Devastating Floods in Texas

More than 120 are dead and 170 more are missing after flash floods in the parched area known as Texas Hill Country swept away entire holiday camps and homes 10 days ago. The Dr. John H Frick Memorial IHMM Scholarship Program – Accepting Applications in September, 2025

The Institute of Hazardous Materials Management is pleased to have created $32,000 in academic scholarships, divided equally between $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student CHMMs, and $16,000 for students enrolled in undergraduate or graduate education in approved schools and who are also Student ASHMs.

IHMM seeks to foster the growth and academic success of students whose courses of education, and participation in one of our Student certifications, will lead to those students becoming fully-certified IHMM credential holders later in their professional lives.

IHMM Proposes Changes in Government Recognition of Credentials

  1. IHMM is gathering comments on the 4 OSHA proposed regulations announced 7/1/2025
  2. IHMM is gathering comments in the U.S.DOT/PHMSA ANPRM
  3. IHMM is filing comments on the U.S. DOT Regulatory Information Request
  4. IHMM is a signatory on the NSC coalition letter to Congressional appropriators supporting OSHA FY2026 funding
  5. IHMM is soliciting comments in response to the DOT’s Request for Information, deadline May 5, 2025
  6. IHMM has joined the 460-member “Friends of NIOSH” letter to Congress in defense of NIOSH funding
  7. IHMM has joined SWANA in a statement on end-of-life hazmat protocols
  8. IHMM is circulating a letter to Congressional appropriators encouraging OSHA funding for FY2025.
  9. IHMM is circulating a letter with the Intersociety Forum [ISF] to communicate to the new Administration the value of the EHS communities of practice.
  10. IHMM has filed comments in the OSHA proposed Heat rule, underscoring IHMM’s commitment to bringing our SMEs expertise to an important public policy issue as well as highlighting the value of our certifications and those who hold them.
  11. IHMM has filed comments on the OMB Inquiry concerning the EPA and DOL proposed regulatory measures concerning Methylene Chloride on December 13, 2024.
  12. IHMM Sent a letter to the U.S. Department of the Interior, National Park Service, concerning the uses of professionally credentialed persons performing work for the Park Service.
  13. IHMM Signs Letter Opposing Reductions in OSH Worker’s Pay – The IHMM Government Affairs Committee has agreed to sign a coalition letter opposing reductions in pay for IH and OSH employees. Here is the coalition letter we signed.

4. IHMM submitted comments on OSHA Advisory Committee on Construction Safety and Health (ACCSH): Notice of Meetings concerning OSHA-2024-0002-0007, and highlighted the creation of IHMM’s Certified Pandemic Preparedness Specialist [CPPS] credential.

5. State of Maine Department of Environmental Protection is proposing to update Chapter 851, Standards for Generators of Hazardous Waste. In the current regulation, work is required by a professional engineer. IHMM is proposing to include an environmental professional as defined by 40 CFR §312.10.

PHMSA’s ANPRM: Mandatory Regulatory Reviews – IHMM Seeks Certificant Input

Deadline: July 31, 2025

On June 4, 2025, the Department of Transportation (DOT) issued an Advance Notice of Proposed Rulemaking (ANPRM) – Hazardous Materials: Mandatory Regulatory Reviews to Unleash American Energy and Improve Government Efficiency.

Summary: PHMSA is publishing this advance notice of proposed rulemaking (ANPRM) to solicit stakeholder feedback on whether to repeal or amend any requirements in the Hazardous Materials Rulemaking Procedures and Program Procedures, or the Hazardous Materials Regulations to eliminate undue burdens on the identification, development, and use of domestic energy resources and to improve government efficiency.

This ANPRM supports opportunities to identify widely used hazardous material special permits with established safety records for conversion into deregulatory provisions with broader applicability.

Dept of Labor – OSHA – July 1 FR – IHMM Collects Comments

On July 1, 2025, the U.S. Department of Labor’s Occupational Safety and Health Administration [OSHA] published 4 rulemakings for public comment. IHMM is requesting certificant input into whether we should submit comments on one or more of these proposal rulemakings and what we should submit. Each proposed rulemaking is briefly described below.

USDOL – OSHA – Rescission of Coordinated Enforcement Regulations

Deadline: September 2, 2025

The Department of Labor (the Department or DOL) proposes to remove the regulations that set forth the procedures within the Department for the coordination of enforcement activities by the Wage and Hour Division (WHD), the Occupational Safety and Health Administration (OSHA), and the Employment and Training Administration (ETA) relating to migrant farmworkers. The Department is proposing this removal because these regulations limit the Department’s discretion, impose unnecessary and duplicative internal procedures, and prevent the Department’s agencies from coordinating with regard to migrant farmworkers in more efficient, effective ways. The Federal Register notice is here.

USDOL – OSHA  – Construction Illumination Standards

Deadline: September 2, 2025

OSHA is seeking comment on fully rescinding the construction illumination rules found in 29 CFR 1926.26 and 1926.56, citing that current lighting standards are “not reasonably necessary” to reduce significant risk. The Federal Register notice is here.

PHMSA Announces Public Meetings For International Standards On The Transport Of Dangerous Goods

The Pipeline and Hazardous Materials Safety Administration (PHMSA) announced on March 12, 2025, that its Office of Hazardous Materials Safety (OHMS) will host four public meetings during 2025 in advance of certain international meetings. The second meeting will be held in preparation of the 66th session of the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UNSCOE TDG) scheduled for June 30 – July 4, 2025, in Geneva, Switzerland. The third meeting will be held in preparation of the 30th session of the ICAO DGP (DGP/30) scheduled for October 6 – 10, 2025, in Montreal, Canada. The fourth meeting will be held in preparation of the 67th session of the UNSCOE TDG scheduled for November 24 – December 3, 2025, in Geneva, Switzerland. PHMSA will solicit public input on current proposals for each of these meetings. PHMSA states that each public meeting will take place approximately two weeks preceding the international meeting at the headquarters for the Department of Transportation in Washington, D.C.

Removal of References to the Council on Environmental Quality’s Rescinded Regulations

SUMMARY:

The Federal Energy Regulatory Commission is issuing this final rule to revise its regulations implementing the National Environmental Policy Act and its Rules of Practice and Procedure to remove reference to the Council on Environmental Quality’s rescinded regulations.

Use of the Tier 3 NIOSH Occupational Exposure Banding Process for the Graphene Family of Nanomaterials: A Case Study

The graphene family of nanomaterials (GFN) is at the forefront of technological innovation, offering promise in fields as diverse as semiconductors, energy storage, composites, sensors, functional inks, polymer additives, tires, coatings, and much more. A recently published article in the Journal of Occupational and Environmental Hygiene demonstrated the feasibility of using the NIOSH banding process to derive an occupational exposure band for GFN.

IHMM Credential Recognition

The highest priority of IHMM’s Government Affairs Committee is the recognition of IHMM’s credentials by government. We have made substantial progress in the two years we have undertaken this endeavor, as outlined in detail here > https://ihmm.org/credential-recognition/

In this project we have 45-in-5, increasing the number of states that recognize IHMM credentials.

  • We have already succeeded in 13 states – New York, Connecticut, Pennsylvania, Indiana, California, Colorado, Nebraska, Minnesota, Arkansas, Oklahoma. Ohio, North Dakota, and Georgia. [Red states in the map above]. These are states where IHMM credentials are cited or 40 CFR 312.10 is cited by reference.
  • We have partially succeeded in another 16 states – Alaska, Hawaii, Idaho, Montana, Arizona, Kansas, Iowa, Missouri, Illinois, Kentucky, Florida, Delaware, Rhode Island, Massachusetts, Vermont, and Maine. [Orange/Black Stripe states in the map above] These are states where the requirements of an “environmental professional” or QEP are cited that coincide with an IHMM credential so that relatively little work would need to be done to clarify the desired outcome.
  • We have 21 states where no reference to an IHMM credential is made in either statute or regulation, nor is there anything defined in the area of an environmental professional. These states will require legislation or regulatory work. [Yellow states in the map above].

in January 2022 Gene Guilford released the 40 CFR § 312.10 EPA regulation that states a private certification that meets or exceeds the requirements of the regulation is an Environmental Professional under the regulation. Here is the crosswalk between the 40 CFR § 312.10 EPA regulation and the Certified Hazardous Materials Manager [CHMM] blueprint. The CHMM meets or exceeds the requirements of an Environmental Professional.

Here’s what we ask each volunteer to do:

  • Watch legislative and regulatory developments in your state that provide an opportunity for us to create amendments or other interventions
  • Be willing to speak with regulators and legislators in your area about the recognition efforts we craft together

The CSU CDGP exam prep course is delivered entirely online and may be initiated by any CDGP applicant at any time. The CDGP applicant has up to 10 weeks to complete the prep course, though an extension of the 10 weeks may be requested from CSU directly. The CSU CDGP exam prep course contains 8 modules covering the 4 principle texts involved in the CDGP exam, as follows:

  • UN Recommendations on the Transport of Dangerous Goods, and
  • International Civil Aviation Organization’s Technical Instructions (ICAO TI), and
  • International Air Transport Association’s Dangerous Goods Regulations (IATA DGR), and the
  • International Maritime Organization’s Dangerous Goods Code (IMDG Code).
