Rich Cartwright, CHMM
We are deeply saddened to learn today of Rich Cartwright’s passing. Our sincerest condolences go out to Rich’s family and many friends in communities of practice far and wide that Rich touched over more than 40 years as an environmental professional.
Rich was one of the original Certified Hazardous Materials Managers [CHMM] in March of 1985.
A leader in the environmental and association fields for more than 40 years, Rich held positions with the Alliance of Hazardous Materials Professionals [AHMP], the Institute of Hazardous Materials Management [IHMM], Senior Vice President and Owner at MECX, family man, mentor and friend to thousands who knew him and helped. His endless contributions to the Hazardous Materials Management (HMM) Industry and the fact that he was a recipient of the prestigious, “Pete Cook Founders Award” for distinguished lifetime leadership, dedicated service and professional achievement within the HMM profession, made him the ideal go-to person for anyone wanting to succeed in the profession.
Rich Cartwright was a consummate networking professional. His enthusiasm in connecting people in the environmental world is unmatched in anyone’s experience. The connections he makes benefit everyone involved.
Rich will be sadly missed by everyone who knew him and had the pleasure of working with him.

House Republicans to Begin Reconciliation Markup After Recess
House Republicans are preparing to begin marking up their reconciliation package as soon as Congress returns from its two-week recess, with key action expected to start the week of April 28.
Speaker Mike Johnson (R-LA) and Senate Majority Leader John Thune (R-SD) are aiming to complete the package before Memorial Day, setting up a high-stakes legislative sprint.
What they’re saying: “By clearing this critical hurdle, House committees can now work in tandem with Senate committees to swiftly prepare their respective parts of the reconciliation bill, keeping us on track for markups during the next work period,” Johnson said. “This process will require close consultation with the White House to ensure that the final bill reflects our shared priorities, resulting in a product that can pass both chambers and be signed into law by President Trump.”
What’s next: Because tax legislation must originate in the House, several key committees — including Judiciary, Homeland Security, and Armed Services — are expected to lead the initial markup efforts, according to Punchbowl News. The influential Ways and Means Committee is likely to follow later.
This legislative momentum comes after the House approved the Senate’s amended budget resolution last week, clearing a major procedural hurdle. That vote provided GOP leaders with the vehicle they need to fast-track President Trump’s policy priorities — including sweeping initiatives on border security, tax reform, and domestic energy — without the threat of a Democratic filibuster in the Senate.
However, differences are unresolved between the House and Senate over fiscal strategy, particularly around the cost of extending the 2017 Trump-era tax cuts. The Senate’s plan relies on a “current policy baseline,” a budget tactic that assumes expiring provisions will be extended without adding to the deficit — effectively masking a nearly $4 trillion cost.
To secure passage of the budget resolution, House GOP leaders had to navigate intense internal negotiations.
- Many conservatives withheld support until they received assurances that the Senate would pursue more aggressive spending cuts.
- Now, with the reconciliation pathway cleared, Republicans must translate broad policy goals into detailed legislative language — all while keeping their coalition intact across both chambers.

Each year, the National Safety Council, with input from several associated stakeholders, including IHMM, develops an occupational safety and health congressional appropriations letter for organizations to sign onto. With Congress beginning to work on tax legislation in 2025, ASAE has launched the Community Impact Coalition — a unified initiative dedicated to educating the 119th Congress about the social and economic benefits of associations, charities, and other tax-exempt organizations. IHMM is a member of the Steering Committee of the Coalition.
The Community Impact Coalition is a national group of 99 organizations formed this year to represent the non-profit community in light of unprecedented attempts to find new sources of federal revenue to finance tax reform.
The Community Impact Coalition is committed to ensuring that lawmakers understand the value of 501(c) organizations and advocating against proposals that would eliminate their tax-exempt status. The Dr. John H Frick Memorial IHMM Scholarship Program – Accepting Applications in September 2025
The Institute of Hazardous Materials Management is pleased to have created $32,000 in academic scholarships, divided equally between $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student CHMMs, and $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student ASHMs.
IHMM seeks to foster the growth and academic success of students whose courses of education, and participation in one of our Student certifications, will lead to those students becoming fully-certified IHMM credential holders later in their professional lives.

- IHMM Sent a letter to the U.S. Department of the Interior, National Park Service, concerning the uses of professionally credentialed persons performing work for the Park Service.
- IHMM Signs Letter Opposing Reductions in OSH Worker’s Pay – The IHMM Government Affairs Committee has agreed to sign a coalition letter opposing reductions in pay for IH and OSH employees.
- IHMM submitted comments on OSHA Advisory Committee on Construction Safety and Health (ACCSH): Notice of Meetings concerning OSHA-2024-0002-0007, and highlighted the creation of IHMM’s Certified Pandemic Preparedness Specialist [CPPS] credential.
- State of Maine Department of Environmental Protection is proposing to update Chapter 851, Standards for Generators of Hazardous Waste. In the current regulation, work is required by a professional engineer. IHMM is proposing to include an environmental professional as defined by 40 CFR §312.10.

Judson Dean Joins Review Commission as Administrative Law Judge
Judson Dean has been appointed an administrative law judge with the Occupational Safety and Health Review Commission. Dean is one of five ALJs working in the Washington office and one of 12 in OSHRC’s three offices. Previously, he was a senior trial attorney in the Department of Labor Office of the Solicitor for more than 20 years.
“During that time, he litigated some of the most significant and complex cases before OSHRC administrative law judges and gained the highest degree of respect for the vital role they play in adjudicating citations” issued by OSHA, a press release from OSHRC states.

Participate in National Work Zone Awareness Week Events April 21 – 25
This week, the Federal Highway Administration (FHWA) and its safety stakeholders are raising work zone safety awareness. Several events are occurring during National Work Zone Awareness Week (NWZAW). On April 23rd, we would like organizations, companies, institutions and individuals to wear orange and share work zone safety messages by using hashtags #NWZAW and #Orange4Safety throughout social media. The North Carolina DOT developed social media images that could be used on your social media channels to promote NWZAW
The number of fatal highway worker injuries have decreased from 124 in 2018 to 94 in 2022. FHWA will continue to promote safety in work zones to sustain this trend. Smart Work Zones Technologies can improve safety by dynamically warning approaching drivers about the presence of slow-moving construction vehicles entering or exiting work spaces among high-speed traffic, thereby improving safety for workers and the public. U.S. Healthcare Supply Chains Face Looming Crisis Amid Escalating Tariffs
The tariffs are expected to cause shortages and double-digit cost increases in life-saving medical equipment and pharmaceuticals.
A recent survey by Black Book Research has revealed alarming developments for U.S. healthcare providers, payers, and patients, as new tariffs implemented by President Donald Trump threaten to destabilize critical medical supply chains. The mounting trade war and additional penalties on imports are expected to lead to significant price hikes and potential shortages of essential medical devices and pharmaceuticals.
According to the survey, 88% of healthcare executives predict an 18% increase in the cost of medical equipment by Q4 2025, while 94% anticipate a staggering 33% rise in prices for critical devices. These hikes are attributed to tariffs on products imported from China and the EU, both of which play key roles in the U.S. healthcare supply chain.
US DOT Procedural Requirements Memorandum
The Interested Parties (IP) Group recently drew attention to the US DOT Procedural Requirements Memorandum issued in March. This is an insightful legal document outlining the definitions and procedural requirements for DOT enforcement actions. Prepared by Acting DOT General Counsel Gregory Cote, this memorandum is expected to be released to the public soon. It clarifies the procedures for both administrative and judicial enforcement actions initiated by the Department of Transportation (DOT), ensuring that these actions align with due process principles and comply with lawful, reasonable, and consistent Administration policies. Professional Certification Coalition
Congress has started working and among our priorities is the Freedom to Invest in Tomorrow’s Workforce Act that we started in the last Congress. This legislation would allow IRS 529 plans to use proceeds for certain certification-related expenses. We expect that bill to be introduced the first week of February, and we have also received strong signals that the legislation will be in the coming reconciliation package. Very hopeful signs.
IHMM is a member of the PCC. The PCC monitors state and federal legislative and regulatory activity affecting professional certification on an ongoing basis.
IHMM will participate in the March 5, 2025, Member Meeting and Capitol Hill Advocacy Day.

The Tomorrow’s Workforce Coalition, led by the American Society of Association Executives (ASAE), and the Professional Certification Coalition (PCC), and on which IHMM is a member of the TWC Steering Committee, recently surpassed 900 member organizations that represent more than 50 different industries across the country.
The Tomorrow’s Workforce Coalition supports the bipartisan, bicameral Freedom to Invest in Tomorrow’s Workforce Act (S. 756 / H.R. 1151), which would expand qualified expenses under 529 savings plans to include postsecondary training and credentialing, such as licenses and nongovernmental certifications; it would provide valuable tax-advantaged resources to more workers pursuing career growth, mid-career changes or alternative career pathways.
H.R. 1151 has 122 co-sponsors in the House. S 756 has 3 co-sponsors in the Senate. IHMM’s Executive Director Gene Guilford, CAE was on Capitol Hill in March working with the coalition on meeting with Members of Congress to co-sponsor the legislation.

Standing With NIOSH
Earlier this month, we learned the harsh news that staffing cuts will effectively dismantle NIOSH. Once the shock wore off, our first thoughts were with the dedicated workers at the institute whose careers have been disrupted. They, like so many OEHS professionals, view their work as a calling and are passionate about protecting workers. Having to abandon research, investigations, guidance documents, and other vital work they’ve undertaken is as much a personal loss for them as it is a general loss for us all.
These sentiments lead to our next concerns: the OEHS profession itself and the workers who depend on it. For so many years, NIOSH has been the world’s foremost research entity dedicated to occupational health and safety. Its work has influenced guidance not only in the United States but in many other countries. To mention just one example, the COVID-19 pandemic recently demonstrated the tremendous importance of the NIOSH National Personal Protective Technology Laboratory’s respirator approval process. As some practitioners have observed, replacing this essential function will be no small feat—and it is just one program among many whose shuttering will have consequences far into the future.
IHMM Credential Recognition
The highest priority of IHMM’s Government Affairs Committee is the recognition of IHMM’s credentials by government. We have made substantial progress in the two years we have undertaken this endeavor, as outlined in detail here > https://ihmm.org/credential-recognition/
In this project we have 45-in-5, increasing the number of states that recognize IHMM credentials.
- We have already succeeded in 13 states – New York, Connecticut, Pennsylvania, Indiana, California, Colorado, Nebraska, Minnesota, Arkansas, Oklahoma. Ohio, North Dakota, and Georgia. [Red states in the map above]. These are states where IHMM credentials are cited or 40 CFR 312.10 is cited by reference.
- We have partially succeeded in another 16 states – Alaska, Hawaii, Idaho, Montana, Arizona, Kansas, Iowa, Missouri, Illinois, Kentucky, Florida, Delaware, Rhode Island, Massachusetts, Vermont, and Maine. [Orange/Black Stripe states in the map above] These are states where the requirements of an “environmental professional” or QEP are cited that coincide with an IHMM credential so that relatively little work would need to be done to clarify the desired outcome.
- We have 21 states where no reference to an IHMM credential is made in either statute or regulation, nor is there anything defined in the area of an environmental professional. These states will require legislation or regulatory work. [Yellow states in the map above].
in January 2022 Gene Guilford released the 40 CFR § 312.10 EPA regulation that states a private certification that meets or exceeds the requirements of the regulation is an Environmental Professional under the regulation. Here is the crosswalk between the 40 CFR § 312.10 EPA regulation and the Certified Hazardous Materials Manager [CHMM] blueprint. The CHMM meets or exceeds the requirements of an Environmental Professional.
Here’s what we ask each volunteer to do:
- Watch legislative and regulatory developments in your state that provide an opportunity for us to create amendments or other interventions.
- Be willing to speak with regulators and legislators in your area about the recognition efforts we craft together.

IHMM has a companion organization for presenting and delivering professional development programs. The IHMM Foundation is IHMM’s Professional Association, and the IHMM Foundation’s professional development website can be found here. These events are produced independently of IHMM, and their providers have no access to IHMM certification examinations or program information other than what is publicly available.
