IHMM Earns Reaccreditation from ANAB/ANSI
IHMM is proud to announce that we have earned reaccreditation from the ANSI National Accreditation Board, ANAB, for our CHMM, CHMP, and CDGP credentials.
Accreditation by the American National Standards Institute (ANSI) signifies that an organization or program meets rigorous standards of quality and reliability. Here are some key points about ANSI accreditation:
- Quality Assurance: ANSI accreditation is recognized both nationally and internationally as a mark of quality. It assures that the accredited entity adheres to established standards and best practices.
- Standards Development: Only ANSI-Accredited Standards Developers (ASDs) can submit standards for approval as American National Standards (ANS). This process ensures that the standards are developed through a consensus-based approach, involving various stakeholders.
- Wide Range of Programs: ANSI accredits a variety of programs, including management systems, personnel certification, and product certification. This helps ensure consistency and reliability across different industries.
- Confidence for Employers: For certificate programs, ANSI accreditation assures employers that the certificate holder has completed a prescribed course of study and meets the necessary competencies.
IHMM’s next credentials slated for ANAB/ANSI accreditation in 2025 are the Certified Safety and Health Manager™ [CSHM™], and the Certified Safety Management Practitioner™ [CSMP™].

Tomorrow’s Workforce Coalition Legislation Signed Into Law
After modifications in the Senate to win over Sen. Murkowski (R-AK) and the removal of a few provisions deemed invalid by the Parliamentarian, the Senate passed their version of H.R. 1: To provide for reconciliation pursuant to title II of H. Con. Res. 14 on Tuesday, July 1, 2025. The House then passed the Senate-amended version of HR 1 on Thursday, July 3, 2025.
The President signed that legislation into law on Friday, July 4, 2025.
Here is a link to the legislation and a breakdown of each section in the bill.
Last December 2024, we had two objectives in becoming a part of the Tomorrow’s Workforce Coalition and the Community Impact Coalition.
- Pass HR 1151 and S 756 concerning the modification of the permissible uses of IRS 529 plans, allowing for them to be used for certain expenses relating to certification expenses; and
- Prevent Congress from expanding federal taxes on non-profit corporations.
We achieved both objectives.
We had the opportunity to have HR 1151 and S 756 language incorporated into HR 1; we took that opportunity as it appeared HR 1 was going to pass, which it did. Having passed HR 1, we no longer need HR 1151 and S 756.
HR 1 Section 110111 contains the language we sought [page 800]
Next Steps
- Tomorrow’s Workforce Coalition will work with the IRS regulations that will be promulgated pursuant to this change in the 529 statute.
- Community Impact Coalition should cease to exist as the objective for which it was created has been achieved.
H.R. 1151 has 195 co-sponsors in the House. S 756 has 16 co-sponsors in the Senate.
H.R. 1151 / S 756 / Coalition Roster

What Is a “529” Plan and How Does It Work?
On July 4, 2025, President Trump signed into law legislation created by the Tomorrow’s Workforce Coalition, of which IHMM is a part, that expands the permissible uses of an IRS 529 plan to include certain expenses relating to acquiring and maintaining a professional certification.
An IRS 529 plan is a tax-advantaged savings vehicle designed to encourage saving for future education costs. Named after Section 529 of the Internal Revenue Code, these plans are administered by states or educational institutions and offer tax benefits to the contributor and beneficiary when used for qualified education expenses.

Honeywell Geismar Chlorine and Hydrogen Fluoride Releases
Within a span of less than three years, from October 2021 to June 2024, toxic anhydrous hydrogen fluoride (HF) was released from process equipment in three separate, serious process safety incidents at the Honeywell Performance Materials and Technologies facility in Geismar, Louisiana. All three incidents occurred in
Honeywell Geismar’s HFC-245fa unit, which the site refers to as “the 245 unit.” The first incident occurred on October 21, 2021, as Honeywella was attempting to start up a reactor in the 245 unit. A field operator (“Field Operator 1”), who was troubleshooting a no-flow condition to one of the unit’s heat exchangers, smelled a leak of HF. He turned and saw a wisping HF leak from a nearby flanged piping connection. Field Operator 1 requested additional help over the radio, and another operator (“Field Operator 2”) responded. While the two operators were troubleshooting the leaking flange assembly, the gasket between the flanges suddenly failed catastrophically and released toxic HF toward one of them.

UNSCOE TDG 66th Session
The United Nations Subcommittee of Experts on the Transport of Dangerous Goods (UNSCOE TDG) held its 66th Session from June 30 to July 4, 2025, in Geneva, Switzerland. This session is the first of four sessions during the 2025-2026 biennium.
Below are the 5 daily summaries of the 66th Session. Thank you COSTHA

DHS -Threats to the United States
With the growing conflict in the Middle East, multiple US agencies have issued warnings to raise awareness of the heightened cybersecurity risks that foreign states may pose to the United States, US-based companies, and US-based individuals. We anticipate cyberattacks targeting the energy sector, telecommunications, dissidents, finance, Middle East research organizations, businesses that work with the US government, and other state and local governments. These foreign state attackers are generally looking for poorly secured US networks and systems to exploit. As a result, to help protect your organization, we’ve put together the following advisory with suggestions on improving cybersecurity and resilience, including:

Loper Bright: Has the Demise of
Chevron Deference Mattered?
July 15, 2025
11:00 a.m. – 12:00 p.m. (EDT)
Bergeson & Campbell, P.C. (B&C®) is pleased to present “Loper Bright: Has the Demise of Chevron Deference Mattered?,” a complimentary webinar reviewing changes to Toxic Substances Control Act (TSCA) determinations in light of Loper Bright. The Loper Bright decision overturning Chevron has invited much discussion on whether decisions made by the U.S. Environmental Protection Agency (EPA) under TSCA, especially under Sections 4 (testing), 5 (new chemicals), and 6 (existing chemicals), can be expected to be challenged more routinely and with a greater probability of success. A year after Loper Bright and a plethora of TSCA litigation, B&C examines the impacts of the case on advocacy under TSCA.

#MirrorCheck Resources for Preventing Backover Incidents
The Occupational Safety and Health Administration (OSHA) has launched the #MirrorCheck initiative to raise awareness about preventing backover incidents and fatalities in the construction industry. Every year, backover incidents lead to serious injuries and fatalities in construction zones and workplaces. These incidents often happen when drivers lose sight of people, objects, or vehicles behind them. Finding Stability After “Whiplash” Moments
By Megan Hammes
On my first day at AIHA Connect 2025, I had expected to encounter pain, confusion, and grief, given the magnitude of the job cuts, sudden rehirings, and uncertainty swirling throughout the occupational and environmental health and safety profession. Instead, I found resilience. Determination. Grit. Optimism. The sense of community and resolve at AIHA Connect was both energizing and deeply hopeful.

IHMM Credential Recognition
The highest priority of IHMM’s Government Affairs Committee is the recognition of IHMM’s credentials by government. We have made substantial progress in the two years we have undertaken this endeavor, as outlined in detail here > https://ihmm.org/credential-recognition/
In this project we have 45-in-5, increasing the number of states that recognize IHMM credentials.
- We have already succeeded in 13 states – New York, Connecticut, Pennsylvania, Indiana, California, Colorado, Nebraska, Minnesota, Arkansas, Oklahoma. Ohio, North Dakota, and Georgia. [Red states in the map above]. These are states where IHMM credentials are cited or 40 CFR 312.10 is cited by reference.
- We have partially succeeded in another 16 states – Alaska, Hawaii, Idaho, Montana, Arizona, Kansas, Iowa, Missouri, Illinois, Kentucky, Florida, Delaware, Rhode Island, Massachusetts, Vermont, and Maine. [Orange/Black Stripe states in the map above] These are states where the requirements of an “environmental professional” or QEP are cited that coincide with an IHMM credential so that relatively little work would need to be done to clarify the desired outcome.
- We have 21 states where no reference to an IHMM credential is made in either statute or regulation, nor is there anything defined in the area of an environmental professional. These states will require legislation or regulatory work. [Yellow states in the map above].
in January 2022 Gene Guilford released the 40 CFR § 312.10 EPA regulation that states a private certification that meets or exceeds the requirements of the regulation is an Environmental Professional under the regulation. Here is the crosswalk between the 40 CFR § 312.10 EPA regulation and the Certified Hazardous Materials Manager [CHMM] blueprint. The CHMM meets or exceeds the requirements of an Environmental Professional.
Here’s what we ask each volunteer to do:
- Watch legislative and regulatory developments in your state that provide an opportunity for us to create amendments or other interventions
- Be willing to speak with regulators and legislators in your area about the recognition efforts we craft together
