IHMM Foundation Seeks to Expand CHMM-CSHM Professional Development Programs

As part of the IHMM Foundation’s continuing effort to strengthen the professional development ecosystem supporting our credentials, we recently completed a detailed comparison of the Certified Safety and Health Manager (CSHM) Blueprint and a detailed review comparing the Certified Hazardous Materials Manager (CHMM) Blueprint against the education and training programs currently available on the Foundation’s website.

These analyses—performed from both a credential integrity and workforce development perspective—identified several areas where additional course offerings would materially improve alignment with the CHMM and CSHM blueprint domains and subdomains.

The IHMM Foundation Professional Development Committee begins by working with the 29 education and training vendors we have worked with, giving preference to those vendors who are Friends of the Institute, to identify key programs to strengthen our course offerings.

IHMM Issues Draft Comments on the OSHA Walking-Working Proposed Rule

Deadline June 5, 2026

The proposal is narrow on its face, but potentially important in practice. OSHA is proposing to amend 29 C.F.R. § 1910.28(b)(9) by deleting the current November 18, 2036, compliance deadline that would otherwise require all fixed ladders extending more than 24 feet above a lower level to be equipped with a personal fall arrest system or ladder safety system. Under the proposal, existing pre-November 19, 2018 fixed ladders could continue to be equipped with a personal fall arrest system, ladder safety system, cage, or well, while new ladders and replaced ladder sections would still have to use a personal fall arrest system or ladder safety system.

 

Important Stories for IHMM Certificants

ISO 45001 and the Next Generation of Workplace Safety

ISO 45001 remains the international benchmark for occupational health and safety management systems. Its importance lies not in creating another paperwork exercise, but in giving employers a disciplined legal and operational framework for identifying hazards, controlling risk, involving workers, meeting legal obligations, preparing for emergencies, investigating incidents, and continually improving safety performance.

The pending revision of ISO 45001 signals that workplace safety is expanding beyond traditional physical hazards. Emerging expectations include stronger treatment of psychosocial risks, mental health, workplace culture, climate-related safety impacts, hybrid work, digital work environments, contractor control, supply-chain risk, leadership accountability, and the differing needs of diverse worker populations.

For employers, this matters because ISO 45001 can serve as evidence of due diligence, reasonable care, and systematic risk management. For safety professionals, it elevates their role from compliance support to enterprise risk leadership. For credential holders in safety, health, environmental, and hazardous materials disciplines, the revised standard will likely increase demand for professionals who can translate broad management-system requirements into practical workplace controls.

Organizations should begin preparing now through gap assessments, leadership briefings, contractor reviews, and stronger integration of health, safety, climate, and workforce-risk planning.

Environmental News for This Week: May 5-11, 2026

Workplace Safety News This Week: May 5-11, 2026

For the week of May 5–11, 2026, federal workplace safety activity centered less on new enforcement announcements and more on prevention, compliance assistance, and occupational-health research.

OSHA’s principal national initiative was the 13th Annual National Safety Stand-Down to Prevent Falls in Construction, held May 4–8, urging employers to pause work and address fall hazards—the leading cause of construction fatalities. The Department of Labor also held a May 6–7 online compliance forum covering workplace laws, including safety obligations.

NIOSH emphasized heat illness prevention, fall safety, respirator certification resources, health hazard evaluations, and chemical-hazard tools, reinforcing its role as the federal research and guidance arm for occupational safety and health.

NIOSH also posted Federal Register activity on May 5 concerning World Trade Center Health Program data collection and on May 11 finding insufficient evidence for certain peripheral neuropathy petitions.

Taken together, the week reflected a federal posture focused on fall prevention, employer compliance assistance, heat-stress readiness, and continued occupational-health surveillance.

Safety Champions Program

The Safety Champions Program is a new program for employers to develop and implement an effective safety and health program. The main goal of safety and health programs is to prevent workplace injuries, illnesses, and deaths. The Program incorporates the seven core elements of Recommended Practices for Safety and Health Programs.

The Safety Champion Program has three Steps (Introductory, Intermediate, and Advanced). The Steps are self-guided, and participants may work at their own pace. Safety Champion participants may also request a Safety Champion Special Government Employee (SGE) to assess their safety and health program and Step progress at any time.

Global DG Transport Regulatory Update: May 5-11, 2026

For the week of May 5–11, 2026, North American hazardous-materials transportation law was shaped by PHMSA’s continuing federal rulemaking agendaCanada’s standards-based TDG modernization, and Mexico’s continuing effort to tighten hazardous-cargo and LPG transportation safety after major incidents. The common legal theme is that regulators are moving toward international harmonization, defensible classification, safer containment systems, and stronger documentation controls.

United States

In the United States, PHMSA did not issue a major new hazardous-materials final rule during this week, but several agency actions remain legally significant. PHMSA’s HM-215R harmonization NPRM remains the central pending HMR rulemaking following the April comment deadline. That proposal would align U.S. hazardous-materials rules with international standards governing shipping names, hazard classes, packing groups, special provisions, packaging, air quantity limits, and vessel stowage. For exporters and multimodal shippers, the message is clear: PHMSA is continuing to move the HMR toward closer alignment with the UN Model Regulations, ICAO Technical Instructions, and IMDG Code.

On May 11, PHMSA also published pipeline-safety notices involving advisory committee proceedings and an LNG special-permit request. Although pipeline-safety notices are not the same as package hazmat rules under 49 C.F.R. Parts 171–180, they remain relevant to hazardous-materials transportation because LNG storage, pipeline interfaces, and energy-supply infrastructure are part of the broader hazardous-materials risk chain.

The legal takeaway is that U.S. compliance programs should remain focused on shipping-paper accuracy, defensible classification, battery and energy-storage shipments, and multimodal consistency. PHMSA’s current posture suggests that formal rule text and agency interpretation will continue converging with international dangerous-goods standards.

Desk Reference Update Volunteers Needed – The AHMP Professional Development Committee and the Board of Directors are collaborating to facilitate a comprehensive update to the Desk Reference and EHMM Course. With content across our 47 chapters now six years old, this project is more than just a “face-lift”; we are integrating new material, correcting errors, and developing a sustainable system for more frequent updates. To streamline this ambitious task, we have formed seven expert-led teams—each headed by an AHMP Board Member—to review pre-researched recommendations and refine technical content. We have set a lofty goal to complete all updates by the end of 2026, with a “stretch goal” of October 1, 2026, to facilitate a grand rollout at the EHS HazMat Summit. Volunteers who join a team will receive official credit as an editor, earn contact hours toward their CEUs, and those who contribute to at least five chapter updates will receive a complimentary PDF copy of the finished Desk Reference.
