INSIDE IHMM

IHMM Insider: February 2026

Whether you are just starting out in your career or are a seasoned professional serving the global environmental, health, and safety communities of practice, IHMM offers resources and professional credentials to help you advance and grow in your career.

Hear from one of IHMM’s Certificant Insiders on why they chose to pursue a credential through IHMM.

Q&A with IHMM Certificant Insider

Jonathan Massey, ASHM
Safety Manager
Innovative Refrigeration Systems, Inc.

What or who motivated you to earn an IHMM credential?

I’m motivated by protecting people and building stronger, more consistent safety programs. Earning the ASHM was a way to validate my knowledge, sharpen my skills, and keep raising the bar for how I support employees and leadership.

Are there any opportunities you’re looking forward to as a result of earning an IHMM credential?

I’m looking forward to taking on larger, more complex safety initiatives and contributing at a higher level, especially around management systems, risk reduction, and continuous improvement. It also helps strengthen credibility when partnering with leadership and field teams.

What would you say to someone who is considering earning an IHMM credential?

If you’re serious about safety as a career, it’s worth it. It helps you structure what you already know, identify gaps, and it signals to employers and peers that you’re committed to professional growth and doing the job the right way.

How did you approach the process of earning your credential (e.g., exam prep, experience documentation, professional development, etc.)?

The ASHM is eligibility-based, so I prepared by completing my Occupational Safety & Health degree and continuously applying those concepts on the job, while keeping my documentation and professional development organized and up to date.

Important Stories for IHMM Certificants

OSHA Introduces the Electrical Roll Up Initiative

The Occupational Safety and Health Administration (OSHA) is launching a new initiative focused on preventing electrical incidents resulting in injuries and fatalities. The Electrical Roll-Up Initiative:

  • highlights the need for construction sites to inspect electrical cords and Ground Fault Circuit Interrupters (GFCI), extension cords and power tool cords.
  • provides basic inspection and maintenance guidelines for construction contractors on common electrical issues related to extension cords and power tools.
  • allows participants to identify defective equipment during the “Roll-Up” and note the defect rate of equipment inspected and removed from service.

To support this, OSHA has developed a range of resources designed to educate workers on effective basic electrical safety practices to reduce the risk of incidents. These materials include:

  • “5 Things to Know” Poster: A one-page, easy-to-read document summarizing key electrical safety points for quick reference.
  • Toolbox Talk: A straightforward, no-tech resource designed for on-site reading. It covers essential electrical safety practices and is perfect for a quick discussion among workers.
  • PowerPoint Presentation: Tailored for trades workers, this presentation focuses on engaging employees directly, highlighting electrical safety in a relatable way. It can be fully customized with your company’s logo and materials, ensuring the content resonates with your team.
  • Logo: Designed as a visual reminder of the initiative’s importance, promoting safety and awareness, and intended for widespread distribution and sharing.

If you participate, please consider sharing your story on social media using the hashtag #ElectricalRollUp to help amplify the message. Thank you for your continued support in promoting this critical safety initiative. Together, we can make a meaningful difference in the construction industry and ensure the safety of all workers.

Environmental News for This Week

During the week February 22 through March 2, the U.S. environmental regulatory and compliance landscape continued to shift dramatically, with EPA deregulatory actions and major environmental emergencies carrying substantial legal and enforcement implications.

Most notably, the Environmental Protection Agency finalized the repeal of the 2009 Greenhouse Gas Endangerment Finding — the foundational basis under the Clean Air Act for federal regulation of greenhouse gas emissions from vehicles and engines. This final rule eliminates EPA’s authority to regulate GHG emissions from on-road vehicles, triggering likely litigation over statutory authority and public-health mandates.

EPA also repealed the Mercury and Air Toxics Standards (MATS) for coal-fired power plants, relaxing limits on toxic emissions such as mercury and arsenic — a move drawing legal challenge from environmental groups and raising compliance uncertainty for power sector operators.

In ongoing rulemaking, EPA is expected to finalize biofuel blending quotas and refinery obligation reallocations under the Renewable Fuel Standard (RFS) by the end of March, affecting compliance obligations for refiners and biofuel producers.

Externally, the Potomac River sewage spill remained a focal emergency response, with federal disaster assistance and continued EPA oversight of remediation efforts after hundreds of millions of gallons of wastewater entered the river.

Legal Implications: These developments introduce heightened litigation risk over statutory interpretation of the Clean Air Act, evolving emissions compliance duties, and acute environmental response obligations.

Workplace Safety News This Week

For the week of February 22 through March 2, 2026, federal workplace safety activity reflected continued emphasis on enforcement consistency, regulatory implementation, and occupational health research stability.

The U.S. Department of Labor (DOL) continued oversight of OSHA enforcement metrics amid ongoing congressional scrutiny regarding inspection targeting and resource allocation. Public reporting indicates that OSHA leadership reaffirmed its commitment to high-hazard industry inspections, particularly in construction, warehousing, and manufacturing, where fatality rates remain elevated. Enforcement press releases during the period focused on fall protection, trenching hazards, and machine guarding violations—longstanding priorities under OSHA’s Severe Violator Enforcement Program.

OSHA also continued implementation work related to the revised Hazard Communication Standard, with compliance guidance and stakeholder outreach efforts directed toward chemical manufacturers and downstream employers preparing for phased-in 2026 deadlines. Electronic injury and illness reporting obligations likewise remain a compliance focal point as employers prepare for the March submission window.

At the National Institute for Occupational Safety and Health (NIOSH), restored FY 2026 funding has stabilized staffing and research operations. NIOSH signaled continued work on occupational exposure limits, respiratory protection research, and construction fall-prevention initiatives, reinforcing its role as the federal government’s primary occupational health research body.

In stakeholder outreach, OSHA and NIOSH jointly announced the 13th annual National Safety Stand-Down to Prevent Falls in Construction scheduled for May 4–8, emphasizing fall hazard awareness and prevention as a legal compliance and risk-management priority. IHMM is a partner in the 13th Annual National Safety Stand-Down to Prevent Falls in Construction.

Collectively, these developments highlight active oversight of enforcement policy, continued agency guidance issuance, and congressional investment in occupational safety research and enforcement.

IHMM is a Premier Partner of the Falls 2026 Campaign

May 4-8, 2026
What is a Safety Stand-Down?

A Safety Stand-Down is a voluntary event for employers to talk directly to employees about safety. Any workplace can hold a stand-down by taking a break to focus on “Fall Hazards” and reinforcing the importance of “Fall Prevention”. Employers of companies not exposed to fall hazards can also use this opportunity to have a conversation with employees about the other job hazards they face, protective methods, and the company’s safety policies and goals. It can also be an opportunity for employees to talk to management about falls and other job hazards they see.

In the coming weeks, IHMM will be making materials available for the Falls 2026 Campaign!   In addition, IHMM is looking for 2 volunteers, each from a different construction company, who can tell a great story about how they prevent falls in construction.

Global DG Transport Regulatory Update This Week

IHMM Global DG Transport Compliance Matrix (2025–2026)
IHMM Certificant Compliance Checklist

Week of February 23-March 2, 2026

Executive summary

This week’s developments were dominated by (i) U.S. federal rulemaking and effective-date changes that directly affect fuel and international-harmonization compliance, and (ii) high-consequence roadway incidents in Chile and Ghana that are already driving tighter operational controls and enforcement attention in their regions. At the global level, the practical compliance baseline remains ADR 2025 under UNECE auspices and IMDG Code Amendment 42-24, now mandatory worldwide, with carriers continuing to harden acceptance rules on high-risk commodities like charcoal.

United States (PHMSA and modal partners): rulemaking + effective-date compliance

1) HM-215R Harmonization NPRM (comment clock running)

PHMSA’s NPRM “Hazardous Materials: Harmonization With International Standards” (HM-215R) remains the central U.S. development shaping multi-modal DG compliance. The proposal would align the HMR with updated international standards for proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air quantity limits, and vessel stowage—with comments due April 13, 2026.
Counsel’s note: Even before finalization, this NPRM is a strong signal that PHMSA expects regulated entities to maintain “functional alignment” with the international baseline (IMDG/ICAO/UN Model Regs) in classification and documentation controls—especially for shippers operating globally.

2) HM-265 fuel-transport burden-reduction rule: now effective (compliance inflection)

PHMSA’s final rule HM-265 (“Eliminating Unnecessary Regulatory Burdens on Fuel Transportation”) became effective February 13, 2026 (voluntary compliance began January 14, 2026).
Counsel’s note: For carriers and offerors in fuel supply chains, this is an immediate compliance-change event: SOPs, training references, shipping paper templates, and any internal “HMR crosswalk” tools should be updated to reflect the effective-date landscape and avoid internal-control mismatches during audits and enforcement inquiries.

Preparing for Possible Futures

By Abby Roberts

Uncertainty about the future has long been a common source of stress. In recent years, part of this anxiety has related to the impacts of new technologies, including artificial intelligence. Tom Koulopoulos, a futurist, author, inventor, professor, and entrepreneur, finds some concerns about AI reasonable. “AI and automation are expanding capability,” Koulopoulos wrote in an email to AIHA staff, “but they also raise new questions about accountability, trust, and oversight.”

In his closing keynote at AIHA Connect 2026, Koulopoulos will give attendees a glimpse at possible futures of work. “This keynote isn’t about predicting a single future—it’s about preparing for multiple plausible ones,” he wrote.
