many companies to evaluate if they where complying with safety and health rules as stated by PROSHA, he investigated accidents and fatalities as part of his job. After been involved for more than 15 years as a safety officer, he started a new role as a San Juan Area Director for the PROSHA program. As part of he new position he is the person who directs the biggest PROSHA office in Puerto Rico, as part of that he verifies the work of approximately 8 Compliance Safety Officers.
Eric is a leader in Puerto Rico working with IHMM on credential recognition and his efforts are deeply appreciated, both for his tireless work on workplace safety and for credential recognition, for which IHMM is proud to award Eric the IHMM Excellence in EHS Management recognition for 2022.
IHMM to Launch the Certified Pandemic Preparedness Specialist [CPPS] Credential
The Institute is pleased to announce that it is in the final stages of completing the examination for a new credential, the Certified Pandemic Preparedness Specialist [CPPS]. IHMM thanks the Microcredential Task Force for having worked for over 18 months in creating this credential, done so as public health experts believe that the world was not well prepared for the COVID pandemic and is likely not well prepared for the next pandemic.
In July 2023 the Biden Administration created the Office of Pandemic Preparedness and Response Policy (OPPR). This will be a permanent office in the Executive Office of the President (EOP) charged with leading, coordinating, and implementing actions related to preparedness for, and response to, known and unknown biological threats or pathogens that could lead to a pandemic or to significant public health-related disruptions in the United States. OPPR will take over the duties of the current COVID-19 Response Team and Mpox Team at the White House and will continue to coordinate and develop policies and priorities related to pandemic preparedness and response.

Congress May Kick Appropriations Can to December. Like many of us, our elected federal legislators have grown more comfortable with working remotely. That is why this week, even though the U.S. Congress was out on its August recess, there were some developments with regard to funding the federal government beyond the current September 30, 2023, deadline. Leadership in both the U.S. House of Representatives and U.S. Senate indicated this week that when they returned to Washington, D.C., in September, they would likely move a continuing resolution to extend the current federal funding levels into early December of this year. So, while this addresses the immediate problem, it kicks the debate further down the road. We’ve seen this movie before: according to the Congressional Research Service, Congress has had to use a continuing resolution in forty-four of the last forty-seven fiscal years. The last year the government was funded through regular appropriations acts was 1997.
Foxx Guarding the Labor Agencies. Republicans in the House continue to use their oversight authority to scrutinize the regulatory and enforcement practices of the U.S. Department of Labor (DOL) and the National Labor Relations Board (NLRB).
- Rulemaking at DOL. Following the recent flurry of regulatory activity coming out of the DOL (e.g., the Occupational Safety and Health Administration’s injury and illness reporting regulation, the Office of Federal Contract Compliance Programs’ discrimination regulation, and the Wage and Hour Division’s changes to the regulations issued under the Davis-Bacon and Related Acts ), this week, Representative Virginia Foxx (R-NC), chair of the Committee on Education and the Workforce, and Representative Kevin Kiley (R-CA), chair of the Subcommittee on Workforce Protections, sent a letter to Acting Secretary of Labor Julie Su raising questions about the DOL’s adherence to proper rulemaking procedures. The letter specifically addresses the DOL’s alleged failures to adequately assess the impacts of certain rules on small businesses: “By failing to analyze the effects on small businesses adequately,” the letter states, “DOL is undermining confidence in its rulemakings and engaging in rule by executive fiat.” Representatives Foxx and Kiley concluded their letter by requesting information about the alleged regulatory missteps and formally asking Acting Secretary Su how she plans to resolve any procedural issues related to the DOL’s much-anticipated independent contractor rule.
- Alleged Board election misconduct. Also this week, Representative Foxx continued to press the NLRB for information relating to alleged “misconduct by NLRB officials in representation elections and the NLRB’s responses when such misconduct occurs.” The letter follows up on the results of a committee subpoena issued to an NLRB whistleblower. The letter states: “In total, the whistleblower provided the Committee with more than 500 pages of information that shows questionable conduct and improper actions by NLRB officials in 33 representation elections. Unfortunately, these instances were not limited to a single officer or region; the misconduct was widespread, covering 15 NLRB regions.”
Note that these inquiries are coming at a time, as discussed above, when federal legislators are debating funding levels for federal agencies.
MSHA Extends Silica Rule Comment Due Date. The Mine Safety and Health Administration (MSHA) has extended the deadline for the public to submit comments on its proposed respirable crystalline silica standard. The original deadline was August 28, 2023, but MSHA has pushed that date back to September 11, 2023, “in order to provide stakeholders and interested parties an additional 15 days to review the proposal and prepare comments.” It is unlikely that this extra fifteen days will have a substantial impact on the timing of the issuance of any final standard.
SECURE 2.0 Comments. On August 11, 2023, the Employee Benefits Security Administration published a request for information (RFI) “to solicit public feedback and to begin developing a public record for a number of provisions of [SECURE 2.0] that impact the reporting and disclosure framework of the Employee Retirement Income Security Act of 1974 (ERISA).” The RFI seeks input regarding, among other issues:
- pooled employer plans;
- emergency savings accounts linked to individual account plans;
- performance benchmarks for asset allocation funds;
- defined contribution plan fee disclosure improvements;
- eliminating unnecessary plan requirements related to unenrolled participants;
- the requirement to provide paper statements in certain cases;
- consolidation of defined contribution plan notices;
- information needed for financial options risk mitigation; and
- defined benefit annual funding notices.
Comments are due by October 10, 2023.
EPA’s Spring 2023 Unified Agenda Includes PFAS Rulemakings
The U.S. Environmental Protection Agency’s (EPA) spring 2023 Unified Agenda, published on June 13, 2023, includes the following rulemakings concerning per- and polyfluoroalkyl substances (PFAS). Prerule and Proposed Rule Stage
- Addressing PFAS in the Environment (RIN: 2050-AH25): On October 18, 2021, EPA released its PFAS Strategic Roadmap, building on and accelerating implementation of existing plans to address PFAS and committing to new policies to address PFAS in the environment. EPA published an advanced notice of proposed rulemaking (ANPRM) in which it sought public input on further PFAS-related designations under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). EPA Will Hold Webinar on Reviews of New PFAS and New Uses of Existing PFAS
The U.S. Environmental Protection Agency (EPA) will hold a webinar on September 6, 2023, on its new framework (the Framework) for addressing new per- and polyfluoroalkyl substances (PFAS) and new uses of existing PFAS under the Toxic Substances Control Act (TSCA). According to EPA, the Framework outlines EPA’s planned approach when reviewing new PFAS and new uses of existing PFAS to ensure that, if allowed to enter into commerce, they will not be harmful to human health and the environment. EPA states that the Framework supports the Biden Administration’s commitment to address the impacts of PFAS and advances EPA’s PFAS Strategic Roadmap to confront the human health and environmental risks of PFAS. Registration for the webinar is open. The Framework outlines EPA’s planned approach when reviewing new PFAS and new uses of PFAS to ensure that, before these chemicals are allowed to enter into commerce, EPA will undertake an extensive evaluation to ensure they pose no harm to human health and the environment. Under TSCA Section 5, EPA is required to review new chemicals, including new PFAS and new uses of PFAS, within 90 days, assess the potential risks to human health and the environment of the chemical, and make one of five possible risk determinations. When potential risks are identified, EPA must take action to mitigate those risks before the chemical can enter commerce. For more information, please read the full memorandum.
IATA 65th Edition: Significant Changes and Amendments
The 65th edition of the IATA Dangerous Goods Regulations incorporates all amendments made by the IATA Dangerous Goods Board and includes addenda issued by ICAO to the content of the 2023–2024 edition of the ICAO Technical Instructions. The following list is intended to assist the user to identify the main changes introduced in this edition and must not be considered an exhaustive listing. The changes have been prefaced by the section or subsection in which the change occurs.

PHMSA Seeks Comment on Initiatives to Modernize the HMR
On July 5, 2023, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published an advance notice of proposed rulemaking (ANPRM) to solicit stakeholder feedback on initiatives PHMSA is considering that may modernize the Hazardous Materials Regulations (HMR) and improve efficiencies while maintaining or improving a current high level of safety. 88 Fed. Reg. 43016. To engage fully with stakeholders, the ANPRM solicits comments and input on questions related to 46 distinct topics under consideration. PHMSA states that it will use any comments, data, and information received “to evaluate and potentially draft proposed amendments.”
Comments are due October 3, 2023. PHMSA notes that it “will consider late-filed comments to the extent possible.” This memorandum provides more information on several of the topics under consideration: non-bulk packaging, intermediate bulk container (IBC), and large packaging periodic retest extension; aerosol classification alignment; requirements for damaged, defective, or recalled lithium cells and batteries; and 49 C.F.R. Section 173.150 ethyl alcohol exception. It includes highlights of PHMSA’s questions on these topics. National Environmental Policy Act Implementing Regulations Revisions Phase 2
The Council on Environmental Quality (CEQ) is proposing this “Bipartisan Permitting Reform Implementation Rule” to revise its regulations for implementing the procedural provisions of the National Environmental Policy Act (NEPA), including to implement the Fiscal Responsibility Act’s amendments to NEPA. CEQ proposes the revisions to provide for an effective environmental review process that promotes better decision making; ensure full and fair public involvement; provide for an efficient process and regulatory certainty; and provide for sound decision making grounded in science, including consideration of relevant environmental, climate change, and environmental justice effects. CEQ proposes these changes to better align the provisions with CEQ’s extensive experience implementing NEPA; CEQ’s perspective on how NEPA can best inform agency decision making; longstanding Federal agency experience and practice; NEPA’s statutory text and purpose, including making decisions informed by science; and case law interpreting NEPA’s requirements. CEQ invites comments on the proposed revisions.

EPA Selects Final National Enforcement and Compliance Initiatives
After proposing new National Enforcement and Compliance Initiatives (NECI) in January and considering comments from states, tribes, NGOs and other parties, newly confirmed Environmental Protection Agency (EPA) enforcement chief David Uhlmann announced Thursday the adoption of three new NECIs and one modified NECI for the 2023-2027 cycle.
The EPA selects NECIs to guide the EPA and delegated states’ deployment of criminal and civil enforcement resources. The initiatives are selected based on the need to address serious and widespread environmental issues and significant violations impacting human health and the environment, particularly in overburdened and vulnerable communities. The agency also considers where federal enforcement authorities, resources, and expertise are needed and ensures the initiatives are consistent with the EPA’s strategic plan.

Health Canada Begins Consultation on Proposed New Requirements for Consumer Chemical Products under the CCPSA
Health Canada has begun a consultation on a proposal to introduce new requirements for consumer chemical products under the Canada Consumer Product Safety Act (CCPSA). Health Canada states that many substances found in consumer chemical products, like household cleaning products, have been linked to human health hazards of concern (HHHOC) such as carcinogens, mutagens, and reproductive toxicants. The proposed new requirements include the introduction of classification criteria for HHHOCs, information disclosure requirements, and additional protections for the health and safety of people in Canada. Health Canada will use the public comments to inform next steps, which may include a cost-benefit analysis of the proposal and future consultations. Health Canada notes that any future regulatory proposal would be pre-published in the Canada Gazette, Part I for further stakeholder consultation. Comments are due October 9, 2023. NPDES BASIC PERMIT WRITERS’ COURSE
Virtual Guided Learning
August 24, 2023 – September 28, 2023
The U.S. EPA is pleased to announce the opening of registration for the the National Pollutant Discharge Elimination System (NPDES) Basic Permit Writers’ Virtual Guided Learning Courses starting on August 24, 2023, with a morning and afternoon session running for five weeks.
The objective of this course is to provide the basic regulatory framework and technical considerations that support the development of wastewater discharge permits required under the NPDES program. The course was designed for permit writers with about six months to one year of experience in the NPDES program, but experienced permit writers wanting a refresher course and other water program staff or interested parties wanting to learn more about the NPDES program also are welcome.
The 5-week course will begin on Thursday, August 24, 2023. Participants should anticipate a time commitment of approximately 8-10 hours per week and should seek supervisor approval before signing up. The course is scheduled to conclude on September 28th, however a “rain date” of October 5th should be reserved by the participants in case of technical issues.
Each week, participants will have assigned “homework” consisting of NPDES online modules and permit exercises. These modules and exercises will then be discussed in a live virtual classroom setting on Tuesday and Thursday of each week. Participants will have the opportunity to join live office hour discussions with instructors and other participants each Tuesday as well. Participants will be expected to complete some pre-course assignments the week of August 21st prior to the course start.

EPA Drops Reconsideration Of Trump Ozone Limit, Citing CASAC Criticisms
In a blow to environmentalists, EPA Administrator Michael Regan has dropped the agency’s contested reconsideration of Trump-era ozone standards and started a new statutory review, citing questions by his hand-picked advisers about the underlying science, and pushing the issue beyond the end of President Joe Biden’s current term.
In an Aug. 18 letter to Elizabeth Sheppard, chair of the Clean Air Scientific Advisory Committee (CASAC), Regan justifies the decision based on misgivings that the panel expressed regarding EPA’s analysis of the science behind agency staff’s suggestion that the current ozone national ambient air quality standards (NAAQS) should once more remain unchanged.
“I have instructed my staff to immediately announce a new review of the ozone NAAQS, as well as the underlying air-quality criteria, and to complete this review as expeditiously as possible, while also upholding the scientific integrity and rigor of the NAAQS review process and providing opportunities for public input and engagement,” Regan writes.
Requiring a new review of “air quality criteria” means EPA will start from scratch with a fresh integrated science assessment (ISA), a time-consuming process that will push the outcome of a new regular review well beyond the end of 2024, when EPA had hoped to conclude its reconsideration.

Pipeline Safety Research and Development Forum 2023 – Registration OPEN 8/8-10/20
The mission of the Pipeline and Hazardous Materials Safety Administration (PHMSA) is to protect people and the environment by advancing the safe transportation of energy products and other hazardous materials that are essential to our daily lives. In helping with this advancement, PHMSA Pipeline Safety Research and Development (R&D) Forum is held periodically to generate a national research agenda that identifies technical challenges, fosters solutions to improve pipeline safety and protect the environment, and provides a venue for information exchange among key stakeholders, including the public, states, other federal agencies, industry, and international colleagues. The meeting and forum are open to the public; those who wish to attend must register on the meeting website, including their names and organizational affiliation.
The forum will be held October 31–November 1, 2023, from 8:00 a.m. to 4:30 p.m. Online preregistration are open on Tuesday, August 8, 2023, and close on Friday, October 20, 2023. The forum will be held in person at the Westin Crystal City Reagan National Airport, 1800 Richmond Highway, Arlington, Virginia 22202. There will be a webcast of the opening remarks, including the technical presentations on Day 1.

OMB Completes WOTUS Review, Teeing Up Likely Industry Challenges
The White House Office of Management and Budget (OMB) has completed its review of the Biden administration’s final rule defining “waters of the United States” (WOTUS) as a result of the Supreme Court ruling in Sackett v. EPA, clearing the way for the rule’s release and likely new challenges from industry groups concerned over its narrow scope and amendment process.
The final rule, to be issued jointly by EPA and the Army Corps of Engineers, cleared OMB review on Aug. 17, exactly one month since it was sent to OMB, and coming just weeks before officials’ Sept. 1 target release date, as outlined in litigation over the administration’s January 2023 Clean Water Act (CWA) rule.
EPA and other officials have not yet provided significant details about the rule’s content though they have told stakeholders, lawmakers and courts that they intend to issue a “good cause” final rule that “surgically” amends portions of its rule issued earlier this year to account for Sackett.
EPA water chief Radhika Fox told a July 13 House hearing that EPA and the Corps plan to issue the upcoming rule under “good cause” authority, which allows agencies to enact final rules without taking comment on a proposed version of limited cases where the agency has “good cause” to believe that such a process would be “impracticable, unnecessary, or contrary to the public interest.”
Environmentalists Brace For Long Fight Over Petition To List CWA Pollutants
Environmentalists are bracing for a lengthy legal battle with EPA over their recently filed petition seeking to add more than 1,000 chemicals to the list of regulated pollutants under the Clean Water Act (CWA), echoing their decades-long fight to get the agency to regulate invasive species and other pollutants in ballast water under the law.
“EPA was just entirely resistant; they wouldn’t do anything and basically didn’t want to get involved,” says Nina Bell, executive director of Northwest Environmental Advocates (NWEA), who led the ultimately successful effort to force EPA to regulate invasive species in ships’ ballast water, and who is leading the new effort to force EPA to update the list of CWA regulated pollutants.
“And so, from my perspective, the way they handled that, over all those years, I mean I’m used to settling cases with EPA, I’m used to litigating cases with EPA. But it was really disheartening to see their resistance to using their authority to make water quality better, and I don’t really have any expectations that they’ll treat this one any differently,” she says.
At issue is the July 31 petition filed by NWEA and the Center for Biological Diversity (CBD) pressing EPA to update the list of regulated pollutants for the first time in 47 years.

Professional Certification Coalition
IHMM is a member of the PCC. The PCC monitors state and federal legislative and regulatory activity affecting professional certification on an ongoing basis. The PCC has compiled several “Watchlists” identifying and analyzing provisions in pending legislation at both the state and federal level that, under applicable rules, may still be enacted in the current legislative session. Depending on the carry-over rules in the relevant legislature, the charts listing current legislation may include bills introduced in a prior year. In addition, the PCC compiles each year a chart of enacted legislation that affects certification. The charts include hyperlinks to every bill or executive order. Note that the Watchlist and the Enacted Legislation document do not include profession-specific legislation and do not include regulatory initiatives. The charts will be updated as needed based on new developments.

IHMM Credential Recognition
The highest priority of IHMM’s Government Affairs Committee is the recognition of IHMM’s credentials by government. We have made substantial progress in the two years we have undertaken this endeavor, as outlined in detail here > https://ihmm.org/credential-recognition/
In this project we have 45-in-5, increasing the number of states that recognize IHMM credentials.
- We have already succeeded in 13 states – New York, Connecticut, Pennsylvania, Indiana, California, Colorado, Nebraska, Minnesota, Arkansas, Oklahoma. Ohio, North Dakota, and Georgia. [Red states in the map above]. These are states where IHMM credentials are cited or 40 CFR 312.10 is cited by reference.
- We have partially succeeded in another 16 states – Alaska, Hawaii, Idaho, Montana, Arizona, Kansas, Iowa, Missouri, Illinois, Kentucky, Florida, Delaware, Rhode Island, Massachusetts, Vermont, and Maine. [Orange/Black Stripe states in the map above] These are states where the requirements of an “environmental professional” or QEP are cited that coincide with an IHMM credential so that relatively little work would need to be done to clarify the desired outcome.
- We have 21 states where no reference to an IHMM credential is made in either statute or regulation, nor is there anything defined in the area of an environmental professional. These states will require legislation or regulatory work. [Yellow states in the map above].
in January 2022 Gene Guilford released the 40 CFR § 312.10 EPA regulation that states a private certification that meets or exceeds the requirements of the regulation is an Environmental Professional under the regulation. Here is the crosswalk between the 40 CFR § 312.10 EPA regulation and the Certified Hazardous Materials Manager [CHMM] blueprint. The CHMM meets or exceeds the requirements of an Environmental Professional.
Here’s what we ask each volunteer to do:
- Watch legislative and regulatory developments in your state that provide an opportunity for us to create amendments or other interventions
- Be willing to speak with regulators and legislators in your area about the recognition efforts we craft together
Regulatory Updates
PHMSA’s Office of Hazardous Materials Safety will be hosting public forums in advance of four international meetings, to allow the public to give input on current proposals being considered by the International Civil Aviation Organization’s (ICAO) Dangerous Goods Panel (DGP) and the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG). The international meetings include:
- The 29th session of the ICAO TDG, scheduled for November 13 to 17, 2023, in Montreal, Canada
- The 63rd session of the UNSCOE TDG, scheduled for November 27 to December 6, 2023, in Geneva, Switzerland
Each of these public meetings will be held approximately two weeks before the corresponding international meeting. Specific information for each meeting, including date, time, conference call-in number, and details for advance registration will be posted when available on the PHMSA website under “Upcoming Events.” These meetings will be virtual, with hybrid options available as possible, pending public health guidelines.

HM-265A: Modernizing Regulations to Improve Safety and Efficiency

On July 5, 2023, PHMSA published the Advance Notice of Proposed Rulemaking (ANPRM) “HM-265A: Modernizing Regulations to Improve Safety and Efficiency” to the Federal Register. Based on feedback from industry stakeholders, internal PHMSA review, NTSB safety recommendations, and modal safety partners, the ANPRM addresses 46 separate areas where the requirements of the HMR may need to be updated to increase efficiency while improving safety. Topics addressed in the ANPRM include those related to UN Performance Oriented Package testing, tank car safety, hazardous material employee training, and updates to incorporated by reference documents, among others.

HM-263: FAST Act Requirements for Real-Time Train Consist Information
On June 27, PHMSA published a new Notice of Proposed Rulemaking (NPRM) aimed at improving public safety and preventing environmental impacts by strengthening requirements governing railroads’ provision of hazardous materials information to responders during a hazmat incident. This proposal is a response to mandates in the Fixing America’s Surface Transportation (FAST) Act and a recommendation from the National Transportation Safety Board (NTSB).
The proposal would require all railroads to always maintain — and update in real-time — accurate, electronic information about rail hazmat shipments in a train consist that would be accessible to authorized emergency response personnel. Required information would include the quantity and position of the shipment on the train, the shipment’s origin and destination, and a designated emergency point of contact at the railroad. Railroads would also be required to proactively “push” that information to authorized local first response personnel as soon as the railroad is aware of an accident involving any hazardous materials.

The Institute of Hazardous Materials Management is pleased to have created $32,000 in academic scholarships, divided equally between $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student CHMMs, and $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student ASHMs.
IHMM seeks to foster the growth and academic success of students whose courses of education, and participation in one of our Student certifications, will lead to those students becoming fully-certified IHMM credential holders later in their professional lives.

Respiratory Protection Program Management – Susan Harwood Training Grant

This training course is intended to educate participants on the requirements of developing and implementing a compliant Respiratory Protection Program. The focus of this course will be on topics related to preparation for an infectious disease pandemic. At the end of this training the attendee should be able to:
1) Manage an effective respiratory protection program through proficient application of 29 CFR 1910.134
2) Compare potential routes of exposure
3) Identify and implement potential controls (engineering, administrative, and PPE)
4) List the equipment needed to support fit testing
5) Explain the difference between qualitative and quantitative fit testing
6) Discuss the different types of respiratory protection available
7) Demonstrate correct donning/doffing of respiratory protection
This training course is 7.5 hours and participants will receive a certificate of completion that may be suitable for professional certification maintenance (CSP, CIH, CHMM, CHSP, etc.).
This course will provide 7.5 Continuing Nursing Education (CNE) contact hours. Accreditation statement: University of Texas Medical Branch at Galveston is approved with distinction as a provider of nursing continuing professional development by Louisiana State Nurses Association – Approver, an accredited approver by the American Nurses Credentialing Center’s Commission on Accreditation. This training is FREE for employees and federal, state, county, and local government employees involved in DOT HazMat Shipping, Receiving and Handling via Ground, Air, and Vessel Transportation.
The workshop curriculum is in accordance with 49 CFR § 172.704 for General Awareness, Function-Specific, Safety, and Security Awareness training requirements. Class size is limited to 10-15 students with mask/social distancing protocols, so act fast. Minimum of 6 attendees is needed to confirm the class.

Having mastered that manual, how does an IHMM certificant find courses to earn CMPs?
HMS has made that simple and easy.

The system will then generate all of the courses on the HMS E&T platform with IHMM CMPs already attached.
The next developments by the HMS E&T committee will refine available courses’ CMPs by individual credential!
HMS Certified Dangerous Goods Professional [CDGP] Exam Prep
The Columbia Southern University/HMS CDGP prep course is found here on the Hazardous Materials Society [HMS] education and training website > https://hazmatsociety.org/training/ce-1112-cdgp-exam-prep/2022-02-02/
The CSU CDGP exam prep course is delivered entirely online and may be initiated by any CDGP applicant at any time. The CDGP applicant has up to 10 weeks to complete the prep course, though an extension of the 10 weeks may be requested from CSU directly. The CSU CDGP exam prep course contains 8 modules covering the 4 principle texts involved in the CDGP exam, as follows:
- UN Recommendations on the Transport of Dangerous Goods, and
- International Civil Aviation Organization’s Technical Instructions (ICAO TI), and
- International Air Transport Association’s Dangerous Goods Regulations (IATA DGR), and the
- International Maritime Organization’s Dangerous Goods Code (IMDG Code).

Applications for the 2023 HMS Scholarship Awards Now Open
The HMS scholarship award is given annually to undergraduate and graduate students whose academic program and research studies have the potential to address the most serious issues in handling hazardous materials, dangerous goods, environmental issues, health & safety challenges. Applicants must be U.S. citizens or permanent residents enrolled in accredited U.S. academic institutions.
DEADLINE TO SUBMIT SCHOLARSHIP AWARD APPLICATIONS IS December 1, 2023. All submissions and associated materials must be submitted using the online form.
Scholarship Winners Will Be Announced at the HMS Annual Meeting.

One of the most important projects of the Hazardous Materials Society is our Scholarship Program.
HMS wants to make it as easy as possible for those who cannot always afford to participate in pursuing certification, or keeping up with professional development, or attending great conferences and receiving outstanding training. HMS does not solicit contributions from the general public. HMS does ask IHMM’s certificants and their companies and our education and training vendors to consider a contribution.
